Indu Makkal Katchi condemns demand to release all life convicts in Tamil Nadu on Karunanidhi’s birth anniversary

Indu Makkal Katchi Arjun Sampath came down heavily on Thamimun Ansari, a former MLA, for demanding the release of life criminals during the birth anniversary of late DMK President Karunanidhi on June 3rd.

Thamimun Ansari, President of Manithaneya Jananaayaga Katchi, issued a press statement on May 31 in which he stated,  “It has been the practice to release prisoners who have completed 10 years of life imprisonment in Tamil Nadu jails on humanitarian grounds on the occasion of Anna’s birthday and MGR’s birthday. MK Stalin, the Chief Minister of Tamil Nadu, should make such a statement on June 3, Karunanidhi’s birthday, to give this regime even more significance.”

Kollidam J. Swaminathan, State Secretary, Indu Makkal Katchi, criticized this demand of Thamimun Ansari and released a press statement. In his statement, he said, ” Social Democratic Party of India(SDPI) and Manithaneya Jananayaga Katchi requested Tamil Nadu government to release life convicts who have served 10 years in jail on the occasion of birth anniversary of Late DMK President Karunanidhi.”

He added, “While Indu Makkal Katchi supports the release of prisoners who committed crimes due to unforeseen circumstances, terrorists who have been involved in anti-national activities, such as bombings and massacring innocent civilians, are trying to advantage of this privilege.”

He further added that releasing terrorism-related convicts will create a bad precedent, and there is a risk that such convicts may again become involved in terrorist activities, religious riots, and other anti-national actions.

He ended his statement saying, “With the arrest of an ISIS-backed militant in Nidur near Mayiladuthurai a few days ago, the release of prisoners convicted of bombings would be a wrong decision. Organizations that portray imprisoned terrorists as martyrs and demand their release must also be banned. The perpetrators of the bombing case should not be released on any basis.”

Puthiya Thamizhagam Dr.Krishnaswamy urges Central Government to adopt strict measures to regulate the ‘big tech’ social media

Dr.K.Krishnasamy, the Founder and President of the Puthiya Tamilagam Party and a former MLA of the Tamil Nadu Assembly, has written a letter addressed to Union Defense Minister Rajnath Singh and Union Minister of Electronics and Information Technology Ravi Shankar Prasad, requesting a reasonable restriction on social media.

In his letter, Dr. Krishnasamy stated that his party supports the central government’s decision to frame appropriate guidelines for the operation of social media platforms like Twitter, Facebook, and Whatsapp, which have become an integral part of our lives.

While explaining the benefits of social media, such as sharing information quickly and widely, bringing any crime to public attention, and others, Dr. Krishnasamy also criticizes social media for its role in virally spreading fake news, causing harm to many citizens and innocents who are unable to respond quickly to issue counter statements.

His letter reads,” In the fast-growing countries like India, the government and private entities mostly rely on the Information technology when everyone has to accept the beneficiaries’ effects of Social Media for sharing the information in a fast and biggest way. Even there are so many crimes so far unnoticed or do not have access to rely on pictures in an ordinary simple mobile camera. A child, a woman, or any human being can be photographed in an aforesaid manner and shared by social media virally. Therefore, the atrocities or crime committed on anybody is brought opening to the public view and sometimes it can also be taken as evidence. In the same manner, many times fabricated false news are sent virally. This do harm to many citizens and many innocents who cannot respond immediately to issue the counter statements.”

He claims that social media, which has done more harm than good to society, lacks a method to thoroughly weed out fake IDs and is unwilling to disclose the source of first information details with the government. He questioned why these social media giants have absolute freedom of expression when the Indian constitution allows for qualified freedom of speech that may be curtailed if it affects the public order and harmony of the country.

He emphasized the importance of social media restrictions, particularly in a nation like India, where people of many ethnicities, languages, and cultures coexist and commended steps taken by the government.

He added,” To summarise, I request the Central government, Ministry of Information Technology and Ministry of Defence to join to adopt strict measures to regulate the functioning of the social medias both internal and external threats.”

He made several helpful suggestions to the government, including linking social media accounts to AADHAR numbers or other government documentation, verifying addresses given, taxing the profit of social media companies for its operation in India, regulating end-to-end encryption and establishing grievance officers at the district, state, and national levels.

Dr. Krishnasamy concluded his letter saying,” Therefore, the government should speed up the actions to take necessary steps to lay down rules and regulations for social media groups to impose strict conditions to uphold the real freedom of Indian citizens and not to allow these social media groups to destabilize the existing social, economic and political equilibrium in the country.”

Overall, so far, the social medias have done more harm than good. Most of the Facebook, WhatsApp and Twitter account holders do not have their own verifiable ID’s. They clandestinely operate under various ID’s though social media like Facebook, WhatsApp and Twitter accounts operate quite a number of years in India; it is very painful to hear that they are not ready to share the source of first information details even to government.
In the name of free speech, they claimed to use this tool. The fundamental right to freedom of speech, writing, expression are not absolute. The Constitution have imposed reasonable restrictions on those rights if they affect the public order and harmony of the country. By this when 130 crore people can enjoy the restricted freedom, how foreign companies like Facebook, WhatsApp and Twitter can be allowed to function in the Indian soil without any accountability to the country.

Even though it is quite late, the steps taken by the Government of India for laying important conditions for the social media to function in India is commendable. Nearby nations like China, North Korea and even in Russia, these social media cannot function without any obstacles. India is a multi ethnic, multi linguistic and multi culture people living country. Already India has so many internal and external threats in various forms. So I welcome the proposal formalized by the Ministry of Information Technology to bring some important guidelines for its registration and revealing the first information details to be shared with the Indian Government. I very much appreciate the government’s firm steps in this regard.

To summarise, I request the Central government, Ministry of Information Technology and Ministry of Defence to join to adopt strict measures to regulate the functioning of the social Medias both internal and external threats.

All the Facebook, WhatsApp, twitter account holder’s actual address must be ascertained. The social media account holders details must be linked with Aadhar number and other Government document number like driving license etc. Region, District, State and National level grievances officers must be posted for the social media group, to address the grievances of the social media users. At large scale abuses are happening through WhatsApp by investing crores of money by caste, religious and political groups. End-to-End encryption rights should be regulated.

Similarly, the Government should take steps to levy taxes including GST on social media networking companies that have been making billions in profits in India for years. There must be a grievances cell at district level to address the misuse of social media platforms by individuals or groups. The complaints raised by the victims have to be coordinated by the local investigating officers appointed for that purpose.

Therefore, the government should speed up the actions to take necessary steps to lay down rules and regulations for social media groups to impose strict conditions to uphold the real freedom of Indian citizens and not to allow these social media groups to destabilize the existing social, economic and political equilibrium in the country.”

The rising Hindu vote bank in Tamil Nadu and West Bengal

In 1991, India was facing a balance of payment crisis. Economists had coined the term “Hindu rate of growth” to refer to the slow growth rate of the country.  Many wrote off the story of India exactly after 40 years of Independence. They categorically stated that India is in deep quagmire and it can’t be brought back until the Hindu civilizational thoughts are removed.  At that time PM Narashima Rao boldly undertook the reforms and India saw an economic boom. The above events showed the resilience of Hindu mind. The Hindu mind when freed up from all bondages did wonders which enable many poor and middle class families move up the socio-economic ladder. India’s 1991 story is very important not only to understand its economical impact but also on the political impact which a Hindu Mind can create.

Silence not high decibel narratives work

With recently concluded elections, the entire left Liberal media with clear patronage from opposition parties have once again started writing the end of story for BJP for 2024 elections. Elections are not won or lost based on writings and throwing opinions on media. It can clearly help in building a narrative but until at the ground level i.e booth level workers are not excited even the greatest leaders can bite the dust. There are so many instances of it happening in elections. There are many silent indications which the liberal media usually misses when covering the results if it is against the BJP. Liberal media portrayed the 2018 verdict of Karnataka as the greatest defeat of BJP but just a year later BJP sweeped Karnataka in Lok Sabha elections. There were many silent indicators which BJP learnt in the 2018 Karnataka Assembly election results and worked on the feedback loop which resulted in a massive victory.

In light of this, let us  discuss the silent indicators which voters have given in the recently concluded Tamil Nadu and West Bengal Assembly elections.

Rise of Hindu Votes in Tamil Nadu and West Bengal

1. A miss in consolidation of minority votes in Tamil Nadu and West Bengal: Many pollsters have written a lot of about consolidation of minority votes in support of anti BJP parties in both the states. But what they missed is even after 95% consolidation of minority votes in Tamil Nadu and West Bengal, the winning coalition was unable to cross the 50% vote share. Remember West Bengal had 30% of minority voters and inspite of that TMC was unable to cross 50% vote share. There is still a huge potential Hindu vote bank who are waiting to jump over to the BJP if any religious binary event happens like banning Durga puja, Hindu celebrations etc. In Tamil Nadu, the minorities (both Muslims and Christians) have consolidated themselves behind the DMK while the Hindu vote bank is largely split in terms of caste.

2. Conslidation of Hindu votes in Tamil Nadu and West Bengal: The pattern which emerged for post 2014 is votes are cast differently in national and state elections. BJP is really handicapped when coming to the state elections as it repeatedly failed to maintain the vote share it got during Lok Sabha polls and also lost a huge percentage of votes. For example: In Maharashtra, Delhi, Haryana, and Jharkhand, BJP has lost somewhere between 10-19% of votes it got during national elections. But the same did not hold good in Tamil Nadu and West Bengal. In Tamil Nadu, the NDA improved its vote share to the extent of around 18-20 % while in West Bengal BJP has lost only 2% of votes. It clearly shows that Hindu consolidation started as and when the minority consolidation started. There are some seats in Tamil Nadu like Kadayanallur and Vaniyambadi where even though there are huge minority votes, the Hindu candidates irrespective of parties has won due to counter consolidation. So it seems the avenue of consolidated Hindu votes has started picking up even in non traditional states for BJP.

3. The Rise of subaltern Hindutva: BJP which had traditional upper caste vote base, started breaking ground among non-Brahmin caste voters in Tamil Nadu which is even more in the case of West Bengal. Take the case of Western Tamil Nadu belt in which BJP had some nominal presence over the years. The region completely consolidated behind NDA in the current elections. Also, the 4 BJP MLAs do not belong to upper caste i.e Brahmins. In West Bengal SC/ST voters have voted enmasse to BJP. So, the claims of BJP being a part for upper castes only has been broken.

4. Politics moving to bipolar nature: Earlier, the political scene in different states were multi-polar. Now, it can be analyzed in clear terms that country is moving towards bipolar politics in different states. In case of Tamil Nadu, it has been bipolar for a long time with third fronts only biting the dust. In Kerala and Tamil Nadu, the BJP has an identical vote bank with UDF and AIADMK respectively. Hence, the BJP is finding it tough to bring its core vote bank under its fold.

It can be safely assumed that there is a rising Hindu vote bank in the non traditional BJP states. These states are embracing Hindutva to a certain extent but it will need a different flavour from the north for it to give political dividends. It take a few election cycles to be completely visible.

Union Minister Hardeep Singh Puri slams former bureaucrats for their bizarre letter against Central Vista

In a press conference held by Minister for Housing & Urban Affairs, Hardeep Singh Puri on the Central Vista project said he objects to the statements that were made in an open letter by former bureaucrats last year that has been making rounds on social media platforms.

In the statement, the bureaucrats had said, “There is a great deal wrong with the conceptualization of the project. Rather than establishing the necessity of the project with sound prior studies on environmental and technical parameters, this project began, if reports are to be believed, because of a superstitious belief that the present Parliament building is ‘unlucky’, as well as with the thought of leaving a particular government and its leader’s impress on the architecture of Delhi.”

Puri called the bureaucrats educated fools and said, “These are not educated fools but a disgrace to the country. I will not put my signatures on a letter that talks about superstitious belief.”

He went on to say that the need for the new parliament was made by the Congress government in 2012 and the old parliament lacks facilities and lack of space for the members. He said, “The parliament was designed for fewer people. We are making a bigger parliament building for the people of India.” He further said, “I think some of these guys need to have their head examined before they sign letters like this.”

Puri then excoriated the people who wrote this letter making rounds in the social media and said,  “I do not know what agenda they have but they need to get their facts right.”

He talked about the false narrative being created and propagated around the Central Vista project and was aghast with the accusation that this was a vanity project. He also made it very clear that none of the heritage buildings would be touched.

The new parliament building will be ready as India celebrates the 75th anniversary of Independence in 2022. The estimated cost of the new parliament building is Rs 852 crores and the estimated cost of Central Vista avenue is Rs 477 crore.

Puri said that in 2012, it was the UPA government that had decided to build a new parliament and quoted Congress leader Jairam Ramesh, then-Union Minister for Rural Development who had said, “We badly need a new parliament building. This one simply isn’t functional and is outdated.” 

It must be noted that the Delhi High Court had dismissed a PIL filed against the Central Vista project and called it a “motivated plea” and imposed a fine on the petitioners Anya Malhotra and Sohail Hashmi for wasting the court’s time in frivolous petitions.

TN YouTube channels should stop the witch-hunt against IMK leader Arjun Sampath

For the past few days, the media friendly to the ruling establishment in Tamil Nadu masquerading as ‘neutral’ media, has been continuously talking about the sexual harassment episode at a private school in Chennai. This has taken over the news cycle at a time when the state has been grappling with the second wave of the Wuhan Virus. When bodies are queueing outside crematoriums, hospitals are getting overwhelmed and vaccination progressing at a snail’s pace, all that the media is doing is to go on a witch-hunt against one man for calling a spade a spade.

The self-proclaimed ‘journalists’ in Tamil Nadu are expecting Indu Makkal Katchi leader Arjun Sampath to speak their language of associating the sexual harassment at the school to ‘Brahminism’, ‘Hinduism’ and what not. To them, the sexual harassment is not the issue. Their agenda is to run a smear campaign against the school because it was founded and run by Brahmins. They want a statement declaring his guilt in his association with Brahmins.

In doing neither Arjun ji has been unfairly portrayed as a person who does not take cases of sexual harassment seriously. The media has been engaging in a witch hunt of not just YG Parthasarathy family in this case just because they are Brahmins, but also Thiru. Arjun Sampath making him look like a bigot and a hate-monger.

If only Thiru. Arjun Sampath joins the chorus and declares Brahmins evil by birth, he will become a darling of these yellow YouTubers and social media influencers.

While every YouTube channel spews racial hatred on Brahmins, in the issue of PSBB, IMK’s support to a victim of harassment in a Chrsitain institution is given a communal angle.

They are trying to peddle an agenda in the society where communal hate for Hinduism and especially Brahmins is made a touchstone of ‘secularism’. Individuals who are born into specific castes are deemed ‘genetically-bigoted’.

One wonders if these warriors of justice will condemn with same vehemence the ‘Me Too’ accused Vairamuthu, who has been accused of sexual harassment by more than 15 women. The yardsticks are different for a ‘Dravidian stock’. He won’t be considered as a sexual predator. These ‘warriors of justice’ having done their ‘viscoms’ from the den of sexual harassment will celebrate the sexual predator and declare him as ‘innocent unless proved guilty’. Same cannot be expected for a Hindu or a Hindu institution.

For these ‘warriors of justice’, Isha Foundation and Sadhguru Jaggi Vasudev is a villain but Karunya and Paul Dinakaran who has encroached 700 acres is the divine lord Jesus Christ himself.

If motivated Christians can derogate Hindus and talk about intitutions, why shouldn’t the Indu Makkal Katchi talk about sexual harassment in Christian institution? How can this be diversion? In fact isn’t this the right time to bring out all cases against women abuse from all places?

Isn’t it the job of the media to use this moment to highlight all cases of harassment, or are they afraid that their attack on Hindu institutions will lose momentum, and people will actually see through their agenda?

It is high time these ‘warriors of social justice’ stop their tirade against Arjun Sampath and other Hindu leaders and institutions.

Scientist claims COVID-19 virus was created in Wuhan lab

A British and a Norwegian scientist have claimed that Chinese scientists experimented on the novel coronavirus in the Wuhan lab and that they have detected ‘unique fingerprints’ in coronavirus samples which point to manipulation in the laboratory.

This claim has been made by British Professor Angus Dalgleish and Norwegian scientist Dr Birger Sørensen. From their research they say that Chinese scientists inside the Wuhan lab were “altering” the naturally occurring viruses to make them more virulent then test their potential effects on humans.

According to them, the Chinese scientists covered their tracks via “retro-engineering” of the virus versions, to make it appear it evolved from an animal.

This explosive revelation will be on the soon-to-be-released report published in the scientific journal Quarterly Review of Biophysics Discovery (QRB) discovery. This report has been obtained by The Mail

The scientists claimed that they have had “prima facie evidence of retro-engineering in China” largely ignored by academics and major journals for over a year due to the significant clout China has over many international organisations and businesses. It is “beyond reasonable doubt” that SARS-CoV-2 was created through “laboratory manipulation,” they said.

These two European scientists claim Wuhan lab scientists were splicing the natural coronavirus ‘backbone’ found in Chinese cave bats onto a new ‘spike’. 

Professor Angus Dalgleish of Oncology at St George’s University, London made the breakthrough in creating the first-ever working “HIV vaccine”, while scientist Sørensen is a virologist and Chair of a pharmaceutical company, Immunor, which has recently developed a coronavirus vaccine candidate called BIOVACC-19. 

A former MI6 British spy chief Sir Richard Dearlove had earlier said, “I subscribe to the theory that it’s an engineered escapee from the Wuhan Institute (of Virology),” Richard, who served as head of the Secret Intelligence Service, MI6, between 1999 and 2004 for the first time said on Live TV, shocking the world. “I am not saying anything other than it was the result of an accident and that the virus is the consequence of “gain-of-function experiments” that were being conducted in Wuhan, which I don’t think are particularly sinister,”.

‘MIT educated’ TN Fin Min’s misleading propaganda on GST debunked

Tamil Nadu Finance Minister Thiagarajan recently attended the 43rd meeting of the Goods and Services Tax Council convened by Union Finance Minister Nirmala Sitharaman. Thiagarajan, who addressed the press the next day, explained emotionally about what he spoke in GST Council. The core of what he said was nothing more than boasting about his expertise. Some false propaganda about his statements are busted here:

Palanivel Thiagarajan (PTR):

Each state has one vote in the GST Council which is not correct. Votes should be allocated to each state depending on its population.

Fact:

The answer lies in the history of the formation of the GST Council. It was during Vajpayee’s tenure as Prime Minister the idea of implementing GST in India was contemplated. The GST law and its structure were drafted by several senior leaders who had served as finance ministers, including West Bengal Finance Minister Asim Dasgupta and Kerala Finance Minister KM Mani.

The GST came into effect with the 101st constitutional amendment. It is a meaningless argument that votes should be cast according to the population of the state. For GST, a national-level taxation system, the state is the basic unit, and the administration of governance is at the state level. In a national-level taxation system like GST, the population of states cannot be used as a metric, just like how the population of districts cannot be used as a metric in a state-level taxation system.

PTR:

Finance Minister of smaller states are given more time than the Finance Minister of the bigger state.

Fact:

Each meeting of the GST Council will be having an agenda, which clearly mentions the matters that need to be discussed and decided at the meeting. State Finance Ministers can make comments, suggestions, objections, and amendments about them. Every state, regardless of its size, population, GDP, or other factors, is given an equal opportunity to speak at the GST Council meeting. The state minister is free to express himself completely.

PTR:

Large states, such as Tamil Nadu, provide India a significant portion of their tax money, which is then allocated to smaller states.

Fact:

States with high GDP contribute higher tax money to the national pool, which is redistributed by the central government to economically backward states, similar to how a person who earns more pays more tax and it is redistributed to persons with relatively low income.

Also, GST revenue is not about production; It depends on consumption. This is the procedure followed not only in India but also in other nations that have implemented GST.

Assume we create 5,000 automobiles, but only a 1000 gets sold within Tamil Nadu due to the size of the market in the state. The rest 4,000 are sold in other states. GST is a tax levied at the place of the final sale. So whichever state has the highest consumption, there will be more tax money.

PTR:

GST council is a ‘rubber stamp’ authority

Fact:

In the GST council, a decision is made with 3/4th or 75 percent of the votes. The central government is given 1/3 of the weightage, or 33 percent, while state governments together are given 2/3 of the weightage or 66 percent. Each state has 2.36% weightage in GST Council..  As a result, 11 states can group together and veto the decision of the central government. However, in today’s scenario, this is not possible because the BJP and its allies rule the majority of states, and so BJP  has a majority in the GST Council also.

Political analysts and Tamil Nadu people feel that PTR Thiagarajan, who holds a key ministry, should focus on his work rather than playing petty politics on issues of national importance like GST. His tirades against Sadhguru Jaggi Vasudev, Goa Transport Minister Godinho, Coimbatore South BJP MLA Vanathi Srinivasan, and others have attracted unwarranted controversies at a time when Tamil Nadu is grappling with the second wave of the Wuhan virus.

It would be in Palanivel Thiagarajan’s best interest to focus on what he claims to be good at rather than bullying around on Twitter.

Authorities in Govt COVID care centre in Erode demand ₹10000 to release body

The incident in which the family of a deceased COVID patient was demanded ten thousand rupees in bribe to release the body and made to vacillate for two days has drawn criticism from several sections.

Manikandan, who works as a sanitation worker in Shanthi Nagar, Erode, admitted his father Palanisamy, a retired Court employee, to the Government Care Center set up at a private college in Perundurai after suffering from COVID-19. Palanisamy succumbed to covid a few days ago. Manikandan, who went to receive his father’s body, was shocked when he was asked to pay ₹10000 as a bribe for releasing the body.

When he refused to pay a bribe of Rs 10,000, he was made to go from pillar to post in order to get documentation that would allow his father’s body to be released.

When Manikandan learned that the government care center would be unable to offer an ambulance, he hired a private ambulance which demanded ₹8000 for wrapping the body in plastic and ₹7500 for ambulance services. To add to his grief, Manikandan added that Aathma, the corporation’s electric cremation facility, charged ₹9000 to cremate his father’s remains.

Social activists question the government’s plans to address the plight of the families of deceased COVID patients, from whom money is being extorted at these difficult times.

Complaint filed against VCK chief Thirumavalavan seeking disqualification for misusing reservation

The Legal Right Protection Forum (LRPF) has filed a complaint against Chidambaram MP Thol. Thirumavalavan for misusing the provision of reservation by allegedly concealing his conversion to Christianity.

The chief of Viduthalai Chiruthaigal Katchi (VCK) was elected MP from the Chidambaram Lok Sabha constituency, a reserved constituency in the 2019 Lok Sabha elections.

The LRPF in its complaint addressed to the District Collector of Cuddalore, Tamil Nadu Chief Secretary, Chief Electoral Officer of Tamil Nadu and the Lok Sabha Speaker has said that the MP is misusing the reservation benefits meant for Scheduled Caste for his political benefits.

Referring to the interview given by Thirumavalavan to a Tamil news channel, LRPF stated that Thol. Thirumavalavan had openly admitted the fact that he is a Christian and practicing Christianity.

“In an exclusive interview which is available on YouTube, published on 24th February, 2018 by Thanthi TV he asserted that he follows Christianity.” the complaint mentioned.

The Constitution (Scheduled Castes) Order 1950 states that any person who professes a religion different from Hinduism, Sikhism or Buddhism shall cease to be a member of the Scheduled Caste (SC).

“Thus a person professing Christian religion cannot claim Scheduled Caste status. The Supreme Court of India in its judgement vide citation: Civil Appeal No.4870 of 2015 dated 29 April 2016, clearly stated that persons who belong to SC will loose the SC status if they convert their religion to Christianity and Islam.”, the complaint mentioned.

“It clearly appears that Shri Thirumavalavan is still holding SC Caste Certificate which is against the Constitutional (Scheduled Castes) Order of 1950” the complaint stated adding that Thirumavalavan hid the fact that he is Christian and contested from a the Chidambaram Lok Sabha (reserved) constituency.

“This is not only cheating the public authorities but also misuse of Reservations which are meant for welfare of the people of weaker sections of this society. ” LRPF stated in the complaint.

The complaint also noted that Thirumavalavan is notoriously known for abusing Hinduism and Hindu Gods. It pointed out to the instance, where Thirumavalavan in a public meeting said “Siva, Vishnu, didn’t come when huts of Scheduled Caste People were burnt, what is wrong in moving towards Jesus.”

“In the view of above facts and circumstances, we request you to take appropriate action and deliver justice to the people of Scheduled Caste Community.”, the complaint concluded.

Recently in February 2021, Union Law Minister Ravi Shankar Prasad in response to a question in the Rajya Sabha  said that as per the Constitution of India and Indian statute, Hindu persons eligible for reservation benefits, like those belonging to Scheduled Castes, cannot avail the same benefits if they convert to Christianity or Islam.

PM Modi to hire HR firm to overhaul bureaucracy in India under mission Mission Karmayogi

In a serious attempt to overhaul the bureaucracy by studying the organisational structures, the Centre government is set to hire a leading human resources (HR) consultancy firm.

The new HR firm will be studying the bureaucracy, its organisational structures, and the work allocation documents of seven key ministries and departments, reports News18.

This bold initiative will be under the “Mission Karmayogi” as the HR consultancy will be onboarded under the direct supervision of Prime Minister (PM) Narendra Modi. 

“The unique challenges and opportunities in India, along with an unprecedented digital penetration and IT literate workforce, have necessitated creation of a framework that is unique to the world and has not been attempted before,” the bid document says.

“FRAC will map the roles and activities corresponding to every government position with their desired competencies across behavioral attributes, functional skills, and domain knowledge. Each competency will have multiple levels of proficiency, organized in a stepped manner depicting gradual progression from one level to the other,” the document adds.

“Through the FRAC, officials will have visibility of the roles, activities, and competencies required to effectively deliver on the outcomes expected from them with respect to their current or future positions in government. This will enable the establishment of testing arrangements to assess the extent to which a person occupying a position has these competencies and consequently determine the competency gaps that need to be addressed. Largely, this will be done through iGOT Karmayogi, an online comprehensive learning platform cum marketplace to deliver online training, linked to FRAC,” the document says.

The ministries and departments which will be studied by the appointed HR consultancy will be the Ministry of Finance (Department of Economic Affairs), the Ministry of Electronics & Information Technology, the Ministry of Rural Development, the Ministry of Health, NHAI, Ministry of Environment and Forests, and Department of Personnel and Training (DoPT).

The task for the consultancy firm will be to design and develop a Framework of Roles, Activities & Competencies (FRAC) for the Centre with a focus on preparing a “fit-for-future” civil service for the nation.

The Request for proposal (RFP) was issued two days ago and the bidder will also need to carry out an “end to end FRACing exercise” for the Ministry of Personnel, Public Grievances & Pensions (DoPT) and the Ministry of Finance (Department of Economic Affairs).
