Residents of the Tamil Nadu Urban Habitat Development Board housing complex in Moolakothalam, Chennai, staged a sit-in protest to express their frustration with the DMK government. They lamented their plight just a year after the complex’s inauguration. They noted that the cement floor comes off with a simple scratch, pointed out a hole in the concrete floor on the fourth level, which exposes the floor below, and highlighted that the plumbing works were inferior. The complex, which cost ₹138.29 crore to build, is in dire disrepair.

Residents living in huts in Ramdas Nagar, near the Moolakothalam crematorium, have requested that the government build new homes in the same area to prevent disruption to their livelihoods. The government identified 35 acres of land near the crematorium, reserving 23 acres for its use. Under the Prime Minister’s Housing for All initiative, the government plans to construct 1,044 apartments across 13 floors on 12 acres at a cost of Rs 138.29 crore.

The project, initiated in 2018 during the ADMK administration, was completed in 2020. However, delays arose due to the Pollution Control Board and the Chennai Metropolitan Development Authority (CMDA) failing to provide essential services like drinking water, sewage, and electricity connections, which postponed the handover of the homes.

After the DMK took power, the Pollution Control Board and CMDA addressed these issues by installing drinking water, sewage, electricity connections, dryers, and perimeter walls. Chief Minister Stalin inaugurated the complex via video in July 2023.

Despite the inauguration, residents of Ramadas Nagar protested against moving into the new flats, claiming the costs were higher than expected. They demanded an exemption from the ₹4.70 lakh fee charged to each beneficiary, stating they could afford only ₹1.50 lakh. The Urban Habitat Development Board facilitated this initiative.

However, there have been allegations of substandard construction. Within a year of the inauguration, the cement coating began to fall off when touched, PVC windows and doors were broken, and many units lacked doors. The residences have deteriorated further due to leaking rainwater, exposed electrical wires, and a non-functional lift, raising concerns about the building’s stability. Each block is equipped with two lifts, but only one is operational, and residents report being warned that if more than four people use it at once, it could malfunction and fall.

In response, residents besieged officials from the Urban Habitat Development Board, demanding urgent resolutions and inspections by IIT officials to assess the quality of the construction.

Following negotiations with board officials and police, the residents eventually dispersed. They expressed frustration over the lack of basic facilities such as electricity, drinking water, and functional doors. The lifts do not operate at night, and with no water in the pipes, residents must climb 4-5 floors to carry water in jugs. They live in fear due to issues like holes in the upper floors that expose the levels below.

One of the residents said, “There’s a large hole in the floor between the third and fourth floor. A concrete floor will last for minimum fifty years without developing holes, but this was constructed only four or five years ago. However, within that period, the hole appears. We can scratch the concrete floor with our hands, it only has sand. It seems there has been significant corruption in the construction of this building, as many steps have cracked.”

Another resident expressed frustration, saying, “There are no windows, and all the bathroom doors are broken; if you try to open, they just come off in your hand. Additionally, whenever we try to pump water, the pipes break and leak, water comes to flood the ground floor but not reaching the upper levels. Whenever we ask about it, we’ve been told for a month now, ‘It will come.'”

She continued, “The lift isn’t working, and they tell us to carry everything by hand. They start to operate lift at 10 AM and close at 9 PM, but we don’t know why. Workers have to carry their goods up to the eleventh floor by hand, and he peaks like it a law (carry by hand). There’s no response to issues with water and electricity, and whenever we call about the broken facilities, they just say they’ll come nothing more.”

Controversy has erupted over the Tamil Nadu Hindu Religious and Charitable Endowments (HR&CE) Department’s statements before the Madras High Court regarding land sales belonging to the Natarajar Temple in Chidambaram. The HR&CE Department initially claimed that the Podhu Dikshitars, the traditional temple custodians, sold over 2,000 acres of temple land—a statement that has now been drastically revised to just 18 acres, sparking accusations of deception.

During a hearing on 19 September 2024, the HR&CE Special Government Pleader informed the court that the temple’s low annual revenue of ₹93,000 was due to extensive land sales allegedly carried out by the Podhu Dikshitars, amounting to more than 2,000 acres. The division bench, taken aback by this substantial figure, demanded concrete proof to substantiate the claim.

On 24 October 2024, when the case resumed, the HR&CE Department altered its stance, now stating that only 18 acres of temple land had been sold—12.5 acres to Sri Ramulu Naidu and another 5.5 acres to Annamalai University, in transactions that took place decades ago in 1974, 1985, and 1988. The drastic reduction from 2,000 acres to 18 acres, representing less than 1% of the initial claim, has intensified criticism of the department, with many questioning its credibility and calling the move a shameless fraud.

Senior counsel C.S. Vaidyanathan, representing the Podhu Dikshitars, denied any sale of temple property, countering the HR&CE’s accusations and requesting an independent inquiry by a retired High Court judge to confirm the temple’s land holdings. He also asserted that all temple jewelry was accounted for, dismissing any suggestions of mismanagement.
The Podhu Dikshitars also filed a sealed cover detailing the temple’s revenue and expenditures for the years 2018 to 2022, as directed by the court.

The bench has ordered the Dikshitars to submit a counter affidavit to the HR&CE report and has adjourned the case until 14 November 2024. With accusations of fraud and deception mounting, the HR&CE Department faces intense public scrutiny over its handling of the case, as well as broader concerns about the management of Hindu temple assets in Tamil Nadu.

The Podhu Dikshitars have refuted the Tamil Nadu government’s claims before the Madras High Court that they sold land belonging to Chidambaram’s Natarajar Temple. U Vengatesa Dikshitar, temple committee secretary, and lawyer G Chandrasekhar explained that temple lands, totaling around 3,000 acres, are controlled by a special tahsildar under a government order, with income from these lands sometimes directly allocated to TANGEDCO for electricity bills.

India saved pilferages worth $40 billion in the last eight years with the government’s Direct Benefit Transfer (DBT) schemes, according to Union Finance Minister Nirmala Sitharaman.

Speaking at the Wharton Business School, University of Pennsylvania, during her US visit this week, the minister said over 51 ministries and departments in the central government now use various DBT schemes.

More than $450 billion have been transferred cumulatively in the last eight years via the unique government scheme to date, she informed. “As finance minister, I need to stop the pilferage. I must ensure every taxpayer’s rupee is spent properly and accounted for properly. I can’t have pilferages taking over,” she told the gathering.

Through Aadhaar-linked DBT, launched in 2013, cash benefits from various welfare schemes are directly transferred into beneficiaries’ bank accounts, reducing the need for multiple documents and eliminating duplicate or fake beneficiaries.

As part of the PM-KISAN scheme, the world’s largest DBT scheme, more than ₹3.04 lakh crore has already been disbursed into the accounts of more than 11 crore farmers across the nation. With the release of the 17th installment, the total amount transferred to the beneficiaries since the scheme’s inception will cross ₹3.24 lakh crore.

This initiative is one of the world’s largest DBT schemes, and it leverages digital platforms for transparent enrollment and transfer of welfare funds to farmers.

PM-KISAN has ended its reliance on moneylenders and has fostered sustainable farming practices. By eliminating intermediaries, the scheme ensures equitable support reaches all farmers, marking a significant step towards agricultural empowerment and financial inclusion.

Also, the Pradhan Mantri Jan Dhan Yojana (PMJDY) promotes financial inclusion, opening over 523 million bank accounts and bringing marginalised sections into the formal financial system.

According to the government, this Aadhaar-driven approach has empowered people and led to significant savings for the public exchequer by cleansing scheme databases, removing millions of fake, non-existent, and ineligible beneficiaries across multiple government ministries and departments.

For example, Aadhaar-driven DBT has eliminated over 4.15 crore fake LPG connections and 5.03 crore duplicate ration cards, streamlining the distribution of essential services like cooking gas and food subsidies.

The Madurai bench of the High Court has raised serious concerns over the steep darshan fees charged at the Thiruchendur Subramaniaswamy Temple during the Kanda Sashti festival. In response to a petition filed by Ramkumar Adithan of Tiruchendur, the court has issued a notice to the Tamil Nadu government seeking clarification on the order allowing additional fees to be levied during the festival.

Kanda Sashti, celebrated for six days at the Tiruchendur temple, draws over one lakh devotees each day. While the temple generally offers free darshan, a quick darshan option is available for ₹100 fees on regular days. However, the fee is doubled to ₹200 on special days. Last year, during the Kanda Sashti festival, the quick darshan fee was hiked to ₹1,000 per person, leading to widespread protests from around 200 devotees, who were subsequently arrested. Following the backlash, the temple administration rolled back the additional charge.

In his petition, Ramkumar Adithan objected to reintroducing the ₹1,000 quick darshan fee for this year’s Kanda Sashti festival, arguing that such a high charge would make it difficult for poorer devotees to worship. He proposed that the temple administration should issue advance tokens through an Aadhaar-based online system to manage the crowd instead of charging exorbitant fees.

During the hearing, Justices Subramanian and Victoria Gowri sharply questioned the rationale behind the high fees. “If the darshan fee is one thousand or two thousand rupees, how will poor people have darshan?” they asked. “Can they afford this amount? Shouldn’t poor people also be able to worship? Is the temple only for the rich?

The court has ordered the Hindu Religious and Charitable Endowments (HR&CE) Commissioner and the Thoothukudi District Collector to respond to these concerns and adjourned the case until 7 November 2024.

Chennai Couple Arrested For Abusing Police, Turns Out One Of Them Is A DMK Member

A couple from Chennai was arrested after a video of them verbally abusing night patrol police officers and making threats went viral on social media, sparking widespread outrage. The incident occurred on Loop Road, near Marina Beach, when police officers stopped Chandramohan and Dhanalakshmi during a routine night patrol. What initially began as a standard inquiry quickly escalated into a highly charged confrontation.

The police approached the couple’s vehicle for questioning, but they responded aggressively. Chandramohan, who runs a car dealership in Velachery, began insulting the officers, using vulgar language, and even referred to one of them aslooking like a lizard.At one point, he boasted about his connections with Tamil Nadu Deputy Chief Minister Udhayanidhi Stalin, claiming that if he called Stalin, the officers would face serious consequences. Your Station Police Inspector will run away if she sees me, Chandramohan threatened, adding that he would track down the officers’ home addresses by the next day.

The officers, who had recorded the confrontation on video, repeatedly asked the couple to move their vehicle, but the pair refused to cooperate. The video, which shows the couple hurling abuses and ignoring the police’s requests, soon spread across social media platforms. Social media users expressed shock at the couple’s behaviour and called for strict action.

In response to the public outcry, senior police officials ordered a swift investigation. A special team was formed to locate the couple, who had fled the scene after the altercation. The investigation revealed that the police officer involved in the confrontation was Silambarasan, from the Mylapore police station. He had filed a formal complaint after the incident. The police quickly identified the couple as Chandramohan and Dhanalakshmi, who had checked into a lodge in the Thoraipakkam area. A special team apprehended them and brought them to the Mylapore police station for questioning.

During the investigation, as reported in Malai Murasu, it was discovered that Dhanalakshmi is an active member of the DMK (Dravida Munnetra Kazhagam) party, specifically involved in the Mylapore unit where she resides. Her political affiliation has drawn additional scrutiny, particularly since her connection to the DMK may have emboldened the couple’s actions during the confrontation. Dhanalakshmi’s role in the party has fueled discussions about political figures using their influence to intimidate law enforcement.

Chandramohan and Dhanalakshmi were charged under five law sections, including public nuisance and obstruction of police duty. They were subsequently remanded in judicial custody for 15 days and sent to the Puzhal Central Prison. Despite the legal action, Chennai Police posted a video on their X handle of Chandramohan apologizing for his behaviour. Following public backlash, the video was removed from the platform.

Kerala Leader of Opposition V.D. Satheesan said on Thursday that if a proper probe takes place into the suicide of Kannur Additional District Magistrate Naveen Babu, it will lead to the office of Chief Minister Pinarayi Vijayan and the state CPI-M party headquarters.

“Babu was a high-ranking official and was working in Vijayan’s home. Even though the CPI-M Secretary M.V. Govindan has assured that they will stand with the family, they are shielding the guilty,” the LoP said.

Satheesan added that the sad fact is that even after Babu’s suicide, he is being mercilessly portrayed as a corrupt official, which is baseless as he has been cleared as one of the most upright officials. “It now has become clear that the complaint given to Vijayan’s office by Prasanth is a fake as the name and signature are not his. If a proper probe takes place, it will lead to the office of Vijayan and the CPI-M headquarters,” said Satheesan.

He added that everyone is interested in knowing if the complaint of Prasanth has actually been received in the office of Vijayan. “If so, we would like to know the details of it. It’s now clear that this complaint surfaced just to tarnish an upright official and that too after he passed away. This cannot happen without the knowledge of Vijayan’s office and the party,” said Satheesan. He said that those behind the fake complaint were out to save those who were close to people working in Vijayan’s office. “Divya has not been questioned besides in the pre-arrest bail plea, it was again pointed out that the deceased was a corrupt official and Divya is one who is fighting corruption and yet both Vijayan and Govindan say they are with the family of Babu,” said Satheesan.

On Thursday, a lower court in Kannur completed the trial in the pre-arrest plea of Divya and posted it for orders on Tuesday. On October 13, Naveen Babu was found hanging in his home while his wife was waiting for him at the Chengannur railway station. He was recently transferred to his home district Pathanamthitta. Locals said that Babu was deeply hurt when at his send-off function held on Monday, Divya, the Kannur district panchayath president made serious corruption charges against him. Divya had not been invited to the function and had barged in.

Divya said that a person had approached her to speak to Babu with regards to the sanctioning of a petrol pump station despite several requests, which he (Babu) had not been giving. “Just two days before his retirement, Babu gave the sanction. I know how the sanction was given and I reveal all the details in two days,” she said. Following the tragic incident, the person who applied for the petrol pump station was identified as T.P. Prasanth, who works as an electrician in the state-run Medical College at Kannur and was a colleague and friend of Divya’s husband.

Sharma was speaking at election rallies in Jhunjhunu and Ramgarh in support of BJP candidates Rajendra Bhambhu and Sukhwant Singh. He said that the BJP government provided water to the Shekhawat region people after a long period of 50 years by taking the initiative of signing the Yamuna Water Agreement. “Congress has animosity with the people of Shekhawati as they promised cancellation of this agreement in their manifesto during Haryana Assembly bypolls,” he said.

He further accused the Congress party of pushing the nation towards the politics of appeasement and casteism which incurred huge loss to the nation. Sharma said that the government gives Kisan Samman Nidhi, Vridhajan Samman, Awas, food security and electricity connection to farmers. “We have not done any kind of discrimination in the development of 200 Assembly constituencies of the state. Each Assembly constituency has been given an adequate budget. During the previous government’s time, only Congress MLAs were given a budget for developing their areas,” he claimed. Sharma said that Congress is not concerned with the interests of the common people and has kept the very crucial ERCP project for eastern Rajasthan hanging by playing politics, but it has not made any plan for it.

“However, soon after we formed our government, we understood the needs of the area and signed an MoU. We will also lay the foundation stone of ERCP soon,” he added. He said that Ramgarh has also been connected to ERCP so that the people can get water for drinking and irrigation. “Under ERCP, a network is being created by connecting various rivers of the state so that all the districts of eastern Rajasthan including Alwar will not face a shortage of water,” he said.

He said that the government will give four lakh government jobs to the youth in the next five years.“Out of which we are giving one lakh jobs in the first year itself. About 33,000 youth have also been given appointments. In the recent cabinet meeting, about 90,000 jobs have been approved. Also, for the first time, we have released a recruitment calendar with the date of examination results,” the Chief Minister said.

Defence Minister Rajnath Singh said on Thursday that the broad consensus achieved by India and China to resolve their differences is proof that continuous dialogue brings solutions.

“Development and security are often viewed from separate perspectives but are, in actuality, deeply interconnected and mutually reinforcing. Historically, the study of key factors for economic development such as land, labour, capital and entrepreneurship has been central to economic analysis,” the Defence Minister said while delivering the keynote address at the Army’s Chanakya Defence Dialogue in New Delhi.

Defence Minister Rajnath Singh added that the impact of defence and security has traditionally been underexplored. “This may be because security is often viewed as a necessary but non-economic factor. Defence spending, military infrastructure and national security can significantly affect economic growth and resource allocation, even in non-war periods or in peacetime,” the Defence Minister said.

He reiterated Prime Minister Narendra Modi-led government’s resolve to bridge the gap between ‘development’ and ‘security’, stressing that economic development can only flourish when national security is ensured. He said that the government’s consistent efforts to attain ‘Aatmanirbharta’ have directly linked the defence sector with the nation’s development. “If defence had been recognised as an integral component of development and studied more comprehensively in the past, India might have achieved self-reliance in the sector much earlier. The prolonged dependency on imports can be attributed, in part, to the lack of a coordinated approach between defence and development. Consequently, while our defence industry missed out on critical opportunities for growth and innovation, a significant portion of our defence budget flowed into other economies, limiting our ability to strengthen our own capabilities.

Addressing this disconnect is essential for fostering a robust domestic defence industry that can contribute to national security and economic independence,” he added. Rajnath Singh underscored the need to examine the impact of the defence sector on key economic indicators, such as income generation, employment creation, regional economic balance, manufacturing growth, investment, research and development, and the expansion of the service sector. Chief of the Army Staff General Upendra Dwivedi brought out the crucial connection between national security and nation-building by referring to Chanakya’s ‘Saptang Theory’ to emphasise the importance of the development of effective state institutions, an operative governance mechanism, inclusive development, fostering a national identity and progressive transformation of the society as the contemporary paradigm of ‘nation building’.

He said that the Army provides a secure and safe environment for the people and contributes immensely to every facet of development and growth story, viz, economy, social cohesion, skill development, and environment sustainability, etc. On the occasion, Raksha Mantri also launched the Green Initiative 1.0 and Digitisation of Indian Army 1.0. Chief of Defence Staff General Anil Chauhan, Chief of the Air Staff Air Chief Marshal AP Singh, DG, Centre for Land Warfare Studies (CLAWS) Lt Gen Dushyant Singh and other senior serving and retired officers of the Armed Forces were present on the occasion.

On Thursday, the Supreme Court observed that an Aadhaar card, which can be used to establish identity, is not, per se, proof of date of birth. A bench of Justices Sanjay Karol and Ujjal Bhuyan was hearing an appeal filed by legal representatives of a deceased road accident victim challenging the reduction in award amount.

The impugned decision reduced the award amount, observing that the applicable multiplier would be 13 since the victim was 47 at the time of death, as per the Aadhaar card record. The claimant-appellants contended that the multiplier applicable would be 14 as the School Leaving Certificate recorded October 1970 as the date of birth of the deceased and he was 45 years old at the time of the accident. Given the contentions raised, the SC framed the legal question of which of the two is to be taken authoritative in case of conflict of the dates of birth between the School Leaving Certificate and the Aadhar Card. It noted that a School Leaving Certificate has been accorded statutory recognition under Section 94 of the Juvenile Justice (Care and Protection of Children) Act, 2015.

“The Unique Identification Authority of India, by way of its Circular No. 08 of 2023, has stated, about an Office Memorandum issued by the Ministry of Electronics and Information Technology dated 20th December 2018, that an Aadhar Card, while can be used to establish identity, it is not per se proof of date of birth,” it said. After citing several decisions of diverse high courts across the country, the apex court concluded that it has “no hesitation” in accepting the calculation of the age of deceased based on the School Leaving Certificate.

Allowing the appeal, the SC ordered that the “total amount, i.e., Rs 14,41,500, in the interest of just compensation is rounded off to Rs 15,00,000 with 8 per cent interest from the date of filing of the claim petition to be released to the rightful claimants in the manner directed by the Tribunal”.

Border Security Force (BSF) has arrested a smuggler near the Indo-Bangladesh Border (IBB) with 1.4 kg gold. The incident occurred at Ghojadanga in West Bengal’s North 24-Parganas district. The gold, being smuggled from Bangladesh to India, has been valued at Rs 1.2 crore. “Troops of the 102 Bn BSF, posted at the Ghojadanga Border Outpost, received intelligence inputs regarding an attempt to smuggle gold from across the border.

The alert jawans kept a close watch on cross-border movement and stopped a motorcyclist whose actions seemed suspicious at the BSF Check Post near the busy Ghojadanga Land Port,” said Nilotpal Kumar Pandey, DIG and spokesperson, South Bengal Frontier, BSF. He added that the motorcyclist resisted when the jawans attempted to search him. This was suspicious and he was taken to the Ghojadanga BOP, where the gold was found. He said that a gold brick was found strapped with adhesive tape to the back of the man’s shin. “There was also a piece of gold – apparently a part of another gold brick – in the man’s wallet. The total weight of the seized gold was 1.4 kg,” he said.

“The smuggler broke down during interrogation and claimed that he had suffered huge business losses. In desperation, he got in touch with an unidentified smuggler from the Lakshmidhari village in the Satkhira district of Bangladesh, who offered him a lucrative deal that involved gold smuggling. Gold smuggling from Bangladesh can be lucrative, given the exchange rate,” he said. He added that as the Bangladeshi Taka is weaker than the Indian Rupee, 1.4 kg 24-carat gold would have cost about Rs 1.03 crore in the neighbouring country. “In India, this illegal gold could be sold for Rs 1.2 crore. This is a profit of Rs 17 lakh. Unfortunately for smugglers, the BSF stands in the way to prevent this loss of revenue, in the form of duties, to the Indian exchequer,” the official added.

Those providing credible information will be adequately rewarded and the identities of all callers will be kept confidential,” the DIG said.
