In a move that will further divide students in campus and weaponize caste identity politics, the Congress-led Karnataka government is set to table the controversial and draconian “Rohith Vemula (Prevention of Exclusion or Injustice) Bill, 2025” in the upcoming Monsoon Session of the State Assembly. The draft legislation, inspired by Congress MP Rahul Gandhi’s direct intervention, seeks to criminalize “discrimination” in educational institutions—but observers warn it will only open the floodgates to political overreach and selective targeting in the name of “social justice”.

Named After Someone Who Is Not Dalit

The proposed law, named after Rohith Vemula—a University of Hyderabad student whose 2016 suicide sparked national outrage—will apply to all higher educational institutions in Karnataka, including private and deemed universities.

Contrary to the Left’s widely circulated claim portraying Rohith Vemula as a Dalit, the Telangana Police has filed a closure report confirming he did not belong to a Scheduled Caste.

The report concludes that Vemula himself was aware he did not belong to the SC category, and had used an SC certificate obtained by his mother—raising fears that exposure could jeopardize his academic credentials or invite prosecution.

Authorities found no evidence linking the actions of the accused to his decision to commit suicide, suggesting instead that personal pressures contributed to his tragic death.

What The Karnataka Congress Govt Bill Is About

According to the draft, any act perceived as caste-, creed-, or gender-based discrimination will be treated as a cognisable and non-bailable offence, punishable with up to 3 years of imprisonment and fines of up to ₹1 lakh. Even first-time offences invite jail time and monetary penalties.

What has raised eyebrows, however, is the timing and political context of the bill. Rahul Gandhi, in April 2025, wrote a letter to Chief Minister Siddaramaiah, pushing for legislation to “protect” marginalized students. Within weeks, the Karnataka government began drafting the bill, signaling what many critics view as the Congress party’s increasing tendency to use legislation as a tool for caste-based vote-bank consolidation.

Possible Overreach And Misuse

Legal experts and academic voices warn that the bill may inadvertently encourage frivolous complaints, chill open debate, and turn campuses into hyper-politicized spaces where ideology trumps merit. They argue that existing laws like the SC/ST (Prevention of Atrocities) Act already offer legal remedies for caste discrimination, and this new law creates overlapping criminal liability that could be misused for vendetta or political pressure.

Additionally, the bill empowers students or their kin to file police complaints directly, circumventing internal institutional mechanisms, a move critics say will erode academic self-governance and expose universities to politically motivated harassment.

Targeting Institutions, Not Reforming Them

Perhaps most troubling is the provision allowing the government to withdraw grants and financial aid from institutions found in violation—essentially holding entire universities hostage for the alleged actions of individuals. This punitive model, critics argue, reflects a draconian, control-heavy approach that punishes institutions rather than enabling reform.

The proposed legislation also lacks clear safeguards against misinterpretation of intent, a concern especially in a politically charged atmosphere where ideological fault lines are sharp.

Politicization Of A Tragedy?

Rohith Vemula’s death was undeniably tragic, but its politicization continues to stir debate. While his suicide note made no direct reference to caste-based harassment, the Congress and affiliated student unions have consistently used the incident as a rallying cry to push their ideological narrative.

By pushing this bill through Karnataka’s Assembly, the Congress appears more focused on institutionalizing grievance-based politics rather than fostering true academic upliftment or mental health support. Far from empowering students, critics warn that such legislation may stifle freedom, breed division, and deepen caste consciousness in places that should stand for merit and equal opportunity.

A Blueprint For National Expansion?

Congress leaders have already called for similar laws in other party-ruled states like Telangana and Himachal Pradesh. If passed in Karnataka, the “Rohith Vemula Bill” may become a template for a nationwide campaign that will enable weaponization of politics in Indian academia.

The DMK government is under intense criticism for failing to honour a key election promise made during the 2021 Assembly polls – the regularisation of part-time teachers in Tamil Nadu’s government schools. As the statewide protest by over 12,000 part-time teachers entered its second week on Monday, 14 July 2025 demonstrators accused the ruling party of betrayal and demanded immediate action on Election Manifesto Promise No. 181, which explicitly committed to making part-time art, music, and physical education teachers permanent.

Despite more than four years in power, the DMK has made no progress toward implementing this promise, leaving thousands of teachers in limbo, working on consolidated pay without job security or benefits. The teachers, who have been serving in government schools since as early as 2012, earn a meagre ₹12,500 a month, barely a living wage in today’s economy.

“The Chief Minister promised us regularisation. That promise got him votes. But today, we are still treated like temporary workers, denied dignity and rights. Is this the Dravidian model we voted for?” asked a protesting teacher at the Directorate of Public Instruction (DPI) campus in Chennai.

The protest, which began on 8 July 2025, has seen over 5,000 teachers gather in Chennai from across the state. Many are staging sit-ins, enduring harsh conditions and police action, as the government continues to remain silent on their demands. Some teachers broke down on camera, saying they are unable to support their families, educate their children, or live with dignity on their current wages.

“When we ask for the promise to be fulfilled, we are met with police threats. Arrests, detentions, this is the government’s response to democratic protest,” said one teacher. “If fighting for a promised job is a crime, then bury us here in Chennai.”

The protesters have also flagged Election Promise No. 311, which assured pay parity for intermediate teachers. More than a decade into service, they point out that their roles and workloads mirror those of permanent teachers, yet they continue to be paid a fraction of the salary with no social protections.

P. Gowthaman, secretary of the Secondary Grade Seniority Teachers’ Association (SSTA), said the protest will not end until the government provides a firm date for fulfilling the manifesto commitment.

Social media has also amplified the protest, with viral videos and hashtags slamming the DMK’s inaction. “They boast about the Dravidian model and social justice but can’t even honour a promise to regularise the jobs of teachers earning ₹12,500,” one user posted.

Many teachers said they had voted for the DMK believing in its promises. “We trusted Stalin as a leader who understands the poor and the working class. Today, we feel abandoned,” said a teacher from Madurai district.

The video, reportedly taken at the Namanasamudram Residential Panchayat Union Primary School in Thekkattur Panchayat, features children from Classes 1 to 5 being instructed to clean the school toilets. The footage, which surfaced online on 10 July triggered public outrage and widespread condemnation.

Reacting to the incident on his official X account, Annamalai wrote, “A video showing students cleaning toilets at the Namanasamudram Residential Panchayat Union Primary School in Thekkattur Panchayat, Pudukottai District, is deeply shocking. Tamil Nadu schools are already in a deplorable state, lacking classrooms, clean drinking water facilities, and sufficient teachers while making primary school students under the age of ten to be made to clean toilets demonstrates the extent of degradation how the School Education Department gone.”

He further criticized Minister Anbil Mahesh, stating, “The Minister for School Education, who is still working with a fan club mentality, has, for the past four years, done nothing for the education sector other than participating in publicity stunts with the Chief Minister. Does the School Education Minister even know that making children under ten clean toilets is a crime by law?”

The incident prompted an immediate response from education officials. When questioned by the media, Pudukottai District Principal Education Officer Shanmugam confirmed the authenticity of the video. He stated that he personally visited the school for a preliminary inquiry. Since teachers were not present during his visit, he spoke to local residents, who confirmed that students had indeed been asked to clean toilets.

Shanmugam added that a detailed investigation would be carried out at the school and assured that disciplinary action would be taken against any staff found responsible for the incident.

Approximately 30 students are enrolled at the school, which serves children from Classes 1 to 5. The event has sparked fresh concerns over child safety, school hygiene, and the enforcement of child labor laws in Tamil Nadu’s government schools.

A disturbing incident at a government primary school in Kariyangudi village, near Thiruvarur, has sparked outrage after faeces were found mixed into the school’s drinking water tank. The act of sabotage, coupled with damage to kitchen items and school property, has prompted police action and community protests.

The school, which serves over 60 students from Kariyangudi, Nemmeli, and Ilangachcheri, was targeted early in the morning when staff arrived to prepare food under the government breakfast scheme. Upon entering the premises, the cooks discovered that items in the kitchen had been smashed and damaged.

Further inspection revealed that the plastic plate covering the school’s drinking water tank had been forcibly broken, and faeces had been dumped into the water. The water pipes were also damaged, and vandalism extended to the school grounds, banana plants were uprooted, and coconuts had been plucked from nearby trees.

Shocked by the discovery, school staff immediately informed the headmaster and alerted local residents. The news quickly spread, and concerned parents and villagers gathered outside the school, demanding swift action.

The Tiruvarur Taluk Police have registered a case and launched an investigation. Police sources have confirmed that the school admits children from all communities and ruled out any caste-based motive behind the incident. Preliminary inquiries suggest the involvement of intoxicated individuals. Three suspects have already been taken into custody and are currently being questioned.

The incident occurred on 26 December 2022, in Vengaivayal village near Pudukottai, where human faeces was reportedly mixed into the public drinking water tank. This shocking event drew national attention and led to a complaint being filed with the Vellanur police. The investigation was later handed over to the CB-CID. However, the absence of any arrests has sparked ongoing debates in Tamil Nadu’s political circles.

Chengalpattu, TN: 75-Year-Old Religious Preacher Arul Das, Two Others Arrested For Sexually Abusing 8 Minor Girls At Private Orphanage

Three individuals, including a 75-year-old religious preacher, have been arrested in connection with the sexual harassment of minors at a privately-run orphanage in Unamancheri, near Vandalur in Chengalpattu district.

The main accused, Aruldas, a religious preacher from Tindivanam in Villupuram district, has been operating an orphanage named Thambi Illam on Periyar Street in Unamancheri since 2011. The orphanage currently houses 34 children, 16 boys and 18 girls all under the age of 18. Priya, 40, served as the manager of the facility, while Palani, 52, a local resident, was employed a year ago as the driver responsible for transporting the girls to a nearby government school.

According to reports, eight girls studying in Classes 10, 11, and 12 were subjected to ongoing sexual abuse by Aruldas and the driver Palani. The issue came to light when Chengalpattu District Child Protection Officer Saravana Kumar received a tip-off and launched an inquiry. On 10 July, around 7:30 p.m., a team from the Child Welfare Committee visited the orphanage and interviewed the girls, during which the allegations were confirmed.

Further investigation revealed that the orphanage manager, Priya, was aware of the abuse and failed to take any action, making her complicit in the crime. All children residing in the facility were immediately relocated to a government-run shelter for their safety.

Following a formal complaint by the Child Protection Officer, the Vandalur Women’s Police Station registered a case. Aruldas, Palani, and Priya were taken into custody. During the arrest, Aruldas reportedly complained of chest pain and was initially taken to Chromepet Government Hospital before being shifted to Rajiv Gandhi Government Hospital in Chennai for further treatment.

Priya and Palani were produced before a magistrate at the Chengalpattu court and were remanded to judicial custody at the Chengalpattu district jail.

Madras High Court Restrains Activist Rangarajan Narasimhan From Making Defamatory Remarks Against Vedic Scholar Dushyanth Sridhar

The Madras High Court has issued an interim injunction restraining temple activist Rangarajan Narasimhan of Srirangam, Tiruchi district, from making any defamatory statements against noted Vedic scholar and orator Dushyanth Sridhar on social media platforms, particularly X and YouTube.

Justice K. Kumaresh Babu granted the temporary relief until the disposal of a civil defamation suit filed earlier this year by Dushyanth Sridhar, who is seeking ₹1 crore in damages. The orator alleged that the activist had already published several abusive and derogatory remarks targeting him on various platforms.

The suit was filed in February 2025, along with a plea seeking the court’s permission to institute proceedings in Chennai, despite Dushyanth Sridhar residing in Bengaluru and the defendant in Srirangam. Dushyanth Sridhar contended that a significant portion of his audience and followers are based in Chennai, making the jurisdiction appropriate.

Senior counsel Satish Parasaran, appearing for Dushyanth Sridhar, cited two international judgments to support the request: the House of Lords’ decision in Turner vs. Grovit (2011) and the High Court of Australia’s ruling in Dow Jones and Co Inc vs. Gutnick (2022). He argued that these precedents affirmed a plaintiff’s right to choose a forum of convenience.

Accepting the argument, Justice Babu granted leave to institute the suit in Chennai on 23 June 2025 and ordered that the matter be registered. He then proceeded to hear the plea for an interim injunction, granting the activist four weeks to file a reply.

The court noted that even during preliminary arguments, Narasimhan had acknowledged making certain social media statements against Dushyanth Sridhar. However, his defense was that the comments were not defamatory.

“This court, on going through the statements made by the respondent, prima facie finds that such statements are defamatory in nature. Hence, there shall be an order of interim injunction as prayed for,” the judge ruled.

Appearing for Dushyanth Sridhar, advocate Rahul Balaji submitted that the activist was known for regularly posting objectionable content targeting various individuals on social media. He submitted screenshots of similar statements made by Narasimhan, including those aimed at dissuading a senior counsel from appearing in the case.

Taking note of these materials, Justice Babu observed, “Such statements have been made challenging the learned senior counsel who had appeared for the applicant… They are in the nature of making the learned senior counsel to keep him away from appearing in the cases.”

Accordingly, the court not only barred Narasimhan from making further defamatory remarks against Dushyanth Sridhar but also restrained him from making any future statements against the lawyers representing Dushyanth Sridhar or other opponents in any of his cases.

The matter will now proceed with further hearings, with the interim injunction in place until a final verdict is reached.

Leader of the Opposition in Tamil Nadu and AIADMK General Secretary Edappadi K. Palaniswami (EPS) has strongly criticized the DMK government for its failure to provide compensation to victims of custodial deaths, despite clear directives from the Madras High Court.

Condemning the state’s inaction, Palaniswami remarked, “You’re neither preventing custodial deaths nor compensating the victims’ families. What more evidence is needed to show this government is anti-people?”

He called on the government to act without delay and ensure rightful compensation is given, particularly highlighting the case of Meena, whose husband Murugan reportedly died after being assaulted by police in Sankarankovil.

EPS via his social media account stated, “In March 2024, the Madurai Bench of the High Court ordered the government to provide a government job to Meena, whose husband, Murugan, died after being assaulted by the Sankarankovil police. However, reports coming in that the DMK government has not yet provided Meena with either a government job or compensation. Mr. Stalin, your government disrespects court orders. Your police caused this woman to lose her husband, leaving her a mother of three children, who now works for a mere 300 rupees daily. Will Meena get a response from you, ‘Puppet Chief Minister? The family of Thiruppuvanam Ajith Kumar has also stated that the job and land you hastily provided are not suitable for them. You’re unable to prevent custodial deaths and unwilling to provide compensation to the families of those who died! What further proof is needed that this is an anti-people government? I urge the @mkstalin model DMK government to immediately provide proper compensation to the families of those who died due to custodial deaths.”

Case Background

In March 2024, the Madurai Bench of the Madras High Court directed that appropriate compensation and a government job be provided to Meena, the widow of M. Murugan, a van driver from Tenkasi who allegedly died after being assaulted by police officers in Sankarankovil on 8 March 2024. The court also ordered that the case be investigated by the Deputy Superintendent of Police from the CB-CID, Tirunelveli.

Justice G.R. Swaminathan issued the ruling in response to a petition filed by Meena, who had appealed for several measures, including the registration of a murder case against the involved police personnel.

According to Meena’s statement, Murugan had been returning from Achampatti after transporting a group of female devotees when his vehicle accidentally collided with an auto rickshaw. Meena alleged that three police officers arrived at the scene, hurled caste-based insults at Murugan, and assaulted him so severely that he lost consciousness. The police reportedly impounded his van and took it to the station. Although Murugan’s family later brought him to the hospital, he was declared dead on arrival. Believing her husband was a victim of custodial violence, Meena approached the court seeking justice.

Her legal counsel urged the court to recognize the incident as a custodial death and demanded fair compensation, the arrest of the responsible officers, and an investigation led by an officer of DSP rank.

On behalf of the state, the Additional Advocate General argued that compensation could not be considered unless it was officially deemed a custodial death. He also contended that the situation arose spontaneously after Murugan’s van hit an auto carrying a disabled person, which caused public unrest and traffic issues, prompting police intervention.

After reviewing the arguments, Justice Swaminathan concluded that while the evidence at hand did not currently support charges under Section 302 (murder) of the IPC or the SC/ST (Prevention of Atrocities) Act, the incident did warrant administrative attention, especially given the emotional toll on the victim’s family. The judge also noted that Murugan’s body was released to the family only after court intervention.

Acknowledging a statement from the Tenkasi Collector about offering Meena a government job, the court instructed authorities to appoint her as an Anganwadi worker within one month, with a monthly salary of approximately ₹12,000. The judge also directed that she be considered for a village assistant position when a vacancy arises, noting that she is responsible for raising three young children.

Although the court refrained from making a definitive judgment against the officers involved, it recognized that Murugan had been treated roughly and ruled that he qualified for financial aid under the Victim Compensation Scheme. The Collector was ordered to process and disburse the compensation within two months. Furthermore, while the current woman inspector handling the case was seen as acting appropriately, the court approved a DSP-led investigation based on the petitioner’s request.

Residents of Mullainagar, near Gandarvakottai in Pudukkottai district, have voiced serious concerns over a local woman, Kalaichelvi, who is reportedly sheltering more than 120 dogs in her home for content on her YouTube channel ‘Amma Chellam’. What began with two puppies has grown into a large pack of stray dogs, many of which now roam the streets freely, sparking fears for public safety.

Locals allege that these dogs, some appearing visibly unhealthy with skin conditions, are a growing menace particularly to children, women, and the elderly. Recent viral news of dog attacks across the state has only heightened anxiety. Parents say they are now hesitant to let their children walk home from school, fearing potential attacks.

“Children are unable to go out or come once they return from school. Dogs are biting the children severely. Sir, we live solely for our children,” a women resident said.

“They tell us to keep the children inside, saying the dogs will stay outside. When we try to talk to them, they speak very offensively and use abusive words,” another women resident lamented.

“There are elderly people and young children nearby. We can’t go or come that side. They are breeding many dogs in their area,” another women resident said.

Another elderly resident said, “This woman, for the sake of that channel and publicity, keeps them (dogs) inside, applies a bindi, bathes it, dresses it up, and does all sorts of things with it, talking to it, saying, ‘Come, my darlings, come to Mommy, come, come, come.’ And the puppies, as if on cue, go up and climb things in that house and do everything. Now, my request is that they should move to the outer area. Because the children here are all very young. They talk about rabies – a disease from dogs; if those come, the future of these children will be ruined. They (children) can’t play freely outside. The children can’t even go to a nearby small shop alone because ten dogs chase them from behind.”

Tensions escalated when some residents approached Kalaichelvi with their concerns, only to be met with hostility. She reportedly defended her actions by saying, “A dog only chases someone if its mental state is affected in some way; normally, it wouldn’t chase. As far as dogs (our children) are concerned, who are full of love and affection, interact well with them. Everyone comes to our house, even people from high places come to visit, and they interact very affectionately. If every child (dog) were raised that way, everything would be good and filled with love. They have a lot of gratitude; it’s humans who might not.”

Despite her intentions, community members claim that many of the dogs are aggressive and unsupervised. They have urged local authorities to intervene, stating that public safety should not be compromised for the sake of social media content. They emphasize that such high-risk situations should not be permitted under the guise of animal welfare or YouTube stardom.
