Nikita Tomar

In a new development in the murder of 21-year-old girl Nikita Tomar who was shot dead in Ballabhgarh by a man named Tauseef, her family is now claiming that the main accused Tauseef’s mother was also pressurising Nikita to convert to Islam, the Times of  India has reported.

It has been revealed that Nikita who was a class topper and a bright student wanted to join the military. However, in the last two years, Tauseef kept hounding her and the victim had filed a molestation complaint against Touseef.

Touseef enjoyed very strong political cover provided as he is related to Congress MLA from Nuh, Aftab Alam.

It was reported that Tauseef would repeatedly keep calling Nikita in the last few weeks and pressurising her to convert to Islam and marry him despite many refusals.

Nikita who was a final year B.com student had also received several calls from Tauseef’s mother, who had put pressure on her to convert and marry her son.

As per the family, in 2018, Tauseef had kidnapped Nikita, but the family was forced to withdraw the case upon coming to know of the family’s considerable political influence in the area.

Even after a forced compromise was agreed upon the accused kept calling her and demanded that she convert. As per reports, Nikita had blocked his number when he kept on calling her. However, after all his attempts had failed, he shot her dead.

The stray dogs menace at IIT-Madras: Deers in campus dying due to stray dogs fed by ‘dog-lovers’

The deers inside the lush green forests of IIT-Madras faces an existential threat. Over the years, several deers have been found dead in the IIT Madras campus. In 2017, the Tamil Nadu Forest Department in response to a petition filed at the National Green Tribunal mentioned that 50 deers and blackbucks were killed by speeding vehicles, 50 died eating plastics and a whopping 291 were hunted down by stray dogs. While concerns have been raised in the past about the growing population of stray dogs and the threat they pose to the wildlife in the forest, very little heed has been paid to curb the menace.

The IIT-Madras campus is situated inside the Guindy Reserve Forest area which is home to spotted deer, blackbucks, macaques, and several other species. As per the ‘Rapid Assessment of Biodiversity’ study, there are around 432 species of flora and fauna that includes 12 species of mammals, 51 species of birds.

However, there has been a huge increase in the stray dog population inside the campus, thanks to the ‘dog lovers’ within the campus, which is now threatening these wildlife species. It is said that currently the IIT-Madras campus has 170 stray dogs.

These dogs, like their wolf cousins, form packs at night and attack the spotted deers and blackbucks. With their strong sense of smell, they hunt down pregnant deer and fawns thereby leading to a drastic decrease in their count.

Here is a list of some of the brutal attacks by stray dogs and deers and blackbucks. (Warning: Link contains disturbing images of dead animals).

In December 2018, stray dogs killed 2 deers within two weeks, of which one of them was a blackbuck, an endangered species. In a report by DT Next, a lab technician working at the institution was quoted saying that the number of deers succumbing to attacks by stray dogs have been on the rise and alleged that even if the IIT-Madras management tried to take protective measures, ‘dog-loving groups’ come and take counter measures.

The Tamil Nadu government while submitting its counter affidavit to a petition filed at the National Green Tribunal (NGT) stated that the IIT-Madras administration and the Greater Chennai Corporation should take action to prevent stray dogs from entering the premises and that the attack on the blackbucks from stray dogs needs to be prevented.

The Forest Department submitted to the NGT that generation of solid wastes and presence of stray dogs affected the free ranging wildlife in the campus. It stated that improper disposal of garbage in the campus attracted large number of stray dogs posing a great threat to the blackbucks and deers making them live in perpetual fear.  It went on to add that all existing dog population must be removed and households keeping pet dogs should be brought under regulatory provisions.

These submissions can be found in the NGT order released in September 2020.

However, any attempt to remove the stray dogs and bring in regulations to protect the endangered species is being obstructed by ‘dog-lover’ groups in the campus. Contradicting the recommendations made by the Tamil Nadu government and the Forest Department, which was also reiterated by the NGT, the Chennai Wildlife Warden CH Padma who is also part of the committee constituted by the NGT has increased the number of feeding centres inside the campus for stray dogs after pressure from these groups. Earlier, the Estate Manager of IIT-Madras restricted the stray dog feeding centres to five. This has now been increased to 14 by the Chennai Wildlife Warden along with permitting feeding of home-cooked food.

To curb this move that could further inflict damage on the campus wildlife, the IIT-Madras administration has decided to impose fines and take penal action against those feeding stray dogs beyond the designated area and time. Apart from imposing fines, the administration has also decided to take penal action like cancellation of dog feeder cards and cancelling of hostel/quarters accommodation. This is now being opposed by the ‘dog-loving’ groups saying that the administration’s move is tantamount to ‘harassment’ and even ‘abetment to suicide’.

The IIT-Madras administration is also being pressurized by the Animal Welfare Board of India which recently issued a notice for ‘illegal catching and relocation/impounding of stray dogs’ in the campus stating that relocation of stray dogs outside the campus is a violation of Animal Birth Control (Dogs) Rules 2001. The notice was issued based on a complaint made by one Tryphena Dudley, an alumnus of the college who had alleged that dogs are being impounded in a concealed area in the campus and that those dogs which are taken for sterilisation are not being returned back.

IIT-Madras had engaged Karunya Trust for neutering the dogs and relocating some of them to places outside the campus.

In its notice, the AWBI asked IIT-Madras to ensure that no one is prevented from feeding or caring for dogs and cats and also ensuring that they are not relocated.

Speaking to The Commune, S Muralidharan, a Chennai based animal activist said that it is outrageous that a reserve forest is being used as a feeding and breeding ground for stray dogs. “We all love dogs and there are a plenty of them on the streets. But to bring them into a reserve forest, feed them mindlessly which later goes on to kill native wildlife in the forest is just ridiculous”. Mr. Muralidharan said.

He said that the argument of dogs being territorial animals and that their relocation would cause them harm is just humbug as most of the dogs are relocated from elsewhere into the campus by ‘dog-lovers’.

He also called the latest move of the Chennai Wildlife Warden to increase feeding centres for stray dogs inside the campus as ‘appalling’.

“Earlier they tried to transport some of the deers of the IIT-Madras to a forest in Tamil Nadu. Almost all of them died midway of cardiac arrest. Deers are very sensitive animals.”, he said.

He said that AWBI under the influence of BJP MP Maneka Gandhi is working hand-in-glove with the ‘dog-lover’ groups and organizations like Blue Cross to fill Indian streets full of diseased stray dogs so that they can invite multinational pharma companies for selling rabies vaccines and other medicines.

“If anyone wants to love and care for stray dogs, let them adopt one and raise it safely in their homes. A reserve forest is no place for stray dogs”, Mr. Murali said.

Tamil Nadu Congress Committee spokesperson Mr. Americai V Narayanan has called for the implementation of the NGT order and relocation of the stray dogs from IIT-Madras to save the deers.

The Indu Makkal Katchi too has called for the relocation of stray dogs in the campus.

Volunteers of the wildlife club at IIT-Madras note that periodic relocation of stray dogs that used to happen till 2014 had helped the blackbuck population thrive in the campus. They say that periodic relocation and stopping the entry of new dogs into the campus is necessary for the well-being of the wildlife species like deers and blackbucks.

Stray dogs which are a human dependent species are being brought in by ‘dog-lovers’ and allowed to increase in population which is now infringing upon the right to life of other native wildlife species. While there are enough safeguards to stop cruelty to dogs, a misplaced sense of animal activism is now threatening the wildlife within the campus.

Charlie Hebdo’s latest caricature of Erdogan sparks Turkish outrage

Coming amidst the spat between France and Turkey following the beheading of the French school teacher Samuel Paty by an Islamist inspired by ISIS, the French satirical magazine Charle Hebdo has published another controversial caricature of Turkish President Recep Tayyip Erdogan.

This brutal caricature of the Turkish ruler that was published over a front-page in its latest edition comes after Erdogan questioned the mental health of Macron for insulting Muslims and Islam.

The front-page caricature of Wednesday’s (October 28) edition of Charlie Hebdo scathingly shows Erdogan in a t-shirt and underpants, drinking a can of beer (alcohol is forbidden in Islam) and lifting up the hijab of a woman to reveal her naked bottom.

The caption translated from French Reads, “Ooh, the prophet!” the character says in a speech bubble, while the title proclaims “Erdogan: in private, he’s very funny”.

https://twitter.com/Charlie_Hebdo_/status/1321134572105572352

Immediately Erdogan’s top press aide, Fahrettin Altun sent out a tweet, “We condemn this most disgusting effort by this publication to spread its cultural racism and hatred,”.

In another tweet sent by Altun, he said, “French President Macron’s anti-Muslim agenda is bearing fruit! Charlie Hebdo just published a series of so-called cartoons full of despicable images purportedly of our President.”

This has triggered a wave of protest by Ummah, the solidarity among the whole community of Muslims bound together by ties of religion. In light of this, France has cautioned its citizens living in or traveling to Islamic countries to be careful and take additional safety measures, Reuters reported.

There has been an exchange of barbs between the French President and the Turkish President after the brutal beheading of French schoolteacher Samuel Paty by a suspected Islamist who had apparently been irked by the teacher’s portrayal of Prophet Mohammad.

The Turkish President in a televised speech said that Muslims were now “subjected to a lynch campaign similar to that against Jews in Europe before World War II and European leaders should tell the French president to stop his hate campaign”.

Macron said that the teacher, Samuel Paty, was killed because Islamists wanted France’s future and that France would not give up the right to freedom of expression. He also pledged to fight against “Islamist separatism” that threatened Muslim communities around France.

A few days ago, the cartoons of Mohammed that were published in Charlie Hebdo was projected on the wall of a government building in France much to the anger of Muslims around the world.

In 2015, two brothers, Muslim jihadists who were inspired by the ISIS attack killed 12 people dead, including some of its most famed cartoonists who worked for the publication.

The relationship between France and Turkey has also taken a geopolitical turn to the worst due to the ongoing Greek-Turkish maritime dispute and also the conflict between Armenia and Azerbaijan.

The French foreign ministry has issued a safety instruction for citizens of France in Indonesia, Bangladesh, Iraq and Mauritania and in an official statement have said, “It is recommended to exercise the greatest vigilance, especially while travelling, and in places that are frequented by tourists or expatriate communities,”.

In another development, Pakistan decided to recall its ambassador from Paris, however, it turned out that Islamabad had never sent its envoy in the first place. Erdogan who is now very popular in Pakistan has urged Turks and fellow Muslims to boycott French products amid a wave of anti-France protests in Muslim-majority countries.

Pakistan’s Prime Minister Imran Khan sent out a tweet in which he said, “Hallmark of a leader is he unites human beings, as Mandela did, rather than dividing them.” Khan went on to accuse Macron that he encourages “Islamophobia by attacking Islam rather than the terrorists who carry out violence”.

16 more Rafale 4.5 gen fighters to arrive in India by April 2021

The Indian Air Force (IAF), is all set to receive 16 more 4.5 generation Rafale fighters by the end of April 2021, reported by Swarajya.

The IAF already has five Rafale fighter jets which were recently inducted into the No.17 Squadron (Golden Arrows) at a formal ceremony in Ambala in the presence of the Indian and the French defense ministers.

As per reports, three of the fighter aircraft will arrive in India on 5 November bolstering the strength of the current squadron.

In another development, unlike the last time when the Rafale fighters had to make a stopover in the UAE, these three fighters will fly to India directly from the Dassault Aviation assembly plant in Bordeaux-Merignac facility in southwest France to India refueled mid-air all the way.

India will receive three more Rafale fighters in January 2021, three in March, and seven in April, the news report says.

The IAF has already been flying the Rafales with its advanced onboard weapons systems on ‘familiarization’ sorties. The arrival of these fighters could not have come at a more crucial time as India is facing an aggressive and belligerent China at the Line of Actual Control (LAC).

With the timely arrival of 16 more fighters by April, the Golden Arrows squadron will get all of its 18 fighters. The IAF plans to place at least three fighters for the eastern front and they will be based at the Hasimara Airbase in West Bengal.

Supreme Court rejects Tamil Nadu’s plea seeking 50% seats for OBCs in AIQ seats of state-run colleges

"Let The Past Not Haunt The Future": Supreme Court To Hear Challenges To Places Of Worship Act supreme court allahabad high court panchayat recount vantara waqf amendment posh babri masjid facebook post

The Supreme Court of India has rejected the plea seeking 50% reservation for OBCs under the All India Quota in medical seats in the state for undergraduate, postgraduate and dental courses for the academic year 2020-2021.

The Tamil Nadu government had challenged the Madras High Court judgement which scrapped OBC reservation under All India Quota (AIQ) in non-central institutes.

The High Court had said that there is no direct rule which stated that the OBC reservation should be implemented in state surrendered AIQ seats of the UG/PG medical courses in the state-run medical colleges within Tamil Nadu, subject to any further directions or orders of the apex court.

It had disagreed with the contention of the Medical Council of India that permitting reservation in AIQ seats would compromise merit and said that the argument gets diluted as NEET examinations are now clearly designed to allow only such candidates to be admitted, who secure a minimum merit.

The petition at the Supreme Court had been filed by the Tamil Nadu government led by AIADMK along with other regional parties.

An apex court bench comprising Justices L Nageswara Rao, Hemant Gupta and Ajay Rastogi rejected the petition, since the COVID pandemic has caused the current academic year to be pushed to a great extent.

The panel argued that the OBC community has been compensated under various provisions in the constitution. However, political parties in Tamil Nadu claim that over 10,000 students have been affected in the State in view of the 50 per cent OBC reservation not being implemented in the State.

As per a legislation passed in the Tamil Nadu Assembly in 1994, 26.5% of seats in educational institutions is reserved for Backward Classes, 3.5% for Backward Muslim castes, 20% for OBCs defined as Most Backward Castes, 15% to Scheduled Castes, 3% to a sub-community of Scheduled Castes and 1% to Scheduled Tribes.

India lists 18 Pakistan-based individuals as terrorists under UAPA

On Tuesday (27 October), the Centre declared eighteen Pakistan-based individuals as designated terrorists, under the provisions of the Unlawful Activities (Prevention) Act (UAPA).

The 18 individuals designated as terrorists include Pakistan-based Lashkar-e-Taiba’s (LeT) top commanders Sajid Mir alias Sajid Majeed and Yusuf Muzammil (both accused in the 26/11 Mumbai terror attack); Abdur Rehman Makki, brother-in-law of LeT Chief Hafiz Saeed; Hizbul Mujahideen Chief Syed Salahudeen.

In 2019, the Narendra Modi-led Central government had amended the UAPA to include the provision of designating an individual as a terrorist. This amendment now gives security agencies more flexibility because the earlier law only allowed organisations to be designated as terrorist organizations.

By having the power to designate an individual as a terrorist, that individual even if they change terror organisation will still be targeted.

The Ministry of Home Affairs has now designated 18 more individuals as terrorists and have included their names in the fourth schedule of the amended UAPA.

Others who have been added to the lists are Pakistan-based associates of Dawood Ibrahim including Chhota Shakeel, Shahid Shaikh and Javed Chikna; and Riyaz Bhatkal and Iqbal Bhatkal, founder members of the proscribed terror outfit Indian Mujahideen, Shahid Mehmood, Abu Sufiyan, Yusuf Azhar, Shahid Latif, Saifullah Khalid, Zaffar Hussain Bhat, Mohammad Anis Shaikh, Tiger Memon and Abdul Rauf Asghar.

Saudi Arabia tells Pakistan to observe “Kashmir Black Day” as low key affair within the embassy

Saudi Arabia has asked the Pakistani embassy in Riyadh to keep its “Kashmir Black Day” event a low key affair on October 26, reported The Print.

The Saudi kingdom which has in the last few years have grown closer to India, told the Pakistan embassy all programs and talks must be done strictly within the premises of the embassy.

Saudi Arabia where many Indians live and work did not want to “create issues” for the Indian ex-pat community living in the Kingdom.

The bilateral relations between India and the Kingdom of Saudi Arabia are at its best. The Saudis have made it clear to Pakistan many times that it will not raise the issue of Kashmir nor it will meddle into India’s internal affairs on subjects like the abrogation of Article 370 and the bifurcation of Jammu and Kashmir into two separate union Territories (UTs) despite Pakistan’s efforts at the highest level.

On the other hand, the relationship between Saudi Arabia and Pakistan has not been on good terms lately as Pakistan along with its new obsession, Turkey, and Malaysia tried to form a rival Islamic block that the oil-rich kingdom saw as a direct challenge to its leadership among all Muslim nations.

After Narendra Modi became Prime Minister of India, the India-Saudi Arabia relations have strengthened, much to the dismay of Pakistan.

As a result, Saudi Arabia refused to convene a foreign ministers’ meeting on Kashmir. The Imran Khan government had earlier ruined the Saudi-Pakistan relationship further by threatening to split the OIC over the issue.

The threat irked MBS so much that he rebuffed General Qamar Javed Bajwa who had visited Saudi Arabia earlier in August to mend the differences.

The MHA notified what it calls UT of Jammu and Kashmir Reorganisation (Adaptation of Central Laws) Third Order, 2020 enabling any Indian to buy land in the Union Territory (UT) of Jammu & Kashmir. This order comes into force with immediate effect.

“With immediate effect, the Acts mentioned in the Schedule to this Order shall, until repealed or amended by a competent Legislature or other competent authority, have effect, subject to the adaptations and modifications directed by the said Schedule, or if it is so directed, shall stand repealed,” read the order.

This move comes at a time when Pakistan is observing “Kashmir Black Day”. Former Chief Minister of Jammu and Kashmir and scion of Abdulla family Omar Abdulla took to social media to express his disappointment with the Centre’s move.

Senior journalist Aarti Tikoo Singh congratulated Prime Minister Modi and Home Minister Amit Shah and said, “Thank you for opening up Jammu & Kashmir and Ladakh to the rest of India.”

The incident reportedly took place on Monday (26 October). Nikita who was rushed to the hospital, was declared dead by the doctors.

As per ACP Ballabgarh Jaiveer Rathi, the accused Taufeeq hails from Sohna, one of the townships in the state of Haryana and that this was not an isolated incident.  Nikita’s family members had filed a molestation and harassment complaint against Taufeeq a few months ago.

“One of the accused identified as Taufeeq hailing from Sohna was known to the victim and a complaint against him had been lodged by the victim’s kin a few months ago for harassment and molestation but a compromise had been reached”, Rathi has been quoted as saying.

As per reports, Taufeeq was Nikita’s classmate till high school and had been pressurising her to become his friend and had allegedly kidnapped her in 2018, but a compromise was reached between the two parties.

(This report has been edited after a reader pointed out that some of the facts mentioned in the report earlier was that of an incident that happened coincidentally in the same area to another girl. We express our deepest regrets to the family and friends of Nikita and pay our condolences to the departed soul.)
