TN Governor gives assent to bill providing 7.5% reservation for state govt school students in medical seats

Tamil Nadu Governor Banwarilal Purohit on Friday (October 30) gave his assent to the Bill passed by the Tamil Nadu Assembly that provides for 7.5% reservation for students passing class 12 from state government schools.

The Bill titled “Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homeopathy on preferential basis to the students of Government Schools Bill 2020” was passed by the Tamil Nadu Assembly on September 15.

The quota will be implemented from the present academic year.

The move was taken following the submission of a report by the one man Commission under Justice P. Kalaiyarasan earlier in June 2020 that pointed out the socio-economic disparities between government and private school students.

Earlier, the Tamil Nadu government had passed an executive order that it will provide 7.5% reservation to government school students qualifying NEET for admissions to MBBS, BDS, BSMS, BAMS, and BHMS from the academic year 2020-21.

Tamil Nadu Chief Minister wrote “In order to protect social justice and the welfare of public school students, the government has announced to provide 7.5% reservation to the poor students who have cleared NEET and studied in government schools in Tamil Nadu to fulfill their medical dreams.”

DMK chief MK Stalin while thanking the Governor for giving assent to the bill added that it was because of the DMK’s ‘struggle’ and ‘pleas’ that the Governor gave his assent to the bill.

DMK gets a taste of its own medicine, #GoBackStalin trends in Twitter on Muthuramalinga Thevar Jayanthi

On a day when ‘Thevar Jayanthi’, Pasumpon Muthuramalinga Thevar’s birth anniversary, is being observed across Tamil Nadu, the DMK and its chief MK Stalin is facing resistance with #GoBackStalin trending number 2 in ‘Politics’ category on Twitter.

DMK and its IT cell which used to trend hashtags against Prime Minister Narendra Modi whenever he made a visit to Tamil Nadu are now getting a taste of their own medicine with #GoBackStalin trending.

While the Tamil mainstream media news channels like Puthiyathalaimurai, News 18 Tamil Nadu, News 7 Tamil, Thanthi TV make it a point carry news or have debates whenever the hashtags against the Prime Minister trended, there has been a deafening silence from them for #GoBackStalin trending nationwide. It is being said that journalists in Tamil Nadu are under tremendous pressure from DMK to not report about #GoBackStalin.

Mainstream English print media like The Hindu, The New Indian Express and digital portals like The News Minute too have been silent on the matter.

Since #GoBackStalin has been trending with #தேவர்ஜெயந்தி (Thevar Jayanthi in Tamil) , speculations have arisen if whether the Thevar community is going against the DMK.

Pasumpon Muthuramalinga Thevar who called ‘nation’ and ‘spirituality’ as his two eyes, was a nemesis of demagogue E.V. Ramaswamy and the secessionist Dravidian movement. However, after his passing away, the DMK and its allies make it a point to visit the statue to pay respects to the leader with an eye on the Thevar votebank, one of the powerful dominant communities in Tamil Nadu.

However, with #GoBackStalin trending on Thevar Jayanthi, it seems like the sentiment towards the DMK is not positive among the Thevar community.

Bineesh Kodiyeri, son of senior CPM leader Kodiyeri Balakrishnan arrested for links with drug peddler Mohammed Anoop

The embattled Pinarayi Vijayan-led CPM government which is already in trouble for its poor management of COVID-19 and gold smuggling case suffered another major embarrassment when the Enforcement Directorate (ED) on October 29 arrested Bineesh Kodiyeri, the younger son of senior Kerala Communist Party of India-Marxist (CPM) General Secretary Kodiyeri Balakrishnan, in connection with a narcotics case, reports Swarjya.

Bineesh Kodiyeri was already under the scanner of ED for his links with drug peddler Mohammed Anoop, who is a key accused in the Bengaluru drug case.

Kodiyeri on 9 September was grilled for over 11 hours by the ED with regards to the gold smuggling racket that has links to the Chief Minister Pinarayi Vijayan.

After the arrest of Mohammed Anoop, in connection with the drug trafficking racket in Bengaluru that involved Kannada and Malayalam actors, the involvement of Bineesh Kodiyeri started to emerge. During his interrogation conducted by the National Crime Bureau (NCB), Mohammed Anoop in a statement gave details of his close ties with Bineesh Kodiyeri.

NCB also checked phone records to confirm that Mohammed Anoop was in regular touch with Bineesh Kodiyeri. Mohammad was involved in buying and distributing synthetic drugs such as MDMA and selling it to college students at rave parties in Bangalore.

During his interrogation, Mohammed Anoop told the NCB that Kodiyeri had lent him money to acquire property on lease in Kammanahalli locality in Bengaluru five years ago.

Bineesh Kodiyeri is already in serious trouble for his involvement in the gold smuggling case which security experts consider it haveing serious national security issues. It was discovered that using diplomatic channels, 30 kg gold, worth Rs 14.82 crores was smuggled in a consignment camouflaged as diplomatic baggage.

However, the Customs in Thiruvananthapuram on July 5 busted this operation and at present Kodiyeri Balakrishnan’s elder son Bineesh, faces serious charges of financial fraud and cheating. He is also accused in a rape and cheating case filed in Mumbai by a former bar dancer in Dubai hailing from Maharashtra, alleging rape, cheating, and breach of trust.

For his mounting, trouble, a Mumbai court had ordered him to undergo a DNA test to prove the woman’s charge that he fathered her child. Manorama News in 2018, had reported that Binoy Kodiyeri faced accusations of cheating a Dubai-based travel agency of Rs 13 crore.

Loyola College Jesuit priests involved in sexual abuse crimes get plum positions, one of them is now principal of women’s college

Rev. Fr. G. Joseph Antony Samy S.J., former principal of Loyola College accused of shielding the main perpetrator and abetting sexual harassment against a woman professor has been appointed as the principal of a woman’s college.

Joseph Antony Samy has been appointed as the principal of St. Charles College of Arts and Science, Eraiyur, a women’s college located in Kallakurichi District.

Back in 2013, he had forced Josephine Jeyashanthi, a professor at the Tamil department in Loyola College, to withdraw her sexual harassment complaint against Prof. S. Antony Rajarajan (known as SA Rajarajan).

Joseph Antony Samy who had earlier delayed the setting up of the internal complaints committee to look into the sexual harassment charges on Antony Rajarajan, did not handover the report of the committee to the survivor – Josephine Jeyashanthi, as mandated by the Vishaka Guidelines and Sexual Harassment at Workplace Act. He had also resorted to criminal intimidation of the survivor.

This same person is now the principal of an all woman’s college.

When The Commune reached out to St. Charles College, the management initially refused to comment on the issue. However, a senior staff from the college who got back said “it happened in 2013, why bring it up now?” and added that they were not aware of Rev. Fr. Joseph Antony Samy S.J., being involved in sexual harassment case and that he was a ‘good man’.

The Commune investigations has also revealed that a report on Fr. Joseph Anthony Samy was submitted to the Jesuit Superior General Fr. Arturo Sosa at the Global Clergy Abuse summit which was held in Rome in 2019.

Another priest Rev. Fr. Albert Williams S.J., who was the Secretary of Loyola College when Josephine had complained of sexual harassment, has now been elevated as the Secretary of Loyola College, Vettavalam, belonging to the Jesuit Madurai Province. He also holds the position of Campus Treasurer in the same college.

He had terminated Josephine Jeyashanthi from her service after she lodged a complaint with the police against Antony Rajarajan. When Jeyashanthi had asked for the reason for her termination the then Secretary of Loyola College Albert Williams told her that this was a ‘Christian minority institution’ and that they don’t need to give anybody any reason.

While Albert Williams had submitted the punishment order (dated 3rd January 2014) to the court, stating that sexual harassment was made out by the internal complaints committee and that the college management imposed a punishment of ‘censure’ on Antony Rajarajan, both Albert Williams and Joseph Antony Samy in response to the Criminal Original Petition filed by Josephine Jeyashanthi wrote a letter (dated 10th March 2014) to the police that the ‘sexual harassment never happened’ and blamed Josephine saying that ‘she was trying to take revenge’.

In effect, both Joseph Antony Samy and Albert Williams had shielded the perpetrator while victimizing the victim.

Josephine, who is now in the process of slapping a criminal case against Albert Williams, Joseph Antony Samy and other members of the Loyola College management, said “Those who have been accomplices in sexually harassing a woman have now been decorated with senior positions and one of them is being appointed as the principal of a women’s college” adding that she wondered about the safety of the women students and staff in that college.

India, Nepal need to quickly resolve differences, bring positive transformation in ties: Experts

India and Nepal are two nations with one people and for this reason alone, both sides should work on resolving their differences, including the border row, through talks, and work towards a positive transformation in ties, leading experts from both the nations have said.

They were speaking at a webinar on ‘Nepal-India Strategic Convergence: Enriching the Partnership’ organised by Delhi-based think-tank Law and Society Alliance and Defence.Capital, a strategic affairs publication on Oct. 28 evening.

Leading the discussion, former Indian Army officer and Assam Rifles director general Lt Gen Shokin Chauhan said, “Nepal and India have a shared history, shared geography, shared culture, and shared water.”

Noting that military diplomacy has been the bedrock of bilateral ties, Chauhan said the Indian Army had helped reorganise the Nepali Army in the 1950s after Communist China’s Mao Zedong threatened Nepal’s sovereignty by calling it to be part of the five fingers of China that need to be reunited with the mainland.

“No matter which frame you are in, there is a feeling of oneness between armies of both the countries, with Nepal alone boasting of 128,000 military pensioners, making up a huge number among Nepal’s one million population,” the former defence attache in the Indian embassy in Nepal said.

Chauhan said the upcoming visit of Indian Army chief General Manoj Naravane to Nepal is much awaited, as it brings the focus on the military relationship between the two countries.

Talking about the “common destiny” of the two nations, Chauhan said Nepal needs to be sensitive to the security concerns of India and those concerns need to be addressed. “We (the two nations) need to stay together,” he concluded.

Dr. Minendra Rijal, a former Nepal minister and present-day member of Nepali federal parliament, said Nepal, though a smaller nation to both India and China, was well aware of the implications of its diplomatic decisions.

He acknowledged that India and Nepal do share “a special, deep, and profound relationship” and very few nations have such ties.

On Nepal’s perception of India’s economic growth, he said, “India’s population is 40 times higher than Nepal’s and its economy is a hundred times bigger than Nepal’s. The median age is much lower in India as compared to China. Hence in the next 20-25 years, India could become the biggest economy in the world. We are mindful of these facts.”

Dr Rijal said, “in the future, Nepal can certainly be an especially important partner for India. There is tremendous potential in the management of water resources by both countries. India can have a tremendous advantage from harnessing hydroelectricity in Nepal. The water deficiency of North India can be overcome by Nepali help.”

He said, “Regarding Lipulekh, Limpiyadhura, and Kalapani, we feel very strongly where our claims stand. The Issue has been recognised strongly over the past 20-25 years. Both sides shall sit down and decide on the merit of the case. This dimension should not prevent us from becoming more wiser to enhance the bilateral relationship.”

Former Nepali Army officer Maj Gen Binoj Basnyat said the recent visit by India’s R&AW chief and the upcoming visit of General Naravane are important developments in the bilateral relationship with Nepal.

“The visits signify a couple of things – the potential of military bonds; military diplomacy has been the backbone of our relationship; understanding of India’s security concerns; and China’s growing influence.”

Gen Basnyat pointed out that in geopolitics, a lot were happening, with the United States saying from time to time that the single greatest threat to the United Nations is coming from the Communist Party of China.

He said world politics is shifting to the Indo-Pacific, with most flashpoints being in and around China. “China’s political ambitions are making it more dependent on neighboring nations for strategic and transit needs. Nepal is no exception. India has become more important for regional and global players.”

The former Nepali Army officer said no nation can change its geography and cultural unity with its neighbourhood. “We are old friends but in new situations. We need to sit down together to ensure that people from two countries shall enjoy good ties in the times to come,” he concluded.

Seshadri Chari, secretary general of Forum for Integrated National Security, called for a revisit of the 1950 bilateral treaty and recommended that if both the countries think that if they need to totally revamp it or have a new one, then it should be doable.

Chari, a political and strategic affairs expert, said the border disputes that one sees today in South Asia are a colonial hangover and a legacy that the British left behind when they quit India.

“The lines drawn in a closed room 100 years back are impacting us so much even today. Why have we been carrying the past on our heads so much?”

He said at a time when India and China were at loggerheads at the border, the timing of the Nepali moves on its border with India was a matter of security for India.

Chari urged Nepali political leaders to keep in mind India’s national security considerations with regard to China, with which both India and Nepal did not have a common border in 1947.

“If some villages in Nepal have been taken over by China, then India will have to look at it with serious concern and take a strong stand against this. India cannot sit idle on its security considerations, just because there is a communist government in Nepal.”

Talking about the strong bond between India and Nepal, Chari said, “we want Nepal’s political and economic independence and sovereignty. We don’t want the status of Nepal to diminish at any cost, whatever any country might try.”

Love pours in for Thiruparankundram police inspector, public demand withdrawal of her transfer

The public and traders in Thiruparankundram have put up a poster demanding the cancellation of the police inspector Madanakala’s transfer. “Law and order have been guarded with humanity since the inspector was hired at the Thiruparankundram police station. Her transfer should be cancelled,” read the posters that the public has posted in areas including Thiruparankundram, police station and market and appealed to the Metropolitan Police.

Madanakala works as a police inspector at the Thiruparankundram police station in Madurai. She raised awareness among market traders and the general public during the Corona period and fed the starving monkeys in the foothills of Thiruparankundram during the curfew.

She had taken the commendable initiative of collecting vegetables, fruits etc from local shops and carried them to the monkeys’ habitat on the hill. She had obtained permission from her department’s higher authorities and came to the rescue of these poor creatures struggling and starving in this hot temperature, curfew, lockdown and restrictions due to Corona.

She also worked diligently and solved the problems of the public. She had donned the role of an effective teacher communicator to explain in simple language about COVID19, how it spreads and what to do for its prevention. Due to these reasons, the public in Thiruparankundram had been greatly impressed and demanded the police department to withdraw her transfer and retain her.

M Sivasankar, the former Principal Secretary to Chief Minister Pinarayi Vijayan, and one of the primary accused in the diplomatic gold smuggling case was arrested by the Enforcement Directorate on Wednesday.

Earlier in the day, his anticipatory bail in connection with probes by ED and Customs against him was rejected by the Kerala High Court.

Sivasankar has been arrested by the ED for his involvement in the gold smuggling racket along with Swapna Suresh. He has been alleged to have helped Swapna by means of his chartered accountant.

Union Minister and BJP leader V Muraleedharan said that M Shivashankar’s arrest proves CM Pinarayi Vijayan’s involvement in the scam.

Leader of Opposition in Kerala Assembly and Congress leader Ramesh Chennithala said that the Chief Minister’s Office is being ruled by mafias and that Sivasankaran is the first IAS officer in Kerala to be taken into custody by central agencies. “The Chief Minister who shames Kerala has no right to continue in that position.”, Mr. Chennithala said.

The gold smuggling scam came to light after the diplomatic cargo consignment containing 30kg of smuggled gold from UAE was seized by the Customs. While the accused Swapna Suresh, Sandip and Sarith Nair had been already arrested, there were ongoing investigations to nab the kingpins, one of them being M Sivasankar.

Sivasannkar has been arrested under Section 19 of Prevention of Money Laundering Act (PMLA).
