Budget 2021: India to conduct largest digital census in the world

India will conduct the world’s largest Census in 2021 using digital technology, Finance Minister Nirmala Sitharaman announced on Friday, 1 February. In her union budget speech, Sitharaman confirmed that the upcoming Census 2021 will be the first “digital census” in the history of India and that the government has allocated over ₹3,700 crores for the same.

“The forthcoming census could be the first digital census in the history of India. For this monumental, milestone-marking task, I have allocated ₹3,768 crore in the year 2021-22,” FM Sitharaman said during the 2021 Union Budget speech in the Lok Sabha.

It should be noted that Home Minister Amit Shah had  made an announcement regarding this in 2019.

“Census data will be collected through a mobile app. This is for the first time that the mobile app will be used for the census exercise. India will be moving from the pen and paper census to digital data, which will be a big revolution in the country’s census exercise,” Shah had said according to an Economic Times report.

3. Inclusive Development for Aspirational India

4. Reinvigorating Human Capital

5. Innovation and R&D

6. Minimum Government, Maximum Governance

She further stated that the Proposals in Part A will strengthen the Sankalp of NATION FIRST, including among other things, the following:

1. Doubling farmers’ income

2. Strong Infrastructure

3. Healthy India

4. Good Governance

5. Opportunities for Youth

6. Education for All

7. Women Empowerment, and

8. Inclusive Development

Sitharaman, in her speech in the Parliament, said that India has never faced such a health crisis and hailed the measures taken by the government to prevent the virus from spreading. 

“The total impact of Aatmanirbhar Bharat and measures by RBI was ₹27.1 lakh crore, which amounts to 30 per cent of GDP,” Sitharaman said.

Sitharaman also said that only three times has the Budget followed a contraction in the economy and that this contraction was due to the global pandemic, but the budget 2021-22 would provide every opportunity for the economy to capture the pace and grow sustainably.

Queen Elizabeth to rendezvous with Biden ahead of G7 summit

Queen Elizabeth II and Joe Biden for G7 summit

In what might be a potential turn in the relations between the UK and the US, Queen Elizabeth II is all set to host US President Joe Biden at Buckingham Palace ahead of the upcoming G7 summit. Other world leaders are expected to attend the event as well, in what is being dubbed as a ‘soft power reception’.

Prime Minister Narendra Modi is also expected to participate in the events in the lead-up to and during the summit, which will take place in June in the coastal region of Cornwall. India was invited as a guest country by UK Prime Minister Boris Johnson to join the Group of Seven, which comprises the UK, Canada, France, Germany, Italy, Japan and the US.

British PM Boris Johnson has expressed that this G7 meet could potentially pave a way for economic recovery for the world, following the global pandemic and the devastating wreckage it has caused on the world.

The presence of the Prince of Wales, the Duchess of Cornwall and the Duke and Duchess of Cambridge, as well as the Queen’s grandson Prince William and wife Kate Middleton the Duke and Duchess of Cambridge, are also expected.

This is the first in-person summit of the G7 for nearly two years after the global coronavirus pandemic forced last year’s G7 to be postponed. Although there were plans to hold the 2020 G7 summit virtually, the plans did not come to fruition, and the summit never happened.

Permanent appointment of Judge who passed controversial judgements at Bombay High Court halted

The recent controversial judgements at the Bombay High Court against those who had been accused of committing sexual abuse under the POCSO Act has cost Justice Pushpa V Ganediwala a permanent position. She has been serving as an additional judge of the Nagpur bench of the Bombay High Court thus far. A recommendation had earlier been put in place for the same by the Supreme Court, and has now been withdrawn.

Chief Justice of India (CJI) Sharad A. Bobde wrote to the government, seeking the withdrawal of the Supreme Court Collegium’s recommendation to appoint Justice P.V. Ganediwala, an Additional Judge of the Bombay High Court, as Permanent Judge, following her controversial verdicts in two sexual assault cases.

According to the Times of India, Justices DY Chandrachud and AM Khanwilkar – who are not part of the three-judge collegium  of the Supreme Court, but began their judicial careers in the Bombay High Court – “reiterated their strong reservations against making Justice Ganediwala a permanent judge of the HC in closed-door conversations.”

She had recently been the favourite child of controversy, after issuing troublesome rulings. On January 14, she had reversed a conviction order after noting that there was nothing supporting the prosecution’s case for rape (Jageshwar Wasudeo Kawle v. the State of Maharashtra). On January 15, she held that holding hands of a minor and unzipping one’s pants by the accused at the same time by the accused does not amount to sexual assault as defined under Section 7 of the POCSO Act (Libnus v. the State of Maharashtra). A third judgment was delivered on January 19, in which she ruled that the act of pressing the breast of a child aged 12 years without removing her top does not fall within the definition of ‘sexual assault’ under Section 7 of POCSO (Satish Ragde v. the State of Maharashtra). These caused quite an uproar, costing her a permanent position on the Bench.

Ahmed Ali aka Palani Baba, the dreaded Islamic terrorist from TN who shared close ties with the DMK

Tamil Nadu is by and large considered a peaceful state compared to other parts of India. But it has had its moments where Islamic terrorists unleashed terror, thanks to the patronage given by the DMK to separatist and terror elements. One such terror element was Ahmed Ali, who goes by the moniker Palani Baba.

Born to Mohammad Ali Khatija Beevi, Ahmed Ali was born in Pudhu Ayakkudi, a village that lies four kilometres from Palani in Dindigul district. After the death of his parents he was raised by his maternal uncle Abdul Rahman who made him study till college. However, he started engaging in nefarious activities very early on in college and became an embarrassment to the family.

Islamic fundamentalist groups gained foot in Tamil Nadu during the 70s and 80s. In 1986, Ahmed Ali formed the All India Jihad Committee, an Islamist fundamentalist organization. Intelligence agencies had reported that he was coordinating with All India Milli Council, which supposedly has Saudi-Wahabhi links.

During MGR’s rule, Ahmed Ali was banned from entering the premises of Fort St. George which brought him to the lime light. Sensing the opportunity, the DMK under Karunanidhi used him to create trouble for MGR. The Week quoted that Palani Baba flaunted his close ties with the then Chief Minister M. Karunanidhi and he claimed close ties with the LTTE. The year 1990 saw the unprecedent rise of Ahmed Ali, with unconditional support from DMK. It is to be noted that Ahmed Ali addressed MGR in singular in whichever public meeting he spoke. Dressed like Yasar Arafat, Ahmed Ali made vitriolic speeches against Hindus and was instrumental in fomenting violence against the Hindus especially in the Coimbatore region.

However, at a later point in time, the dog would come to bite back its master as a result of which the DMK too distanced itself from him.

Ahmed Ali was involved in various killings of Hindus in Coimbatore. In 1990, Israeli intelligence arrested a Palestinian student who was studying in south India. During interrogation it was revealed that there was a  possible presence of internationally linked Islamic terror cells in Coimbatore. However, the Israeli warnings were rejected by local police and intelligence.

In 1993 another group Al Ummah was formed as a fraternal group of AIJC, which became the most active jihadist force in TN, Kerala, Andhra Pradesh and Karnataka. Al Ummah had connectivity with Directrate General of Forces Intelligence of Bangladesh (DGFI), Inter Services Intelligence (ISI) of Pakistan, Lashkar-e-Taiba (LeT), and Student
Islamic Movement of India (SIMI). It is accused of bombing the RSS Chennai Karyalaya killing 11 persons. It was also responsible for the 1998 Coimbatore bombings when powerful bombs exploded in multiple parts of the city on 14th February 1998, threatening the security of the then Deputy Prime Minister and BJP veteran L K Advani and Union Minster Murli Manohar Joshi. An investigation conducted revealed that, the banned Muslim fundamentalist outfit Al-Umma, headed by SA Basha was found to be responsible for the blasts. The aim was to assassinate LK Advani and Imam Ali, an expert in bomb making was involved in the blasts.

He was one of the prime reason why Islamic fundamentalism spread in the state. He and other Islamic terrorists like SA Basha made Tamil Nadu into a hotbed of Islamic terrorism for some time especially during the volatile time of the razing down of the disputed structure at Ram Janmabhoomi.

Ahmed Ali also rubbed shoulders with Pattali Makkal Katchi (PMK) and in fact deputed Kunnangudi Hanifa, his confidante to be the party’s treasurer.

Ahmed Ali was hacked to death on the night of January 28, 1997 by 6 people when he was about to get into his car parked outside his house. The motive for the murder was said to be Ahmed Ali’s vitriolic speeches against Hinduism and the subsequent murder of two Hindu Munnani activists Manickam and Selvaraj, on 10 January 1997 at Dindigul. However, some allege that he was killed for hitting on another man’s wife although there exists no proof for this claim.

Today, Ahmed Ali is hailed by all separatist and minority appeasing parties like Naam Tamilar Katchi (NTK), Viduthalai Chiruthaigal Katchi (VCK), and not to forget the DMK.

‘Pakistan treating people of P-o-K and Gilgit-Baltistan like slaves, denying basic human rights’: Activists

People of Pakistan-occupied Kashmir (PoK) and Gilgit-Baltistan (G-B) are living under a hell, like slaves, and are denied all forms of human rights, including freedom to practice religion of their choice, speak their language or follow their culture and customs, global human rights activists have said.

At a panel discussion on ‘Rhetoric vs Reality: Comparing Human Rights & Development in J&K and PoJK-GB’ organised by Law and Society Alliance and Defence Capital, the activists noted that accepting and acknowledging that a genocide took place against minorities in Jammu and Kashmir (J&K) and this was fomented by Pakistan-sponsored Jihad, will be the first step to heal the deep wounds that have been perpetrated.

The event marked the release of the Hindi and Urdu versions of the study report ‘Human Lives Matter: Comparative Study of Human Rights and Development in Jammu and Kashmir and Pakistan-occupied Kashmir and Gilgit-Baltistan’.

Pakistan-origin human rights activist Arif Aajakia, joining the online discussion from London, said, “We have been seeing the havoc Pakistan has caused in Kashmir for over 70 years. Pakistani Army has kept the issue burning as this conflict provides its leadership their bread and butter.” He said, the entire G-B has been mortgaged to China. “Basically, the people of G-B and PoK are living under a hell, like slaves. We also see that the demography has entirely changed in these two regions.”

Aajakia said, whereas people of India in the state of Jammu and Kashmir enjoy human rights, eat Kashmir food, speak Kashmiri language, and wear Kashmiri clothes, and practice Kashmiri customs for the last seven decades, people of PoK and G-B cannot speak in their mother, cannot wear ethnic clothing, practice local customs, and have no freedom of religion, or language. There is also a demographic change that has happened in PoK and G-B.”

A key Kashmiri voice, social activist Sushil Pandit, in his arguments, said the comparison between J&K and PoK was a bit odious. “Because Pakistan came into existence on an exclusivity principle based on incompatibility. It asserted that Muslims cannot live with Hindus, therefore, they need a separate state. They failed to explain how Muslims continued to stay with Hindus for centuries now.”

Pandit said, India’s plurality is visible in all aspects of its national life, be it languages, ethnicity, culture, food, clothing, religion and even Gods. “Pakistan’s singular exclusivity begins with God and narrows down to language. Why did Pakistan lose Bangladesh? Because it practiced hatred towards the Bangla language and the Bengali race, used it as a colony, and denied them their legitimate political share in power. Now, they are attacking the plurality even within Islam. Look at Shias, Hazaras, Ahmedis, and Balochs. Now they are talking about ‘Takfiri Islam’ — who is a true Muslim?”

The Delhi-based activist said Pakistan was not true to its Punjabi culture and language. “At the Lahore Literature Festival last time, not a single Punjabi book was seen or was talked about. To speak in Punjabi even in the Punjab Legislative Assembly is banned. This is also what they have done to Kashmir and Kashmiris. We are talking about an anomalous state, a diseased state.”

As the way forward, he suggested that the world needs to be honest in acknowledging what happened in Kashmir and its responsibility to deliver justice. “What is happening in Kashmir is Jihad – naked and unabashed Jihad. This is not about disenchantment and alienation or about development or anything else. It is about a civilisational assault.”

Sonam Mahajan, a social activist and geopolitics commentator, highlighted from the reports of the Law and Society Alliance that India has done much better in human rights and development indexes than Pakistan.

“Nothing talks better than numbers. Let me remind everybody about some important numbers. The annual budget of PoK is $173 million against the budget of $1.55 billion in Jammu and Kashmir. Similarly, the health budget of PoK is $62 million against Jammu and Kashmir’s health budget of $618 million. Also, there are over 5,000 hospitals in Jammu and Kashmir and there are only 73 hospitals in PoK.”

On the linguistic freedom in both the regions, Mahajan said Dogri, Kashmiri, Urdu, and Punjabi are spoken and these languages flourish in Jammu and Kashmir, whereas in PoK, there is a clear language imposition: Only Urdu. “Pakistan just wants to exploit the vulnerable people in Jammu and Kashmir – who feel vulnerable for no reason! You can see how the rest of the country is doing without carrying baggage.”

Sunrise in Kashmir chairman Faaiz Dijoo called for ignoring Pakistan and looking more at the problems faced by India’s own citizens. He said, “if we talk about development and human rights, let us only talk about ourselves. Somewhere down the line we are giving too much importance to Pakistan. It is a third-grade country. We have our own problems. Let us talk about human rights in Kashmir. Let us talk about our youth.”

He called for working on counter-radicalisation measures in Kashmir. “Kashmir people want to do all those things that an average Indian is doing.” He said, the youth of Jammu and Kashmir do not want to raise ISIS flag. “To hell with Pakistan or what their proxies do. I have a strong faith in India and the Indian Army. I trust them and believe that they would stop the enemy where they are standing.”

Ajmer-Sharif Gaddi-Nishan and Chairman of Chishty Foundation Haji Syed Salman Chishty said he was certain the latest reports from Law and Society Alliance will “expose the fictitious stories and narratives peddled by Pakistan, and help people to know more about the actual situation pertaining to J&K, PoK and G-B. It shall also help in raising the unheard voices from the region.”

World Bank to lend $500 billion to address ‘learning outcome’ challenge among Indian students

World Bank signs $500 billion STARS project deal to strengthen learning outcomes

The World Bank and the Ministry of Education (MoE) have finalised an agreement for the World Bank’s financial support towards implementing the Strengthening Teaching-Learning and Results for States (STARS) project. The agreement was signed by the Department of Economic Affairs (DEA), the World Bank and the Ministry of Education. The project will focus on addressing the ‘learning outcomes’ challenge in India and help students better prepare for the jobs of the future.

The total cost of the STARS project is ₹5718 crore, with the financial support from the World Bank amounting to $500 million (approximately ₹3700 crore). The rest of the cost is expected to be shared by the participating states, over a period of 5 years.

STARS would be implemented as a new Centrally Sponsored Scheme under the Department of School Education and Literacy (DoSEL), MoE. Earlier in October 2020, the Union Cabinet had approved the proposal of the STARS project, which would cover six states ― Himachal Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Kerala and Odisha. The identified States will be supported at various levels for improving the quality of education.

The program envisions improving the overall monitoring and measurement activities in the Indian school education system through interventions in selected states. STARS will draw on existing structures under Samagra Shiksha program, with the DoSEL, MoE as the main implementing agency at the national level. At the state level, the project will be implemented through the integrated State Implementation Society (SIS) for Samagra Shiksha.

The proposed World Bank support under STARS is primarily in the form of a results-based financing instrument called Program for Results (PforR). This will ensure major reforms at the state level through a set of disbursement-linked indicators (DLIs). A State Incentive Grant (SIG) will be used to encourage states to meet desired project outcomes. The SIG matrix has been aligned with the intermediate outcome indicators as per the requirement of the PforR instrument. An independent Verification agency (IVA) will verify each result before the funds are disbursed.

STARS is expected to be instrumental in the implementation of various recommendations of National Education Policy 2020, such as strengthening early childhood education and foundational learning, improving learning assessment systems, ICT-enabled approaches in education, teachers development, vocational education etc.

Complaint filed against Christian missionary and Dalit organizations for misusing a 20 year old woman’s picture

A resident of NCL Colony in Cyberabad, Telangana has lodged a complaint against Christian missionary organisations and a Dalit organisation for portraying him and his daughter in a bad light. The complainant has alleged that Christian missionaries took photos of him and his 20 year-old daughter, and are using those photos on their websites to solicit donations under false pretenses, from presumably foreign patrons.

In his complaint, the man has said that missionaries, from the organization Operation Mobilization India, used to regularly visit him and his family at home and teach them the Bible. Often, the missionaries would take photographs of them, and claimed that they had ‘adopted’ them and the colony they are living in. Few of the residents even joined the Good Shepherd School, Jeedimetla village by paying regular fees.

The complainant has accused the missionaries of using his and his daughter’s photographs on their website and social media handles to raise money via donations. He has alleged that they falsely portrayed his daughter as a ‘Jogini’ and a prostitute on their website and social media handles. Furthermore, their pictures were allegedly also used on the website of an organization claiming to work for Dalit causes, where the complainant and his daughter were again maliciously misrepresented as victims of human trafficking as well as patients suffering from HIV/AIDS.

This organization called Dignity Freedom Network states that they are a “group of Australians and New Zealanders joining hands with an international network of people who care about India’s oppressed.”

According to the FIR registered by the police, a copy of which has been accessed by The Commune, the complainant works as an electrician and a daily wage labourer. Although he and most of the residents of his colony live in abject poverty, he states in his complaint, the missionaries have now caused him great “mental agony” and “public shame”. Their acts have “lowered their self-respect and dignity”.

He has further accused the missionaries of intending to insult the modesty of his daughter. Due to the missionaries” actions, he has stated in his plaint, she faced insult and ridicule at her college and their colony.

The FIR was registered under section 354D of the IPC and 67B of the IT Act against the organisations Operation Mobilization India, Jogini’s Shelter and Dignity Freedom Network (founded as Dalit Freedom Network in 2002). All these organisations are evangelical Christian organisations, with links to the infamous Joshua Project.

The Legal Rights Protection Forum (LRPF) which has taken cognizance of the matter and has now written to the National Commission for Women to take action against the perpetrators – Joseph D’Souza (Head of Operation, Operation Mobilisation and International President of Dignity Freedom Network), Beryl D’Souza (Director of Jogini’s Shelter), Josh D’Souza (India Director of Dignity Freedom Network), Kumar Swamy (Director of Dignity Freedom Network), and Elsie Rajaiah Jayaraj (field worker who visits the slums).

In a separate investigation relating to alleged diversion and misappropriation of funds, the Telangana Police have also frozen a total of twenty six bank accounts of Operation Mobilization India and six other related charities. The investigation This investigation is also in connection with alleged violations of the Foreign Contribution (Regulation) Act (FCRA). The police have also demanded statements of accounts, details pertaining to various transactions, FDs and KYC details from the bank.

Woman who found Christian pastor in compromising position with another woman hospitalized

In an incident similar to the case of Sister Abhaya, a woman who caught a Christian pastor and a woman in compromising position was attacked by both both and was later admitted to a hospital in Tirunelveli.

Hermine’s Home for the Destitute is an orphanage and old age home in Rosmiyapuram, near Panakudi in Tirunelveli district. More than 30 destitute children and elderly stay here. It is administered by Joseph Isidore, a pastor from Kanyakumari district. Rajammal, who hails from Mudumottanmozhi Kovil Street near Thisayanvilai, has been working as a cook in the facility for several years.

In this context, rumours were doing the rounds that pastor Joseph was having an illicit relationship with Jayalakshmi, an employee who works at this facility. It is said that Joseph and Jayalakshmi were alone in an intimate setting on the 25th of January, and Rajammal had accidentally walked in on them while indulging in the act. After a dispute between them, Joseph and Jaya Lakshmi had attacked Rajammal and the latter was admitted to Radhapuram Government Hospital after having been heavily injured.

It is said Shiva Perumal, the Sub Inspector of Radhapuram knew of this affair. He had gone to the hospital and interrogated the injured Rajammal. Rajammal told police that she was attacked because she saw Joseph in a compromising position with Jayalakshmi and that she had kept mum about it thus far due to poverty and lack of support. Pastor Joseph Isidore and Jaya Lakshmiare now being prosecuted on the basis of the complaint given by Rajammal.

Twitter erupts over Myntra logo

The Twitterati erupted in laughter and flooded the microblogging site with memes and jokes after a class-action lawsuit against fashion e-commerce site Myntra made the news. Naaz Patel, the founder of Avesta Foundation, had sued it for having a logo that was supposedly derogatory against women. Before lodging the complaint formally, Patel voiced her opinions online. She brought up the matter on multiple forums and platforms on social media.

Speaking to PTI, Rashmi Karandikar, Deputy Commissioner of Police (Cyber Crime) said a complainant had approached the cybercrime police station in the matter. “We called a meeting with Myntra following the complaint, they (Myntra) came and agreed to change the logo. They have sent an e-mail as well on the same,” she said.

In a tweet, Avesta Foundation said: “Congratulations to our founder. She did it what apparently seemed impossible. Thank you, everyone, for your support. We’re overwhelmed by the response. Kudos to @myntra for addressing the concerns and respecting the sentiments of millions of women”.

Meanwhile, Twitter users decided to share memes and decided to have some fun with this news. They flooded the microblogging site with memes, pointing out other logos that might potentially be deemed offensive.
