Is sponsoring ticket fare for stranded migrant workers a good idea?

The lockdown announced on March 24 to contain the spread of the Wuhan virus left several migrant workers stranded across the country. However, going by the trends of mortality rate and case doubling rate, it can be said that the situation is gradually improving. In light of this, the central government decided to gradually ease the lockdown with the Ministry of Home Affairs (MHA) issuing guidelines for activities to be undertaken in red, orange and green zones. To facilitate the travel of stranded migrant workers who are asymptomatic and who want to reach home, the central government decided to ply the Shramik trains upon the request of the state governments. All was well until the Congress decided to play politics in times of a pandemic.

The two sides

Erstwhile Congress President Rahul Gandhi triggered a controversy by tweeting that the Indian Railways levied fare on migrant workers wanting to travel but gave Rs. 151 crores to PM CARES fund. Following this, incumbent Congress President Sonia Gandhi made an announcement that that every Pradesh Congress Committee would bear the cost of the rail fare of those travelling. The Congress handle on Twitter started working like a meme page, making ridiculous comparisons about loan write-offs to “BJP’s friends” and money being spent on Namastey Trump.

The BJP on the other hand, put a defensive saying that no fare was being collected from migrant workers and that the fare is being borne by the Indian Railways and state governments. BJP Spokesperson Sambit Patra responding to Rahul Gandhi’s tweet said that the MHA guideline clearly state that no tickets would be sold at any station and that the Railways has subsidized 85% of the fare with the remaining being borne by the respective state government. BJP MP Subramanian Swamy too tweeted that he spoke to Minister Piyush Goyal and that the migrant workers would travel free.

The True Picture

The MHA decided to run the special Shramik trains from May 1 (labour day) to move the migrant workers, students, and tourists stranded in different parts of the country. These trains would be plied at the request of the state governments. Only those who are found asymptomatic would be screened and allowed to travel with strict social distancing norms. On arrival, they would be screened at the destination again for symptoms. The ‘sending state’ government should arrange for the commute of passengers and provide them with food and water for the journey.

The fare for these trains includes the charge of sleeper class ticket, superfast charge of ₹30 and an additional ₹20. The Indian Railways on Monday clarified that the ‘sending states’ should pay for transporting the migrants and is up to them to decide for how to fund this cost. The government of the ‘sending state’ has the following options – the state government could bear the expenses or levy it on the passengers or ask the receiving state to share the expenses or charge it to a fund.

The baseless and needless move by Congress

What the Congress party should have done is to either ask for the burden sharing of cost with the receiving state or if it was a matter of ego, the respective state government could have borne the cost. Instead, it chose to do its ugly politics at the cost of innocent migrant workers. The Congress party asking for its Pradesh Congress Committee to pay for the travel of migrant workers could lead to chaos. It could trigger a wave of migrants to queue at railway stations. It looks like the intention of the Congress party is to increase the spread of the virus and blame the centre for mismanagement of the pandemic.

The Commune’s Take

Both the parties should put aside partisan politics and stand for what is rational and what is in the best interests of the nation. The non-NDA and NDA ruled states should arrive at a mechanism to share the cost of travelling.

The lockdown has helped in containing the spread of the deadly virus in a highly and densely populated country like ours. Thanks to its strict enforcement and the responsible behaviour of a majority of Indians, it has saved the country from overwhelming of its health infrastructure unlike the case of western countries which had failed to implement the lockdown in a serious manner. However, it is not time to be complacent. There seems to be no respite in states like Maharashtra, Gujarat, Delhi, Tamil Nadu, Rajasthan, Madhya Pradesh, Andhra Pradesh and Telangana where cases are being reported in double and triple digits every day.

It would be in the country’s best interest if the railway fare is levied on the passenger as it would cut down unnecessary movement of people. The last thing that this country needs is for the virus to spread in its villages.

BJP and Congress engage in war of words over train fare for migrant workers

The BJP on Monday came down heavily on the Congress for politicising the migrant travel issue saying that “facts are counterintuitive to emotions”. The opposition parties had alleged that the central government ignored the plight of migrant workers by charging them money for their travel back home in Shramik expresses. But, the BJP has refuted the allegations saying that the travel is being borne by Indian Railways and the respective state governments.

The issue snowballed into a big one after Congress President Sonia Gandhi announced that every Pradesh Congress Committee would bear the cost of the rail fare of those travelling. Mr. Rahul Gandhi also tweeted questioning the Railway’s move to charge fares from migrants but contributing Rs. 151 crores to the PM CARES fund.

However, several BJP leaders came out to clarify no migrant worker wanting to return home would be charged for the journey. BJP Spokesperson Sambit Patra tweeted in response to Rahul Gandhi’s tweet that the MHA guideline clearly state that no tickets would be sold at any station and that the Railways has subsidized 85% of the fare with the remaining being borne by the respective state government.

BJP’s Rajya Sabha MP tweeted “ Talked to Piyush Goyal office. The government will pay 85% and state governments 15%. Migrant labour will go free. Ministry will clarify with an official statement.”

How e-NAM has helped put food on the table amidst lockdown

Back in 2016 when e-NAM, an online portal for buying and selling agricultural produce was introduced by the Modi government, it was thought to be a wishful endeavour by some. As usual, our arm chair political commentators and experts either chose to stay mum on how farmers were slowly embracing technology and were getting benefitted out of it or they just harped on to the narrative about the digital divide in India. Yes, there were teething troubles initially as the states had to amend the APMC Act to allow for online auction of agricultural produce, create the necessary infrastructure and also issue a single license to trade in the whole state. But once, things started getting better, the people who claim to stand for farmer’s welfare chose to side-line it for reasons best known to them.

But the coming of the pandemic has brought the e-NAM to focus. When India went under lockdown, it was feared that there would be starvation at large scale. But thanks to e-NAM, it has enabled smooth flow of food from farm to the table.

What is the e-NAM?

e-NAM or e-National Agricultural Market is an online platform that connects agricultural mandis across India on which farmers can sell their produce for the best rate. It enables buyers across India to quote price and participate in trading at the local level. This has resulted in farmers having more choices and access to a larger market. The Small Farmers Agribusiness Consortium is the lead agency tasked with the integration of mandis across India.

What has it managed to do?

Making the usual suspects who despise this government for anything it does to scratch their heads, the portal has grown strong since its inception. It has connected 785 mandis across 17 states and union territories benefitting close to 1.7 crore farmers and 1.3 lakh traders. The biggest beneficiaries have been the states not ruled by the BJP. Of the southern states, Tamil Nadu has been the biggest beneficiary of eNAM with 50 mandis having moved their operations to eNAM. 33 mandis in Andhra Pradesh and 47 mandis in Telangana have been on-boarded to the e-NAM. Farmers of these regions are happy with the changes ushered in by e-NAM. With trade cartels getting curbed, there is now transparency in auction and immediate settlement of payment to the farmers.

e-NAM in times of lockdown

The online platform has helped in easing the challenges brought by the lockdown. Farmers were provided with a market to trade their produce at competitive prices without physically visiting the mandis. On April 2, the e-NAM platform launched three features – an FPO (Farmer Producer Organizations) module, warehouse based trading module and a module for logistics.

The FPO module has helped in decongesting the mandis by allowing the farmer producer organizations to upload their produce details from their collection centres instead of the mandis. This has also reduced the logistics costs for the farmer. The warehouse based trading module has provided relief to the rabi crop farmers by allowing them to directly trade their produce from select warehouses that were declared as markets by the states. The logistics module has helped the traders to find websites of registered logistic service providers and avail their services. There are more than 1.9 lakh transporters and over 7 lakh trucks available on eNAM now.

To put things in perspective, as of March end, a total of 33.9 million metric tonnes of produce worth 1 lakh crore was traded on eNAM platforms that involved 228 mandis across 12 states benefitting more than 11.8 million farmers.

How e-NAM is changing agribusiness space forever

e-NAM has proved to be a game-changer in agri-businesses and trade. It has fostered a competitive spirit among the traders and has ensured better returns to farmers. The pandemic and the ensuing lockdown opened the possibility for farmers to sell their produce at remunerative prices without physically visiting the mandis. e-NAM has unlocked the potential of the space and has digitally empowered farmers and small business for them to enter into a new age.

India tried to bring back Kulbhushan Jadhav through back channels, says Harish Salve

Senior advocate and former Solicitor General of India said that India tried to persuade Pakistan through back channels and bring back Kulbhushan Jadhav who was sentenced to death by a Pakistan Military Court in 2017 on charges of espionage and terrorism. Harish Salve was the lead counsel for India at the International Court of Justice (ICJ) in the Kulbhushan Jadhav case.

In an online lecture organized by Akhil Bharatiya Adhivakta Parishad, affiliated to the Rashtriya Swayamsevak Sangh, he said that India has been consistently nudging Pakistan about how they plan to go about with the ICJ judgement to which Pakistan has not yet given any satisfactory response. The ICJ in 2018 had ruled that Pakistan should review Kulbhushan Jadhav’s death sentence after a closed trial.

“We were hoping that they will let him go. They haven’t”, he said. He added that it has become a big ego problem in Pakistan. He mentioned that India had written 4-5 letters which Pakistan kept turning down. He said that India has now reached a point where it should decide whether to go back to ICJ for consequential directions as Pakistan has not responded positively. Mr Salve also said that Pakistan had granted consular access after the ICJ verdict but it was too late.

Mr. Salve also referred to the obscene language used by Pakistan at the ICJ. He said that he didn’t wish to stoop to such lows as Indian traditions did not allow him to behave such way and that he respected the ICJ’s forum. “By the time of the rejoinder argument, the Pakistan lawyer was apologetic for the language used”, he said.

Service providers in Chennai can now get back to work

Service providers like electricians, carpenters, plumbers, painters, domestic help and other home care providers can now apply for work passes issued by Greater Chennai Corporation.

Other shops that sell hardware, mobile phones, computer parts and electrical items can be open from 11 AM to 5 PM. However, beauty parlours and salons will continue to remain closed.

Shops that sell essential commodities like groceries, vegetables, fruits, etc can function from 6 AM to 5 PM. Though dine-in services at hotels will continue to remain ceased, they are permitted to deliver food parcels from 6 AM to 9 PM.

IT and ITES companies can now operate with 10% workforce with a minimum of 20 workers. Micro, small and medium enterprises can start operations with 33% workforce.

Five security forces martyred in Handwara encounter, Nation salutes

Colonel Ashutosh Sharma, Major Anuj Sood, Naik Rajesh Kumar, Lance Naik Dinesh Singh, and SI Sageer Ahmed Qazi made the supreme sacrifice while engaging in a gun battle against terrorists in Handwara, north of Kashmir. Two terrorists were neutralized in the encounter.

The soldiers, part of the 21 Rashtriya rifles, along with SI Qazi entered the house of a civilian to prevent a hostage attempt by the terrorists. The terrorists had used 11 civilians as human shields that included 5 women and children. They were found hiding in a home taking the civilians as hostage in a house. The security forces came under heavy firing as they tried to evacuate the civilians trapped.

Prime Minister Modi offered his tributes to the supreme sacrifice made by the soldiers. He tweeted that “their sacrifice will never be forgotten”. Defence Minister Rajnath Singh too offered his salute to the sacrifice made by the soldiers. “We will never forget their bravery and sacrifice”, he tweeted.

UP Chief Minister Yogi Adityanath announced 50 lakhs for the family of Colonel Ashutosh Sharma, a government job for one member of the family and a ‘Gaurav Dwaar’ (memorial gate) at his village.

Insurgent belonging to separatist group NSCN-K caught in Tinsukia, Assam

The Indian Army, on 30 April, took into its custody a member of the National Socialist Council of Nagaland – Khaplang (NSCN-K). Security forces apprehended the person near Ledo in Assam’s Tinsukia district during a joint operation by the Army and the Assam police.

Lt Col P Khongsai said in a statement that the person was caught in an operation by the joint team after receiving a specific input. According to the statement, the detained individual has been identified as Shante Limbu, son of Dor Bahadur Limbu. He is a resident of Phulbari, Jagun. A .22 pistol and live ammunition was also seized during the operation. The detained individual has been handed over to Tinsuika Police Station for further investigation, along with the weapon and ammunition.

The NSCN-K is a separatist Christian organisation that espouses Naga nationalism and has been active since the 1980s. Their main objective is to establish a separate and sovereign Naga state called “Nagalim”, comprising areas of north-east India and north-west Myanmar. The group is involved in militant operations in Manipur, Assam, Nagaland, Arunachal Pradesh and Myanmar’s Sagaing region. In November of 2015, the Indian government had designated the NSCN-K as a terrorist organisation under the Unlawful Activities (Prevention) Act.

Show-cause notice to IAS officer for tweet on “Tablighi Heroes” and “Godi Media”

The Karnataka government has issued a show-cause notice to IAS officer Mohammad Mohsin over his tweet praising attendees of the Tablighi Jamaat congregation at Delhi. The tweet lauded the recovered Tablighi members for donating their plasma for an experimental treatment. An IAS officer of the 1996 batch, Mr. Mohsin currently serves as a secretary in the Backward Class Welfare Department in Karnataka.

Mr. Mohsin had tweeted, “More than 300 Tablighi Heroes are donating their plasma to serve the country in New Delhi only. What about? #Godi Media? They will not show the works of humanity done by these heroes.” The tweet was later deleted.

“The adverse coverage this tweet has got in the media has been taken note of seriously by the government, given the serious nature of COVID-19 and the sensitivities involved,” the notice stated. The notice also seeks a written explanation from the officer within five days for breaching the All India Services Services (Conduct) Rules, 1968. Action would be taken against Mr. Mohsin as per the All India Services (Discipline and Appeal) Rules, 1969 if he fails to give a reply within the stipulated amount of time.

However, the bureaucrat is no stranger to trouble. Last year, the Election Commission had suspended him for trying to inspect PM Modi’s helicopter during the latter’s visit to Odisha. Mr. Mohsin had then been deployed as a poll observer during the Lok Sabha elections.

The tweet also contains the phrase “godi media”, which refers to media and media-persons believed to be pro-government and pro-Modi.

Here is how India has been putting up against the Wuhan virus

As India enters the next phase of lockdown from tomorrow, the country is leaving no stone unturned in its fight against the deadly virus. From announcing economic packages, to ramping up testing and thanking frontline warriors, here is look at some of the key numbers and measures:

  • About 70,000 – 75,000 tests are being conducted per day and the total samples tested has crossed 1 million
  • Mortality rate stands at 3.2%
  • Recovery rate has risen to 26.5% with 10632 patients discharged as of May 3
  • There are 130 districts in red zone, 284 in orange zone and 319 in green zone
  • More than 2 lakh PPE kits are being manufactured by close to 135 units
  • Aarogya Setu App launched by government has hit more than 50 million downloads which has been helpful in tracking COVID-19 cases
  • 430 flights have been operated under Lifeline Udan by Air India, Alliance Air, IAF and private carriers that has transported more than 795 tonnes of cargo comprising of medical kits and other essentials
  • Janaushadhi Kendras achieved a record sales turnover of 52 crore for the month of April
  • ₹17,793 crores has been released to 8.89 crore farmer families from March 24 to April 21
  • More than 33 crore people have received financial assistance of  ₹31,235 crore and 39.27 crore beneficiaries have received free ration of food grains as of April 23 under the Pradhan Mantri Garib Kalyan Yojana
  • To honour the services of frontliners like conservancy workers, doctors, nurses, policemen, farmers, etc., the Indian Armed Forces took to the air, land and sky and expressed solidarity in the fight against corona

Yet, this is not the time to be complacent.

 

 

Muslims in Kerala ask temple to stop chanting prayers through loudspeakers since it is Muslim majority area

Two Muslim youths in a bike came to the Krishnanda Ashram of Periyambalam in Thrissur district, Kerala and warned the devotees there to conduct the prayers (Naamajapa) without the mic since it is a Muslim majority area. The devotees were asked to conduct the Naamajapa without the mic or stop the prayers if it cannot be done.

The Krishnanda Ashram has registered a complaint regarding the issue with the Vadakkekad Police Station.

The complaint filed by Swami Sadhu Krishnanda Saraswathi, who is the General Secretary of the Ashram mentioned in his complaint that the village surrounding the Ashram is an area of religious harmony and that some people are trying to incite religious disharmony.

He mentioned in his complaint that the man who came refused to reveal his name and requested the police to take action.
