Less than a week after inviting bids for consultancy firms to prepare Detailed Feasibility Reports (DFRs) for implementing Public-Private Partnership (PPP) models in municipal solid waste management across 12 municipal corporations, the Tamil Nadu government led by Chief Minister C. Joseph Vijay has withdrawn the tender following criticism and pressure from Communist parties, as reported in Times of India.

The cancellation has also brought renewed attention to the Tamilaga Vettri Kazhagam’s (TVK) position while it was in the opposition, when the party had strongly opposed the privatisation of sanitation services under the previous DMK government.

Tender Invited For PPP-Based Solid Waste Management

On 20 June 2026, the Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFSL), under the Project Development Grant Fund (PDGF), floated tenders to appoint consultancy firms to prepare Detailed Feasibility Reports (DFRs) and provide transaction advisory services for the collection and transportation of municipal solid waste under the Public-Private Partnership (PPP) model, as reported in The New Indian Express.

The consultancy work was divided into three packages covering 12 municipal corporations:

Package 1: Avadi, Hosur, Tambaram and Vellore
Package 2: Coimbatore, Erode, Salem and Tiruppur
Package 3: Madurai, Thoothukudi, Tiruchirappalli and Tirunelveli

Each package carried an estimated consultancy value of ₹1.35 crore, taking the total project cost to ₹4.05 crore, funded through the Project Development Grant Fund. The selected consultants were to prepare Detailed Feasibility Reports and provide transaction advisory services for implementing the PPP model in solid waste collection and transportation.

The tenders fixed 27 July 2026 as the last date for submission of bids.

Tender Cancelled Within Days

However, days after publishing the Invitation for Proposal (IFP), TNUIFSL issued a cancellation notice stating that the advertisement published on 20 June 2026 for all three consultancy packages stood cancelled.

The cancellation came amid mounting criticism from political parties and workers’ unions, who alleged that the proposal was another attempt to deepen the privatisation of municipal sanitation services.

Government Says Tender Was ‘Misunderstood’

According to a senior government official quoted by The New Indian Express, the tender was withdrawn because it was misconstrued as a fresh attempt to privatise municipal solid waste management.

The official said that solid waste management had already been privatised across all municipal corporations and municipalities since 2022, and that the consultancy tender was only intended to prepare feasibility reports after shortcomings were noticed in the existing contractual arrangements.

The official further stated that, to avoid further misunderstanding, the government had decided to withdraw the tender and re-examine the entire system. Sources also indicated that the department would now identify gaps in the existing arrangements, improve the system and subsequently decide its future course of action.

Communist Parties Welcome Withdrawal

The government’s decision was welcomed by the Communist Party of India (Marxist) and the Communist Party of India.

CPM State Secretary P. Shanmugam said sanitation workers had traditionally served as permanent employees in local bodies but had gradually been pushed into temporary and contract employment, resulting in job insecurity and exploitation. He welcomed the government’s decision to withdraw the tender.

The cancellation followed sustained opposition from Left parties and workers’ unions, many of whom viewed the consultancy proposal as a precursor to expanding or institutionalising the PPP model in municipal sanitation.

TVK’s Earlier Opposition To Privatisation

The development has also drawn attention because it mirrors the position adopted by Tamilaga Vettri Kazhagam while it was in the opposition.

On 11 August 2025, TVK president C. Joseph Vijay had issued a strongly worded statement condemning the DMK government’s decision to privatise sanitation work in the Greater Chennai Corporation.

He alleged that sanitation workers, who had risked their lives during the COVID-19 pandemic and natural disasters, were being rewarded by having their livelihoods destroyed through privatisation.

Vijay had accused the then DMK government of handing over Chennai Corporation’s sanitation work to private players, calling it an anti-worker decision that jeopardised the livelihood of sanitation workers. He had extended TVK’s complete support to sanitation workers protesting against the move and criticised the government for allegedly abandoning its election promise of regularising their services.

He had further urged the DMK government to honour its election promise and make sanitation workers permanent employees instead of continuing contractual and private arrangements.

With TVK now in power, the state government initially moved ahead with a consultancy process aimed at preparing DFRs for PPP-based solid waste management across 12 municipal corporations before reversing course and withdrawing the tender following opposition from Communist parties and labour unions.

The cancellation effectively halts, for now, the consultancy exercise that was expected to lay the groundwork for examining PPP-based solid waste management arrangements across the selected urban local bodies.
