Quad: Foreign Ministers of India, Israel, UAE and US discuss establishing an international forum for economic cooperation

In what some experts are calling the new Quad of Middle East, the first meeting of the foreign ministers of India, Israel, the US and the United Arab Emirates (UAE) has decided to establish an international forum for economic cooperation and discussed joint infrastructure projects in transportation and technology.

The meeting was held to expand economic and political cooperation in the Middle East and Asia and to enhance maritime security.

From India, External Affairs Minister S Jaishankar and Israeli foreign minister Yair Lapid from Jerusalem, US secretary of state Antony Blinken from Washington and UAE foreign minister Sheikh Abdullah bin Zayed Al Nahyan from Abu Dhabi took part in this important meeting.

In a tweet, Jaishankar described the discussions as “fruitful” and said foreign ministers Yair Lapid,  Antony Blinken, and Sheikh Abdullah bin Zayed Al Nahyan had agreed on a speedy follow-up. The Israeli foreign ministry said the four ministers intended to hold an in-person meeting at Expo 2020 in Dubai in the coming months.

“Discussed working together more closely on economic growth and global issues. Agreed on expeditious follow-up,” Jaishankar said.

Blinken tweeted and said that in his meeting with the Indian, Israeli and the UAE foreign ministers was focused on “shared issues of concern in the region and globally, and the importance of expanding our economic and political collaboration”.

Lapid, who initiated the process for the meeting during a recent visit to Washington, said at the start of the meeting: “Around this virtual table – there is a unique set of capabilities, knowledge, and experience that can be used to create the network that we all want to see created.”

Going forward if these four countries work more closely it will help them work developing on infrastructure, transport, maritime security, and other issues, he said.

The key to success is moving from a “government-to-government” approach to a “business-to-business” approach and turning the initiative into a “working process that will put boots on the ground, changing infrastructure around the world”, Lapid added.

Only last year, UAE established full diplomatic relations with the state of Isreal under the Abraham Accords to bring peace and stability in the Middle East.

However, it seems that the Quad of the Middle East is progressing much faster as each country has agreed to appoint senior professionals to a joint working group that will formulate options for cooperation.

US State Department spokesperson Ned Price said in a statement that the foreign ministers had “discussed expanding economic and political cooperation in the Middle East and Asia, including through trade, combating climate change, energy cooperation, and increasing maritime security”.

The ministers also discussed more people-to-people ties in technology and science, and ways to support global public health in the context of the Covid-19 pandemic. Blinken reiterated the Biden administration’s “support for the Abraham Accords and normalisation agreements and discussed future opportunities for collaboration in the region and globally”, Price said.

India, Israel and the UAE have already stepped up trilateral cooperation, especially in trade and investment, since the US-brokered the Abraham Accords in August 2020.

A statement issued at the time by the Israeli embassy in New Delhi said the Abraham Accords agreement between Israel and the UAE had “paved the way for friendships and business partnerships across the region”. The statement added: “India being a friend of both the UAE and Israel is clearly the preferred partner to leverage the global potential of the UAE, Israel and India trilateral.”

French PM visits Vatican amid revelation of decades of sexual abuse committed by Catholic priests

Following the shameful revelation of massive sexual abuse committed by the Catholic priests in France for over seventy years, France’s Prime Minister Jean Castex has been received in Rome on Monday (October 18) by Pope Francis.

According to the Ciase report’s figures over 216,000 minors have been assaulted by priests since the 1950s amid shocking revelations of sexual abuse and a “secrecy of confession” controversy that have shaken the French Catholic Church.

Castex’s visit to the Vatican is under a dark cloud because of reactions following the publication of the conclusions of the Independent Commission on Sexual Abuse in the Church (Ciase), released at the beginning of October.

It seems now the number of sexual abuse victims has risen to 330,000. However, the French PM told reporters that after his meeting with Pope Francis, he felt the pontiff has been “courageous” in dealing with the issue.

“He trusts the church in France to draw conclusions. He is pleased there has been no denial,” the Prime Minister said, adding “he is fully aware of this. It’s a long-term job.”

Castex was accompanied to the Vatican by Interior Minister Gérald Darmanin and French Foreign Minister Jean-Yves Le Drian for the visit that officially marked 100 years since the re-establishment of diplomatic relations between France and the Holy See.

However, what caused the most upset is when Archbishop Eric de Moulins-Beaufort, the head of the Bishops’ Conference of France, said priests were not obliged to report sexual abuse if they heard about it during the Catholic ritual of confession, a sacrosanct custom.

But Moulins-Beaufort was wrong when he said that the seal of confession cannot be broken because the  Vatican guidelines updated last year, made it clear that clerics must report claims of abuse. They say confession is subject to “the strictest bond of the sacramental seal” while saying the confessor should try and convince the penitent to tell someone else.

WHO asks Bharat Bio Tech for additional information on Covaxin

The wait for people in India who took the indigenous COVID-19 vaccine Covaxin, manufactured by Bharat Biotech just got longer as the World Health Organisation (WHO) has said it wants additional inputs from the vaccine maker.

India has now been waiting for a long time to get Emergency Use Listing (EUL) because many Indians who took Covaxin are planning international travel and without recognition, International travel will not be possible as countries won’t recognise these individuals as fully vaccinated.

In a statement, the WHO said, “while it is aware that many people are waiting for its recommendation for Covaxin to be included in the EUL, it clarified that it “cannot cut corners’ before recommending a product for emergency use, we must evaluate it thoroughly to make sure it is safe and effective,” said the agency.

WHO also said that Bharat Biotech – the manufacturer of Covaxin – has been submitting data to the WHO on a rolling basis and WHO experts have reviewed the data.

“WHO is expecting one additional piece of information from the company today. The timeframe for the WHO EUL procedure is dependent on how quickly a company producing the vaccine is able to provide the data required for WHO to evaluate the vaccine’s quality, safety, efficacy and its suitability for low- and middle-income countries,” said the body.

The agency said that when it is fully satisfied with the information provided that addresses all questions raised, the WHO and the technical advisory group will then complete the assessment and come to a final recommendation on whether to grant EUL to the vaccine.

Though Covaxin has received the support of the Indian government and the latter has strongly advocated its efficacy, but it is clear that the reason why WHO deferred its decision till October on the pretext of requiring additional data must be questioned.

There are reports that a group of pharmaceutical companies and the Chinese government are lobbying to ensure Covaxin is not given EUL because for some of the pharma giants, it would mean loss of revenue, and for China, the export of Covaxin would give India more recognition on the international diplomatic stage.
