Joseph Vijay Creates ‘Special Post’ For Jana Nayagan Producer On Taxpayer Money

Barely months after producing Chief Minister C. Joseph Vijay’s final film Jana Nayagan and after being seen alongside Vijay during key post-election meetings with the Governor, KVN Productions head K. Venkat Narayana has now been appointed as Tamil Nadu’s Special Representative in New Delhi, a taxpayer-funded government post, raising serious questions over political patronage and conflict of interest.

The appointment, notified through Government Order (Ms.) No. 390 issued by the Public (Special-A) Department on 23 June 2026, sanctions the creation of a temporary post of Special Representative to the Government of Tamil Nadu at New Delhi for a period of one year.

The order appoints K. Venkat Narayana to the newly created position with effect from the date he assumes office. It further states that the terms and conditions governing his appointment will be issued separately.

The office, its establishment and associated expenditure will be borne by the Tamil Nadu government, making it a taxpayer-funded appointment.

From Producing Vijay’s Final Film To Representing Tamil Nadu In Delhi

What has drawn attention is not merely the appointment itself but the identity of the appointee.

Venkat Narayana is not a career civil servant, diplomat or constitutional expert. He is the producer of Jana Nayagan, Chief Minister Vijay’s much-publicised final film before entering electoral politics. Narayana previously served as CEO of Prestige Group and later expanded into film production, financing, and distribution, making him a major business associate of Vijay through cinema rather than through party organisation.

The appointment has inevitably raised questions about whether a recent commercial associate of the Chief Minister should be entrusted with a government office funded by public money.

While governments are empowered to appoint Special Representatives, such appointments are generally expected to withstand scrutiny on the touchstones of transparency, merit and institutional propriety.

A Newly Created Post

The government order reveals that the post itself has been created specifically for this purpose and will initially exist for one year.

However, the notification does not spell out why a new post was considered necessary, what qualifications weighed in Venkat Narayana’s favour, or what experience he brings in matters involving Centre-State coordination, public administration or governmental affairs.

Nor does the order explain why the government chose the producer of the Chief Minister’s film over retired civil servants, policy experts, former diplomats or other professionals with administrative experience.

Optics Of Patronage

The appointment is likely to fuel criticism over the optics of political patronage.

In any democratic government, appointments involving individuals who have had recent commercial dealings with the political executive are bound to invite questions regarding institutional independence and conflict of interest—even where no legal violation is alleged.

The issue is not merely whether the appointment is legally permissible, but whether it meets the higher standards of public accountability expected when taxpayer-funded offices are filled.

The optics become even more significant because Jana Nayagan was not just another commercial venture but Vijay’s farewell film before assuming office as Chief Minister, making Venkat Narayana one of his closest recent business associates.

Not The First Controversial Appointment

This is the third person from his inner circle that Joseph Vijay is appointing on a tax-payer funded role. Earlier the OSD appointment was taken back after public backlash.

Joseph Vijay went on to appoint Andhra businessman Vishnu Reddy as advisor.
