Petition urging TN Govt to desist from melting temple gold gets massive response

An online petition filed at www.change.org urging the DMK government in Tamil Nadu to not melt the temple jewelry has gained massive response with more than 50,000 signatures.

The petition addressed to Tamil Nadu Chief Minister MK Stalin and officials under him states that a secular government has no business in deciding which temple jewelry to be melted.

The petition also states that the government’s hasty actions are in violation of the orders of the Madras High Court.

“The court has directed that HR& CE to conduct an external audit by CAG under the expertise of ASI, created a central registry and update the Jewels details in the website for public.   Melting gold jewels before the external audit will invite contempt of court.”, the petition noted.

The petition was initiated by Karthik Gopinath who runs YouTube channel named Ilaya Bharatham.

The DMK government had recently initiated the move of melting temple jewellery and converting them into biscuits for mortgaging them to raise funds for ‘further development of temples’.

Quoting a Madras High Court suo motu judgement from June this year, the petition cites that gold audit for temples had not been done for the last 60 years and that there has been no inventory and centralized registry of the jewels.

Petitions against this move of the DMK government continue to be heard by the Madras High Court.

Rep and Dem Senators urge Biden not to impose CAATSA sanctions on India as it could have deleterious effect

As India is on the verge of receiving the S-400 surface-to-air missile defence system from Russia, two influential United States Senators on Tuesday (26 October) urged President Joe Biden not to impose provisions of the punitive Countering America’s Adversaries Through Sanctions Act (CAATSA) against India.

Democratic Party Senator Mark Warner and his Republican colleague John Cornyn wrote a letter to Biden, urging him to grant a national interest waiver to India as provided under CAATSA as this is in US national security interest. In the letter, it was pointed out that the US Congress had set up criteria for determining the appropriateness of waiving CAATSA sanctions.

The 2019 National Defence Authorisation Act allows the President to issue a waiver if doing so is in the national interest, and if it would not endanger US national security, adversely affect US military operations, or compromise US defence systems, they said.

“We strongly encourage you to grant a CAATSA waiver to India for its planned purchase of the S-400 Triumf surface-to-air missile system. In cases where granting a waiver would advance the national security interests of the U.S., this waiver authority, as written into the law by Congress, allows the President additional discretion in applying sanctions,” the two Senators wrote, reports Economic Times.

Both Senators are influential senior politicians of their respective parties and Warner is the chairman of the Senate Permanent Select Committee on Intelligence, whilst Cornyn is the Senate Minority Whip for the Republican party.

But more importantly both the lawmakers are co-chairs of the Senate India Caucus, which is the only country-specific caucus in the US Senate and in their letter to President Biden, both Senators said that “India has taken significant steps to reduce its purchases of Russian military equipment” however, one must look at the long history of New Delhi buying arms from the erstwhile Soviet Union, and later Russia.

“We share your concerns regarding the purchase and the continued Indian integration of Russian equipment, even with these declining sales. We would encourage your administration to continue reinforcing this concern to Indian officials, and engaging with them constructively to continue supporting alternatives to their purchasing Russian equipment,” they wrote.

When India signed a 5 billion dollar deal with Russia in October 2018 to procure five units of the S-400 missile defence systems, the US gave a warning of CAATSA sanctions from the then Trump administrations which will allow the US administration to impose sanctions on countries that purchase major defence hardware from Russia.

“In 2018, India formally agreed to purchase Russian S-400 Triumf air-defense systems after having signed an initial agreement with Russia two years prior. We are concerned that the upcoming transfer of these systems will trigger sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA), which was enacted to hold Russia accountable for its malign behaviour,” they said.

“However, in the case of this current S-400 transaction involving India, we believe that the application of CAATSA sanctions could have a deleterious effect on a strategic partnership with India, while at the same time, not achieve the intended purpose of deterring Russian arms sales,” the two Senators said.

“We believe that a waiver for India is appropriate for several reasons,” the senators argued.

“First, India has taken significant steps to reduce its imports of Russian military hardware in recent years. From 2016 to 2020, there was a 53 per cent drop in Russian arms exports to India compared to the preceding five-year period,” the letter reads.

“Meanwhile, India has shown its intent to purchase equipment from the United States, with sales reaching $3.4 billion in FY20. These are positive trends that show India’s effort to reduce reliance on Russian equipment, and a desire to take advantage of its new status as a Strategic Trade Authorization-1 (STA-1) partner,” they wrote.

“Second, we believe there is a national security imperative to waiving sanctions. Imposing sanctions at this time could derail deepening cooperation with India across all aspects of our bilateral relationship – from vaccines to defence cooperation, from energy strategy to technology sharing,” they said.

“Furthermore, sanctions have the potential to embolden critics within India who warn that the United States will not be a consistent and reliable partner for cooperation, and to thwart the Indian government’s efforts and long-term strategy to reduce Russian purchases and reliance on Russian defence hardware,” the two senators wrote.

“We share your concerns regarding the purchase and the continued Indian integration of Russian equipment, even with these declining sales. We would encourage your administration to continue reinforcing this concern to Indian officials, and engaging with them constructively to continue supporting alternatives to their purchasing Russian equipment,” they said.

“We also propose that your administration establish a bilateral working group to identify ways to promote the security of U.S. technology, and to chart a path forward to develop strategies to enhance U.S.-India military interoperability. We believe these actions reinforce India’s status as a Major Defense Partner and will provide another avenue to counter PRC influence in the Indo-Pacific,” the letter reads.

WHO again delays giving EUL for Bharat Biotech’s Covaxin for want of additional info

The World Health Organisation’s (WHO) technical advisory group on Tuesday (October 26) again sought “additional clarifications” from Bharat Biotech for its COVID-19 vaccine Covaxin to conduct a final ‘risk-benefit assessment’ for Emergency Use Listing of the vaccine.

As per the WHO the technical advisory group will now meet on November 3 for a final assessment, however, many in India see this as a deliberate ploy to ensure that Covaxin is delayed for as long as possible so it cannot compete with other pharma companies and also Chinese influence over WHO is also now being questioned. 

“The @WHO independent Technical Advisory Group (TAG) met today & asked for additional clarifications from the manufacturer @BharatBiotech to conduct a final EUL risk-benefit assessment for global use of #Covaxin. It will reconvene for the final assessment on Wednesday, 3 November if data is received soon,” WHO chief scientist Dr Soumya Swaminathan said in a tweet.

Hyderabad-based Bharat Biotech, which has developed Covaxin, had submitted EOI (Expression of Interest) to the WHO on April 19 for the vaccine’s Emergency Use Listing (EUL). In the meanwhile other vaccines developed by the likes of Pfizer, Johnson and Johnson, Moderna, and sinopharm was approved undet EUL.  

The technical advisory group met on Tuesday to review data on Covaxin for the emergency use listing and said”The TAG met today (26 October 2021) and decided that additional clarifications from the manufacturer are needed to conduct a final EUL risk-benefit assessment for global use of the vaccine.

“The TAG expects to receive these clarifications from the manufacturer by the end of this week, and aims to reconvene for the final risk-benefit assessment on Wednesday, 3 November,” it added.

But already there is enough data wherein it has been proved that Covaxin has demonstrated 77.8 per cent effectiveness against symptomatic COVID-19 and 65.2 per cent protection against the new Delta variant.

However, WHO has said, “When the information provided addresses all questions raised, WHO and the Technical Advisory Group will complete the assessment and come to a final recommendation whether to grant Emergency Use Listing to the vaccine,”.

Centre launches Amrit Mahotsav Podcast

Ministry of culture is organsing Azadi ka Amrit Mahotsav to celebrate 75 years of Independence and as  part of Azadi Ka Amrit Mahotsav, Union Minister for Culture and Tourism G. Kishan Reddy launched the Amrit Mahotsav Podcast. This podcast series is a tribute to the persons and movements that significantly contributed to India’s freedom struggle, some of which have not found a place in the conventional storyline.

The first series, Zara Yaad Karo Qurbani, went live with an episode based on the Indian National Army (also known as the Azad Hind Fauj). New episodes will be added on a weekly basis.

As an ode to the sacrifices made, it is only befitting to salute these heroes by recollecting their stories of courage and valour as part of commemorating 75 years of India’s Independence. Disseminating these stories hopes to fulfil a multi-pronged purpose of sensitize the audience to the challenges and struggles faced by those who fought for country’s Independence, to instil nationalistic pride and serve as an inspiration for those listening, and to highlight the unsung heroes of the freedom struggle.

Kerala: Dalit autorickshaw driver who faced discrimination by CPI-M was lured by PFI to convert to Islam

The Popular Front of India (PFI) which is an Islamist organisation linked to multiple terror cases in India, is now trying to play on the emotions of marginalised people under the communist rule in Kerala.

Chitra Lekha who is a Dalit autorickshaw driver from Kerala’s Kannur was openly discriminated against on caste grounds by the Communist Party of India (Marxist) which led to serious discontentment leading her to announce her plans to convert to Islam.

Chitra Lekha who belongs to the Pulaya community on her Facebook page said, “I was forced to run away from my village as they did not allow me to live there. Still, they are continuing to torture me. I decided to convert to Islam as I lost hope to get justice.”

However, as per a report conducted by Asianet News, there is evidence that the PFI may be trying to exploit the helplessness of the Dalit woman and how the SDPI, the political wing of the Popular Front of India, promised to get her a new house, job and financial assistance if she were to convert her faith.

In Kerala, there is already a serious problem of love jihad that was first highlighted by the Syro Malabar Church, and the problem is also further compounded by the fact that the Communists are casteist that leads to resentment which is exploited by Islamists.

BGR Energy sends legal notice of ₹500 Cr to BJP TN head Annamalai and netizen for alleged ‘defamatory tweet’

BGR Energy, a company whose promoters are believed to be backing the ruling DMK in Tamil Nadu, has issued a legal notice to BJP Tamil Nadu President K. Annamalai and another Twitter user named Selva Kumar for an alleged ‘defamatory tweet’ in light of the recent corruption allegations against the state electricity department.

The notice by BGR Energy claims that the said tweet with ‘handshake icons’ conveys a ‘sarcastic’ and ‘hidden’ message alleging collusion between the company and the Tamil Nadu Electricity Minister.

“The tweet has been clandestinely designed to convey the above mentioned defamatory message against my client”, the notice reads.

The notice also mentions about Selva Kumar’s tweet, who had pointed out that DMK Rajya Sabha MP P. Wilson represented the company in court in a case against the Tamil Nadu government adding that the tweets by Annamalai and Selva Kumar has caused a ‘serious dent upon the reputation and goodwill’ of the company.

In light of this, the company has slapped a legal notice demanding ₹500 Crores along with the issue of an unconditional apology and deletion of the tweets in question.

Reacting to this, the BJP Tamil Nadu chief wrote that he was just a humble farmer with a few goats in his farm unlike the corrupt minister of DMK for whom corruption, collection and cut-money has become a way of life.

Speaking to The Commune, Selva Kumar who is a vocal critic of the DMK said that the this is an attempt to silence those who raise questions and point out at the corrupt regime of the DMK.

He said that it was laughable that BGR Energy was sending a legal notice for ₹500 crore while the company’s market capitalization itself is just ₹475 crore.

Civil Aviation Minister Jyotiraditya Scindia virtually flags off first direct flight on Shillong-Dibrugarh route under UDAN

Scindia, MoS, Civil Aviation, MoS, Civil Aviation, General Dr. V K Singh (Retd.) along with Rajiv Bansal, Secretary, Ministry of Civil Aviation (MoCA) virtually flagged off the first direct flight on the Shillong – Dibrugarh route under the Regional Connectivity Scheme – Ude Desh Ka Aam Naagrik (RCS-UDAN) of the Government of India.

ConardSangma, Chief Minister, Chief Minister of the State of Meghalaya, Prestone Tynsong, Deputy Chief Minister of the State of Meghalaya, Sh. Vincent H Pala, Member of Parliament, Lok Sabha, Shillong, Meghalaya – Member of Parliament (Lok Sabha), Dr. Wanweiroy Kharlukhi, Member of Parliament, Rajya Sabha, Shillong, Meghalaya, Mr Dasakhiatbha Lamare, Minister Transport Department, Public Works Department (Buildings), State of Meghalaya, Sh. Sanbor Shullai also graced the launch event of the Shillong-Dibrugarh flight.

Usha Padhee, Joint Secretary, Ministry of Civil Aviation, along with other senior officials of the MoCA were also present at the ceremony held at MoCA.

The minister further emphasized that “In 2014, only 6 airports were operational in North East which has now risen to 15 airports in 2021. Within a short span of 7 years, we have achieved this ambitious target. I assure you that this is just the beginning, we are further committed to enhancing the interstate & intrastate connectivity of North-East. Apart from promoting flight connectivity, our focus is on developing the infrastructure capabilities along with helicopter services for the last mile delivery. To ensure that we recently launched the Helicopter policy to further promote Heli Services in North-East. We want the bring the travellers from all over the country to North-East.”

The airline will deploy its 78-seater ATR 72 aircraft.

Till date, 389 routes and 62 airports (including 5 heliports and 2 water aerodromes) have been operationalized under the UDAN scheme. The scheme is envisaged to establish strong aerial connectivity in all States and UTs of the country which hitherto were not connected, laying the foundation of a new regional segment in India’s aviation market.

#HindiTheriyadhuPoda: Actor Suriya releases ‘Jai Bhim’ trailer in Hindi, netizens call out hypocrisy

On Monday (October 25), film ‘actor’ Suriya Sivakumar released the trailer of his upcoming film Jai Bhim in Hindi.

The film is based on a real life incident that happened in 1993 where a man from the Irular tribe was convicted by the police due and was later found missing from the police station. His wife Senggeni seeks help of an advocate to get justice for her husband.

The film is dashed with the trademark elements of ‘porali’ films with images of Karl Marx, Dr. Ambedkar and ‘Periyar’ E.V. Ramasamy Naicker.

Suriya had announced on October 25 that the trailer for the film has been released in four language and that the Hindi trailer was on its way.

Following this, netizens called out the actor’s hypocrisy for releasing his film in Hindi as he was the one who had strongly virtue-signaled against alleged ‘Hindi Imposition’ when the new National Education Policy was released.

There is no need for us to overreact on Shami

It is not about the initial performance or the position you are in, it is more about the momentum you can gain in discrete phases.

We usually suffer initial setbacks every once a while, and can collapse after brilliant starts. That is way too common in life, and cricket. You must understand that life works in unspecified phases where you must focus on the right momentum.

Cricket is not just a sport in the sub-continent, it is an emotion. The fans in this part of the world are quite emotional about the sport. When players have a good day and the side wins, fans always make sure to transpire their love to the players.

It was February 2003 and I was a kid having my annual exams in school. Also the era was ‘Lalu Raj’ which had an inimical relationship with electricity. We weren’t that privileged to have 7-8 hours of electricity daily, hence at times TV was out-of-bounds for us and Akashvani served us well.

Sourav Ganguly was leading a young Indian side in the 2003 Cricket World Cup in South Africa and the team’s performance was very much commensurate with our electric supply. In their first match against Holland (later came to be known as The Netherlands) the team somehow escaped with a win. India got a reality check in the next match against defending champions Australia bowled them out for 125 runs and India lost the match very poorly. This didn’t go well with the Indian fans as they started protesting and stones were thrown at the houses of India team members back home by several enthusiastic supporters.

Dad was quick to remember the 1996 World Cup semi-final, when fans at Eden Gardens had started rioting as India slipped from 96 for 1 to 120 for 8. However, he missed reminding me of the golden words which were reiterated by several liberal minds a few months back – “What Bengal thinks today, India thinks tomorrow “.

Again, it was 23rd January, 2007, team India’s coach Greg Chappell (who also happened to be a guest and his co-religionists are accorded minority status in India) was attacked by an activist of the Orissa-based political outfit Kalinga Sena for something he had nothing to do with – the non-inclusion of Oriya players in the Indian cricket team.

Once again, in the 2007 cricket World Cup, Rahul Dravid‘s team was the No.4 in the rankings and the team fell flat in the league stage itself after India slipped to a loss in their first match against Bangladesh and in the last league game, they lost to Sri Lanka and were knocked out of the tournament. Once again, fans didn’t take it lightly. Stones were thrown at the houses of players and their dummies were burnt on the road. The outrage was quite disheartening to watch for the players.

What MSD, Yuvraj and Kohli endured

Unlike the previous incidents, this time the entire team wasn’t targeted. In line is the infamous incident with Yuvraj Singh after the 2014 World T20 Final. India had gone into the final as the only unbeaten side. India batted first but managed to score a below-par total of 130.  However, Yuvraj Singh’s knock was heavily criticised as he had come in the middle at a crucial time. As Kohli was building the innings at one end, Yuvraj took too much time. He played 21 balls and scored just 11 runs. His innings was touted as the reason why India didn’t find any momentum in the middle and death overs. Stones were thrown at his residence and a lot of people called out for his retirement.

Again in 2013, Australia was playing a seven-match ODI series against India. India had lost the first and the third ODI. However, they had won the second match in Jaipur and kept the series alive. Going into the fourth game of the series, there was a lot of anticipation as Dhoni was playing at home ground. India won the toss and put Australia to bat first. The visitors posted a competitive 295 runs on the board. However, four overs into the Indian run chase, the rain came down and the match had to be called off. After the match, stones were thrown at Dhoni’s residence in Ranchi. Later, it was revealed that the fans weren’t happy with Dhoni’s decision of opting to bowl first. Others were offended that the match didn’t get a result yet their money was not returned.

Similarly, when CSK was performing poorly in IPL 2020, the some idiots were booked of hate speech for issuing rape threats to MS Dhoni’s daughter.

Then there are certain people who trolled Virat and his then girlfriend, who also happens to be a female actor, for being present in the stadium when India lost the match.

The Classic Case of Ajit Agarkar

When you are integrally involved in bitter team defeats, there is a whole negative vibe built against you, the individual player.

Let us take the case of Ajit Agarkar. Starting his career with the promise of an all rounder, and possessing brilliant outswing abilities, he just couldn’t make himself a permanent player. Because when India have their bitter heartbreaking defeats, this fellow stands out in his poor performance. Such things tend to leave permanent scars, and as such this bloke unfortunately collected a lot of negative points. This is why his stats look so good and yet his erratic nature of bowling and him performing poorly in critical phases led to him being ousted from the Indian team.

Same in the 2007 World Cup defeat, he scored one of his standard ducks after Yuvraj, Dhoni, and Harbhajan fell, around Ganguly, who was desperately trying to hang on while struggling immensely. He can bat (and hence should have done ample justice to that), but when he gets those ducks, dear me, they are ugly!

Point being, when you, sometimes, are on the verge of being the fall guy, take immediate, rapid action!

The Fuss Over Shami

In a country of 130 Crore individuals, it’s not elusive that there are 130 cricket fixated people who put one game over another. This isn’t first whenever Indian fans have responded dumb to a cricket match result. Reams and reams of paper, thousands of bytes and lakhs of social media messages must have been exchanged in less than 24 hours on how to divert the issue of bursting of crackers in certain pockets of the country celebrating the win of Pakistan and some verified Twitter handles equating the Indian team’s loss to that of Narendra Modi.

For them, the tall talk of a “New India” has degenerated into a sleight of hand because of euphemism for a bunch of highly individualistic, self-destructively competitive, and thoroughly uninspiring leaders. The aphorism seems tailor-made and the people’s eulogies were only about dabbling with the subjects and penning reflections. Their theories have been so exhaustive that sometimes the reader misses the wood for the trees.

Conceding my absence of intellect, I must nonetheless venture to say, that it seems quite elemental to me, that if for long the state as an institution either lies about history or prepares a selective version of history on an industrial scale, some people by sheer merit would eventually discover the truth or the hidden aspects as the case may be, and be curious and audacious enough to pose, “Why?” In that event, does the inclusion of hitherto ignored events constitute a ‘foolish act’? My greenhorn self says ‘no!’ Perhaps the elevated ones know better. In that event, the word ‘rewriting’ is incorrect. It is rather an addition which renders it the clearer, just as connecting pieces of a puzzle gives us a clearer perspective.

In conclusion, one must remember that it is possible to deplore attacks on cricketers, verbal or otherwise, unequivocally, without allowing political considerations to take priority. For such a position would be driven by consistent principles and is therefore of sounder footing. So soon as selective criticism is seen, one must be wary of politics at hand.

NGOs don’t have any fundamental right to receive foreign funds, Centre tells SC

The Government of India filed an affidavit in Supreme Court on Friday, stating that “There exists no fundamental right under which any right, legal or otherwise, can be said to include the purported right to receive foreign contributions… Right to life and liberty cannot include right to receive unregulated foreign contributions.”

The Supreme Court of India was hearing a batch of writ petitions challenging various amendments made to Foreign Contribution Regulation Act (2010). The amendments were duly passed by Parliament and notified on 28 September, 2020.

Some of the important amendments made were:

1) Section 7 of the above act was amended to read as:

“ No person who
(a) is registered and granted a certificate or has obtained prior permission under this Act; and
(b) receives any foreign contribution,shall transfer such foreign contribution to any other person.”

2) Mandatory Adhaar / PIO identification proof for all office bearers and directors of FCRA NGOs.

3) Mandatory opening of account with State Bank of India, New Delhi Main Branch for receiving all foreign contributions. The NGOs were permitted to open additional accounts anywhere in India and transfer funds from the designated account to these accounts for operational convenience.

4) Reduction of administrative expenses from 50 % of total expenses to 20 % of total expenses.

5) Renewal of licence will be subject to enquiry and no automatic renewal.

6) If licence is surrendered or not renewed, all assets of the NGO will vest with Govt. of India’s designated authority. Assets will be restored to NGO upon renewal or completion of enquiry

7) Suspension of licence period pending enquiry increased from 180 days to 360 days

8) Enlarged definition of ‘public servants’ who cannot be office bearers / directors of FCRA NGOs

The petitioners argued that the amendments made to the FCRA Act, 2010 would make the functioning of the NGOs difficult and seriously impede their development and service activities and sought quashing of the said amendments. While some of the amendments would have a one time impact like the stipulation for opening designated account in SBI, New Delhi, the restrictions on transfer of FCRA funds to other FCRA registered NGO’s has caused considerable consternation amongst NGOs.

In response the affidavit filed by GOI said:
The petitioners or any entity/NGO has to utilise it for the purposes for which it has been given a certificate of registration or prior permission by Government and hence such a ban on transfer is not discriminatory. This amendment was necessitated since it was becoming difficult to monitor the ultimate utilisation of the foreign contribution by the transferee. This would potentially allow endless chain of transfers and create a layered trail of money, thus making it difficult to trace the flow & utilization of foreign contribution. This creates serious vulnerability for misuse and diversion of foreign contribution

Over a period time, a breed of super FCRA NGOs have come into existence who do not do any kind of field activity but maintain plush offices in prime real estate in metro cities. From here they pass on their FCRA receipts to other NGOs who may either carry out the developmental or service activity or pass on the receipts to another FCRA NGOs. This is precisely the reason for which the amendment to Sec. 7 was brought in.

For example, the 2019-20 annual report of OXFAM INDIA lists 96 organisations as partner organisations which have received FCRA funds from them.

Another FCRA NGO- Caritas India transferred funds amounting to ₹31.63 crores to 797 NGOs.

In 2018-19, another NGO, National Foundation For India  transferred ₹8.55 crores to 170 NGOs out of total FCRA contributions of Rs.5.77 crores which included transfer from another local FCRA NGO to the tune of ₹2.74 crores.

Such a huge volume of cross transfers were making it difficult for Govt. of India to monitor the activities of these NGOs as well as the end use of the funds for donor designated purposes.

On the issue of mandatory Adhaar/ PIO identification for office bearers and directors, Govt. of India affidavit said:

The Aadhaar numbers of the office bearers, key functionaries and members would facilitate proper identification of person and associations with which the persons are connected for facilitating monitoring of activities of associations which should not be detrimental to the national interest and hence the restrictions are reasonable and proportionate.”

As per the erstwhile section 17 of the Act, all these NGOs could receive foreign contribution in an exclusive bank account of their choice in any bank in India. As these FCRA accounts were opened in hundreds of branches spread across the country, massive difficulty was being experienced in monitoring of inflow & outflow of foreign contribution from these accounts and also during audit process, the government also said that the Home Ministry and the State Bank of India have put in place a system to enable the NGOs to open the main designated FCRA Account in SBI, New Delhi Main Branch without any need to physically come to Delhi. The affidavit said that close to 22,600 associations are registered under FCRA and about 19,000 FCRA accounts have already been opened at SBI, New Delhi Main Branch.
