Arappor Iyakkam has alleged a ₹45 lakh tender irregularity in the Tambaram City Municipal Corporation, which comes under the Municipal Administration and Water Supply (MAWS) Department headed by Tamil Nadu Chief Minister C. Joseph Vijay.

The organisation alleged that a civic work was completed and inaugurated even before the tender for the project was floated, in an apparent violation of tender procedures.

According to Arappor Iyakkam, the tender process was allegedly bypassed through prior collusion, with the work completed in advance and the tender issued only subsequently.

The organisation pointed to an Ashoka Pillar statue inaugurated by Minister Sarathkumar in July 2026 in Perungulathur, alleging that the tender for the same work was floated only in August.

Arappor Iyakkam alleged that the sequence of events indicated that the work had been decided upon and completed before the prescribed tender process was initiated.

The organisation also questioned the functioning of the Tambaram City Municipal Corporation under the new TVK government, which had promised a corruption-free administration. It specifically raised allegations against Tambaram Corporation Commissioner Balachander IAS over the alleged tender irregularities.

Another irregularity raised by Arappor Iyakkam is about a statue saying Save Water near Chitlapakkam lake (near round tana). The inauguration was done on 10 August 2026. But the tender for this is also posted on 6 August 2026.

Arappor Iyakkam alleges that Balachandran IAS who is the Tender Inviting Authority had prefixed the contractors.

The values of the projects are as below:

Ashoka Pillar Statue: Rs 27,30,000

It is alleged that the tenders are marked as ‘To Be Opened’ in the Municipality website even now.

The NGO said it had submitted a complaint to Chief Minister C. Joseph Vijay, the Directorate of Vigilance and Anti-Corruption (DVAC), and other concerned authorities, seeking action over the alleged violations.

They also allege that nearly 90% of the tenders are still listed as ‘to be opened’ in the tender/bid stage.

The organisation has sought action against the officials allegedly responsible for the tender process and questioned whether action would be initiated against Commissioner Balachander.

The complaint has now been placed before the concerned authorities, with Arappor Iyakkam seeking an investigation into the alleged tender irregularities and the sequence in which the work was completed, inaugurated and subsequently tendered.
