Tharkuri Vijay Kazhagam For A Reason: TVK's CTR Addresses Security Letter To Former Home Secretary & Present-Day Manipur Governor

In what has become an embarrassing symbol of the Tamilaga Vettri Kazhagam’s (TVK) political inexperience, the party on 1 April 2026 dispatched a formal letter to the Union Home Ministry on official TVK letterhead, signed by party functionary CTR Nirmal Kumar on behalf of TVK President Vijay, raising concerns about security lapses during the actor-politician’s election campaign. The letter, which has since gone viral on social media, contains a glaring factual error: it is addressed to Ajay Kumar Bhalla as “Home Secretary, Ministry of Home Affairs” – a position Bhalla vacated over 19 months ago.

Dated 01.04.2026 and signed by TVK functionary CTR Nirmal Kumar on Vijay’s official letterhead, the letter is addressed jointly to Home Minister Amit Shah and “Home Secretary Ajay Kumar Bhalla.”

It raises concerns about “serious and alarming lapses” in the security arrangements provided to Vijay, a ‘Y’ Category protectee under the Union Home Ministry, during his election campaign in Perambur on 30 March 2026, conducted after obtaining all necessary permissions from election authorities.

The Blunder: Ajay Bhalla Has Not Been Home Secretary Since August 2024

Here is the fact that has set social media ablaze: Ajay Kumar Bhalla ceased to be Home Secretary on 22 August 2024, more than 19 months before this letter was written. Govind Mohan, a 1989-batch IAS officer of the Sikkim cadre, has been the Union Home Secretary since 23 August 2024, with his tenure recently extended until 22 August 2026 by the Appointments Committee of the Cabinet.

As for Ajay Kumar Bhalla, he was appointed Governor of Manipur on 24 December 2024 and was sworn in on 3 January 2025 at Raj Bhavan in Imphal. He has also served as additional charge Governor of Nagaland from August 2025 to March 2026. He is, at the time of this letter’s writing, a constitutional head of a state, not a government official at the Home Ministry.

The current Home Secretary’s name is publicly listed on the official MHA website at mha.gov.in. A 10-second check on the Ministry’s own webpage would have revealed Govind Mohan’s name and appointment date. This was not an arcane bureaucratic detail – it is the name of one of the most powerful civil servants in India, currently serving in an active role.

TVK is writing to a man who has been sitting in Raj Bhavan, Imphal for over 14 months, addressing him as though he still handles files at North Block. That is why TVK is Tharkuri Vijay Kazhagam for a reason.
