Exposing CIVICUS: The Soros-Funded, Church-Connected Agency And Its Links To Cockroach Party

In what appears to be yet another coordinated attempt to undermine India’s democratic institutions, the notorious anarchist George Soros-linked organization CIVICUS has announced that it has added India to its so-called “civic space watchlist” on 29 July 2026. The move comes as part of a pattern of foreign-funded entities attempting to interfere in India’s internal affairs and delegitimize the democratically elected government.

What The CIVICUS Watchlist Claims

The media release (dated 29 July 2026) claims India’s rating of “Repressed” – the second-worst category is justified by:

  • Alleged “persecution of activists” through the use of the Unlawful Activities (Prevention) Act (UAPA)
  • Alleged “restrictions on independent media and civil society”
  • Alleged “tightening of NGO funding rules” under the FCRA amendments
  • Alleged use of “excessive force” during protests in Noida and by the Cockroach Janta Party (CJP)

However, these allegations conveniently ignore India’s sovereign right to enforce laws against anti-national activities and regulate foreign funding that could compromise national security.

The Indian government has consistently maintained that its legal framework, including the UAPA and FCRA, is designed to protect national security and prevent foreign interference. The UAPA is a counter-terrorism law, and the FCRA regulates foreign contributions to ensure transparency – measures any responsible sovereign nation would implement.

Prime Minister Modi’s government has taken strong action against foreign-funded attempts to destabilize India. In 2021, the Omidyar Network faced repercussions as SEBI debarred the organization for engaging in unfair trade practices.

The new FCRA Amendment Rules, 2026 further tighten the regime by mandating purpose- and geography-specific registrations, restricting foreign nationals as key functionaries, requiring detailed activity and donor-level reporting, and launching the FCRA 2.0 digital portal for real-time monitoring – decisive steps to shut down opaque foreign funding pipelines that fuel regime-change agendas.

What Is CIVICUS?

CIVICUS describes itself as the “World Alliance for Citizen Participation,” a South Africa-based global network of civil society organizations.

However, a closer examination reveals a deeply partisan organization funded overwhelmingly by controversial Western liberal foundations and government agencies with a documented history of attempting to influence political outcomes in sovereign nations.

Their strategy documents show us that they are here only to create a regime change.

 

The Soros And Ford Foundation Connection

CIVICUS’s funding sources tell the real story. The organization is heavily bankrolled by the Open Society Foundations (OSF), founded by anarchist billionaire George Soros, and the Ford Foundation – both entities with a well-documented history of funding anti-India activities.

According to publicly available financial records:

The Ford Foundation approved a massive $6 million grant to CIVICUS approved in June 2022 plus an additional $4.5 million approved in May 2021.

Additional funding comes from the Netherlands Ministry of Foreign Affairs, Denmark Ministry of Foreign Affairs, the Bill & Melinda Gates Foundation, and the Charles Stewart Mott Foundation to name a few.

Who Leads CIVICUS?

The organization’s leadership is deeply embedded in the Soros-Ford ecosystem

Dr. Stellah Bosire (Board Chairperson) is a 2024 Ford Global Fellow – a program fully managed and funded by the Ford Foundation and has co-directed UHAI EASHRI, an activist fund heavily championed by the Open Society Foundations.

Vandita Morarka (Strategic Board Member) is the founder of a ‘human rights’ foundation, One Future Collective, in ideological alignment with the Ford Foundation and the Open Society Foundations (OSF).

One Future Collective explicitly defines its mission around building a world rooted in ‘social justice’, ‘feminist leadership’, ‘human rights advocacy’, and ‘dismantling systemic inequality’. The Ford Foundation and OSF are the world’s largest private funders of these exact initiatives which become cover for fueling protests and regime change operations.

Mandeep S. Tiwana (Secretary-General) handles direct coordination with Ford Foundation programming directors to align CIVICUS’s legal and public messaging with Western civil liberty doctrines.

Lysa John (former Secretary-General), an Indian-born ‘civil society specialist’ who led CIVICUS until late 2024, was appointed with clear backing from these Soros-Ford linked funding networks. She was known to have maintained close operational relationships with Ford’s executive grant makers to launch the massive $6 million “BUILD” program within CIVICUS. She also sits directly on the board of the International Budget Partnership (IBP), an elite global finance monitoring group funded heavily by multi-million dollar grants from the Ford Foundation. Throughout her tenure, John acted as a primary coordinator for global advocacy initiatives co-sponsored and strategized alongside George Soros’s Open Society Foundations, specifically aligning public campaigns demanding the expansion of ‘global civic spaces’.

International Church Connections

CIVICUS’s network extends into Christian missionary organizations that advocate for left-leaning social positions:

Youth Action Team – A Mechanism For Mobilization

CIVICUS’s strategic plan explicitly targets youth mobilization as a key mechanism. The organization has established a Youth Action Team (YAT), described as an “action body of CIVICUS that works on youth and youth-related issues”.

According to CIVICUS’s own strategic documents, the Youth Action Team’s purpose is to “mainstream youth and youth issues into CIVICUS’s programmes and activities and to champion youth engagement and the space for civil society.”

Selected YAT members “actively contribute to the strategic planning, project design, advocacy campaigns, and communications of CIVICUS Youth” and receive resources including “funding, technical assistance, communication tools”.

The organization has also published a “Resourcing youth-led groups & movements” playbook, which includes chapters on:

  • Working in alliances with established organizations
  • Contracted relationships and transitioning leadership
  • Expanding imagination around resourcing
  • Preparing, living and surviving a social movement
  • Building south-to-south networks

Was Cockroach Anarchy A Part Of The Bigger Plan?

CIVICUS’s Youth Action Team and its OSF/Ford-funded playbook on “resourcing youth-led groups & movements” explicitly equip activists with funding channels, communication tools, alliance-building tactics, and strategies for “preparing, living and surviving a social movement.” These are classic regime-change instruments designed to convert local discontent into sustained street pressure against elected governments.

The Cockroach Janta Party (CJP) protests of 2026 followed this exact template. What began as online satire rapidly scaled into coordinated Gen-Z mobilizations over exam leaks, complete with CJP’s own nationwide protest playbook covering permits, secure messaging, logistics, visuals, and emergency protocols—mirroring CIVICUS guidance. CIVICUS later weaponized alleged “excessive force” against CJP demonstrators as a key pretext for placing India on its watchlist.

This is not organic youth anger. It fits the well-documented pattern of foreign-funded networks using youth fronts to delegitimize sovereign governments, extract political concessions, and erode institutional authority under the guise of “civic space.” India’s enforcement of UAPA and FCRA remains the necessary defence against such externally resourced regime-change operations.

The Pattern Of Interference

This is not the first time Soros-linked organizations have targeted India. The “Dismantling Global Hindutva” conference, described as a “hate-mongering event”, featured participation from Western universities receiving Soros funding.

Notable individuals associated with Soros-funded activities in India include:

  • Harsh Mander, who headed OSF in India and served on the National Advisory Council during the UPA government, known for anti-Hindu activism
  • Pratap Bhanu Mehta and Amartya Sen, linked to the Soros-funded NGO Namati
  • Alt News, initially certified by the International Fact-Checking Network (IFCN), which receives OSF funding through the Poynter Institute
Conclusion

The addition of India to the CIVICUS Watchlist is yet another chapter in the long history of foreign-funded NGOs attempting to delegitimize a democratically elected Indian government. The timing, during PM Modi’s third term, is not coincidental.

These organizations, backed by George Soros’s Open Society Foundations and the Ford Foundation, claim to be human rights champions but function as vehicles for political interference. Their Youth Action Team specifically targets young Indians for mobilization, following a playbook that explicitly discusses “preparing, living and surviving a social movement”.

The Indian government has rightly taken steps to regulate foreign funding and protect national sovereignty. As India’s Enforcement Directorate continues its investigation into foreign funding networks, the truth about these organizations’ real motives will become increasingly clear.

India remains a vibrant democracy where the people, not foreign-funded NGOs, determine their future.
