Some North Korea's Trash Balloons Equipped With GPS Transmitters: South Korean Military

South Korea‘s military said on Sunday that some of the balloons floated by North Korea to dump trash across the country have been equipped with GPS transmitters.

According to South Korea’s Joint Chiefs of Staff, GPS transmitters were found in some of the North Korean balloons, and Yonhap news agency reported that Pyongyang may be using them to investigate the balloons’ flight data.

A South Korean official said the military is “tracking North Korea’s possible development of balloon flotation technology and preparing for contingencies.” According to the South Korean military, North Korea has sent about 6,000 trash balloons to South Korea so far this year.

According to the Joint Chiefs of Staff, North Korea is estimated to have spent 600 million won ($444,148) on the balloon campaign.

Centre Directs Ola To Let Consumers Choose Preferred Refund Mode As Complaints Rise

The government on Sunday directed Bhavish Aggarwal-run Ola to implement a mechanism allowing consumers to choose their preferred method of refund, and to provide consumers with a bill or receipt or invoice for all auto rides booked through its platform.

The Central Consumer Protection Authority (CCPA) directed the ride-hailing platform to develop a mechanism providing choices to consumers regarding refund mode — either directly to their bank account or via coupon — during the grievance redressal process.

As per information on the National Consumer Helpline (NCH), 2,061 complaints have been registered against Ola from January 1, 2024, till October 9.

The top categories of complaints included higher fares charged from consumers than what was shown at the time of booking the ride; non-refund of the amount to the consumer; driver asking for extra cash and driver not reaching the correct location or dropping at an incorrect location.

The regulator observed that whenever a consumer raised any grievance on the Ola app, as part of its no-question-asked refund policy, Ola only provided a coupon code which could be used for the next ride without providing a clear choice to the consumer to opt between a bank account refund or a coupon.

“This violates consumer rights and the no-question-asked refund policy cannot mean that the company incentivises people to simply use this facility for taking another ride,” said the CCPA Chief Commissioner Nidhi Khare.

According to the regulator, if a consumer attempts to access an invoice for Auto rides booked on Ola, the app shows the message ‘Customer invoice for Auto rides will not be provided due to changes in Ola’s auto service T&Cs’.

It was observed that not issuing a bill or invoice or receipt for the goods sold or services rendered constitutes an “unfair trade practice” under the Consumer Protection Act, 2019.

CCPA’s intervention has led to some consumer-centric changes in the Ola app like the name, phone number and e-mail of the grievance officer and nodal officer are mentioned in the support section of the website. The cancellation fee amount is now clearly mentioned on the ride-booking page.

Meanwhile, Ola Electric has received a show-cause notice from the CCPA over poor conditions at its service centres and rising complaints regarding its electric two-wheeler, asking the company to reply within a timeline of 15 days.

As the end credits roll to this heart-wrenching song, “Padhavathi,” masterfully composed by Santhosh Narayanan, the camera lingers on the protagonist’s mother. In that moment, you can’t help but think about the emotional turmoil Mari Selvaraj’s own mother must have endured in real life.

No mother should ever face such a tragedy.“, I thought to myself.

Vaazhai is based on a true story and a slice of Mari Selvaraj’s early childhood. Through the eyes of a young boy named Sivanaindhan (a brilliant Ponvel who deserves a national award), Selvaraj takes us on a deeply personal journey, sharing his early experiences and giving us a window into his thoughts and memories. He spends his days engaging in typical childhood play with his best friend Sekar, bickering over Kamal and Rajini.

On weekends, however, his life shifts to the livelihood his entire village is dependent on: lugging bananas from the fields and loading them on to trucks bound for the market. The burden of carrying heavy loads on his head proves to be physically demanding and is superbly portrayed through the song “Oru Oorula Raja”.

While kids usually of his age long for weekends and long holidays after an exam, Sivanaindhan dreads them. His only solace in life is Poonkodi, the social science teacher at his school for whom he develops a liking. These portions come across as harmless and light-hearted. The complex platonic relationship is handled with dignity without making it sexual. Mari lays bare the hardships faced by students from disadvantaged communities with nuance, never forcing it on the audience. You don’t have a villainy teacher from a dominant caste who despises the very presence of kids like Sivanaindhan and Sekar. Had it been a Pa. Ranjith or TJ Gnanavel film, they would’ve forcefully inserted an exaggerated scene with a dominant caste teacher peeling the skin of Sivanaindhan to trigger audience reaction. But Mari is different. There are no deliberate caste-markings shown to identify a particular caste. The caste-based discrimination that happens are shown more realistically and without evoking feelings of hatred among viewers.

Despite demonstrating academic potential, Sivanaidhan struggles to avoid his work obligations, as his strict mother insists he assists in the fields. That’s because following the tragic loss of his father, a dedicated communist, years ago, Sivanaidhan’s mother must manage the household and care for him and his elder sister, Vembu. Mari beautifully puts the viewer in a moral conflict – should we take the side of Sivanaindhan who wants to relieve himself from the lugging burden or his mother who wants to do away with the debt burden that will keep her family in perennial poverty?

Mari is known for making nondescript animals an important character in his films which pivots the storyline. It was Karuppi the dog in Pariyerum Perumal, the donkey in Karnan and a cow in Vaazhai. A critical moment occurs when Sivanaindhan carelessly allows his cow to stray onto a private banana plantation of the middleman who confronts Sivanaidhan’s mother, demanding reparations. In a moment of humiliation before the villagers, she takes off her only pair of earrings and gives them to him.

The guilt of disappointing his mother weighs heavily on Sivanaidhan. Consumed by emotion, he promises to not skip lugging the plantains. After the intermission, he resolves to continue enduring his challenging existence. Nevertheless, an invitation to his school’s annual function, which entails weekend practices, tempts him to revert to his mischievous ways. Aware that his mother will not tolerate any disobedience, he confides in his sister and a local activist named Kani. He sneaks off to school, relishing a joyful dance rehearsal before returning to the fields to join the other workers. The dance rehearsal in empty stomach makes him tired.

Desperate and hungry, he plucks a banana from a plantain plantation of a dominant caste member who reprimands him. Frightened, he races home, only to be met with his mother’s anger, who hurls a bucket at him. He escapes to the river, where he collapses from sheer exhaustion. When he awakens, he is shocked to find the entire village gathered outside, surrounded by police officers and medical staff.

What he sees is utterly devastating. The bodies of his friend Sekar, the rebel Kani, and his sister are displayed for the community, alongside others who tragically lost their lives when an overloaded truck tipped over on the way back from work. A clap of thunder signals a flashback in black and white, revealing the unscrupulous trader instructing the labourers to board the doomed truck, fully aware of its dangerous capacity.

As Sivanaidhan wanders through the village, he silently takes in the sight of the displayed bodies, while villagers express their grief, wailing and beating their chests in mourning.

There is a scene where a famished Sivanaindhan puts his hand into the aluminium pot, takes out the Pazhaya Soru (fermented rice), and eats it as he weeps amidst the gloom that has struck his village and his near and dear ones. The staging of the scene and his mother’s emotional outburst after she sees her son running without even satiating his hungry stomach just puts a lump in your throat.

The film beautifully portrays the life of the Devendra Kula Vellalar community, showcasing their everyday struggles and the strength they find in each other. Mari transports you to his world. You can feel the swampy fields, the centipede running over your face, the smell of Marudhaani (henna) and the taste of the Pazhaya Soru. When Sivanaindhan lugs the plantain load on his head across the fields, it actually weighs on you heavy. When his mother is ill and is unable to go for lugging plantains, you immediately feel the burden.

Mari Selvaraj brings out his best when he remains rooted to the story and the underlying issue. Barring Maamannan and Karnan, he doesn’t resort to unnecessary virtue-signaling and forced messaging through imagery or dialogues. He doesn’t violently impose his ideology by provoking the audience. He remains committed to exposing the black spots in the society by showing things as they are. Yes, he comes from an ideological/political standpoint but one has to empathize and understand where he is coming from. When you are made to do the back and neck breaking work of lugging banana bunches through swampy slippery rice fields for a paltry ₹1 per bunch and you’ve to protest to raise it to ₹2 per bunch, it is but natural for you to speak communism to protest against the exploitation.

There are times when a movie shakes your soul and hits you hard where its hangover lingers on for a few days. Mari did it twice for me with his Pariyerum Perumal and now Vaazhai. Mari Selvaraj’s social and emotional burden weighs heavy on you after watching Vaazhai.

Mari Selvaraj is a gifted filmmaker and he should continue to make films like Vaazhai that will bring out the struggles of his community.

He added that Akhilesh’s political alignment undermines the values and principles his father stood for, particularly regarding their historical opposition to the Congress party. Meanwhile, Lalan Singh also addressed the tragic train accident in Tamil Nadu, calling it ‘unfortunate’. “Such unfortunate occurrences happen in the country. In the past, several incidents happened where people deliberately placed objects on tracks to derail trains. The Railway Ministry is conducting an investigation and the truth behind the accident will be revealed soon,” Singh said.

The Mysuru-Darbhanga Bagmati Express collided with a goods train at the Kavarippettai railway station in the Chennai railway division on Friday.

Shiv Sena supremo and Maharashtra Chief Minister Eknath Shinde on Saturday, in the run-up to the Assembly elections, criticised his former boss and SS-UBT president Uddhav Thackeray, claiming his party freed Shiv Sena from those who betrayed the thoughts and ideologies of Bal Thackeray.

“Their agenda is corruption first, ours is the nation first, theirs is a fake narrative, ours is only work. Haryana Assembly poll results will be replicated in Maharashtra. The state (Maharashtra) could take development to new heights due to support by Prime Minister Narendra Modi and Home Minister Amit Shah,” said Shinde in his speech at the Dussehra rally in the Azad Maidan here. He sounded the bugle for the Maharashtra Assembly polls, exhorting the people to vote for Shiv Sena and MahaYuti to speed up Maharashtra’s development and make the state economy a $1.5 trillion one. “People will overwhelmingly support MahaYuti with a higher percentage of votes. Ladki bahin, brothers, farmers have become MahaYuti’s ambassadors,” Shinde said.

The Maharashtra CM urged the people to cast their vote and also pay attention to updating the voters’ list. He asked the party workers to demolish the fake narratives spread by the opposition and help MahaYuti collect more and more votes. He called upon the party workers to defeat “those who have left Hindutva”. “You (Shiv Sena-UBT) are speaking the language of Pakistan. There is no difference between AIMIM and Shiv Sena-UBT. Balasaheb Thackeray’s dreams, including the abrogation of Article 370 and construction of Ram temple were fulfilled by Prime Minister Narendra Modi. A fake narrative will not last long. As long as the sun and moon are there, the Constitution crafted by Babasaheb Ambedkar will remain intact,” CM Shinde said.

The Maharashtra CM said the MahaYuti government, in a short span of two years, had become a beloved government and launched welfare and development schemes for sisters, brothers, farmers and other sections. “Had the uprising not been carried out by us, true Shiv Sainiks would have been humiliated and Maharashtra would have gone back many years,” he added. Shinde accused the previous Uddhav Thackeray-led Maha Vikas Aghadi government of blocking various development projects, saying that the state’s debt rose by Rs 17,000 crore due to the arrogance and stalling of the projects.

He lashed out at Shiv Sena-UBT in particular for its repeated claims that since he took over, the government would fall, but said it survived, and became stronger. “I want to say one thing to all Shiv Sainiks, wherever Eknath Shinde goes in Maharashtra, everyone welcomes him with a smile and blesses him. This is what we have earned in the last two years. Balasaheb Thackeray had told us, if there is injustice, rise up and do not tolerate it,” he added.

Veteran RSS leader Suresh Bhaiyaji Joshi said on Saturday that India’s glorious traditions need to be protected through religion and noble deeds by eliminating the demonic powers in the form of incompetent, inappropriate and unrighteous Ravana.

“We all follow the same culture. Those considering themselves as Hindus who are spread across the world basically are Hindus from India,” said Bhaiyaji Joshi while addressing the Vijayadashmi Utsav programme in Jhotwara. He also performed Shastra Pooja while Paralympics medal winner Mona Agarwal was also present on the occasion. The former RSS General Secretary added: “We are forgetting our own language, we should learn reading and writing English however we should feel pride in speaking our native language. Israel still does all its diplomatic and official work in the Hebrew language.”

Discussing civil discipline, Joshi said that when Indians go abroad, they maintain cleanliness and similarly the conduct of the people should be the same in India also. He further said that the young generation should inculcate the values of saints and great men and follow the traditions of ancient India to save themselves from bad habits. “Today, many young people roam around wearing t-shirts with slogans like ‘My father is my ATM’. Treating a father like an ATM cannot be Indian culture. We will have to further enrich our family values,” he added.

Emphasising adopting Swadeshi in life, he said that people should buy the goods manufactured in India.”The goods of our country may be of a lower quality but we should develop the feeling of Swadeshi by considering them to be our own. We should not limit ourselves to only foreign goods, but we should move forward with a sense of self in our mind towards our culture, tradition and beliefs. We have to create a generation dedicated to India by using our intelligence and abilities,” said Joshi. He said that following the values arising from Indian thinking is ‘our’ lifestyle.

“India will remain India when the common people will protect it with mutual cooperation, sacrifice and dedication. ‘Sarvajan Hitaye Sarvajan Sukhaye’, it is India’s duty to present such an ideal to the world,” he said. He said that believing in caste based on birth, developing a sense of high and low on that basis, discrimination, and following a deformity like untouchability have become evil practices. “Till the time society is not free from such things, how will India stand as an organised power? All of us who worship organised power, leaving behind the narrowness of the boundaries of the state, diversity of language, caste, and community, will have to strengthen the feeling of Sarvajan Hitaya, Sarvajan Sukhay, which Baba Saheb Ambedkar ji said,” the RSS leader informed.

He added that traditionally the Indians have been worshipping nature. “We also consider nature as our god, that is why we worship rivers, trees, plants, animals, birds, and even the land. We do aarti of rivers. The common Hindu who does all this also pollutes it. People are carrying this demonic attitude, this has to be stopped. Nature has its own power. Saluting nature should not be limited to rituals. This has to be taken forward and brought to the level of the conduct so that the world gets free from pollution and so India will also be free from pollution,” he said.

India, US Working Together To Expand Strategic Technology Partnership: Minister

India and the US are working together to expand the strategic technology partnership and connect scientists from both the countries to collaborate on emerging technologies such as AI and smart connected cities, the government has said. Union Minister Dr Jitendra Singh said this while presenting the Indo-US Endowment awards to 17 winning teams, to work together primarily to develop AI-enabled tech and quantum technologies.

Speaking at the US-India Science and Technology Endowment Fund (USISTEF) award function here, attended by US Ambassador to India, Eric Garcetti, Dr Singh said as a part of the US-India initiative on Critical and Emerging Technology (iCET), new implementing agreements have been executed between the science agencies to expand international collaboration in a range of areas to build a robust innovation ecosystem. “The DST-National Science Foundation joint call in the areas of computer and information science and engineering, cyber-physical systems and secure and trustworthy cyberspace has resulted in the award of 11 high pitch proposals,” the minister informed.

India and the US are at the pivotal point with the technologies shaping up for the future like artificial intelligence, advanced manufacturing, blockchain, green energy and quantum computing, getting ready to make one of the biggest technology transformations of the century. In the leadership of Prime Minister Narendra Modi, the government “is creating an enabling innovation ecosystem with recent reforms like design linked incentives for semiconductors, PLI schemes for automobiles, drone policy and removing barriers through initiatives like faceless assessment,” said Dr Singh.

From 350 startups in 2014, the number swelled to over 1,40,000 startups. India is also home to over 110 unicorns where 23 of them emerged only last year, which is a sign of India’s rapid upward ride on the STI (science, technology and innovation) ladder, the minister informed.

Stubble Burning: CAQM Empowers DMs To Prosecute Officials For Inaction

The Commission for Air Quality Management (CAQM), a statutory body tasked with preparing strategies to curb air pollution in Delhi-NCR, has empowered District Magistrates in Punjab, Haryana, and NCR areas of Uttar Pradesh and Rajasthan to prosecute officials for inaction on stubble burning enforcement. The CAQM said 267 stubble-burning incidents were reported in Punjab and 187 in Haryana between September 15 and October 9.

“Taking into account the current situation and with a view to ensuring effective implementation of the action plans at the field level, the CAQM in the exercise of the powers vested upon it under section 14 of the CAQM Act 2021 has authorised the Deputy Commissioners/ District Collectors/ District Magistrates in the States of Punjab, Haryana, NCR areas of Rajasthan and UP and in the NCT of Delhi to file a complaint/prosecution before jurisdictional judicial magistrate, in case of inaction in respect of officials, including nodal officers and supervisory officers at various levels and Station House Officers, responsible for effective enforcement towards ensuring elimination of paddy stubble burning in their respective jurisdiction,” Ministry of Environment, Forest and Climate Change said in a statement.

CAQM has also directed the respective district administrations and the State Governments to shoulder higher responsibility and maintain constant and strict vigil to control any further paddy stubble burning in the harvesting season. Further, the CAQM has deputed 26 Central teams to the hotspot districts in Punjab and Haryana to maintain close liaison with the district-level authorities in their endeavours to optimise the utilisation of all available resources/means for various in situ/ex-situ management applications, besides setting up a “Paddy Stubble Management Cell” at Chandigarh, for coordinated and continuous monitoring of the field level actions.

“Paddy stubble burning is a matter of grave concern due to its impact on air quality in NCR and the Commission has been deliberating upon the issue in consultation with the concerned stakeholders including with the State Governments of Punjab, Haryana, Uttar Pradesh and Rajasthan, Delhi, State Pollution Control Boards of NCR States, Punjab and Delhi Pollution Control Committee (DPCC) and knowledge institutions,” the ministry said in the statement.

PM Modi Has Credibility And Diplomatic Skills To Emerge Peacemaker In Russia-Ukraine Conflict: Fareed Zakaria

Acknowledging Prime Minister Narendra Modi’s growing stature as a global leader, noted Indian-American journalist Fareed Zakaria has said that the Indian leader can play a constructive role in brokering peace between Russia and Ukraine.

“The war in Ukraine is frozen. There are very few parties who have the credibility to talk to both sides. If Prime Minister Modi were to propose some kind of situation where he acts as an intermediary, I think he could play a very constructive role,” Zakaria told India Today TV.

“This is his (PM Modi’s) great opportunity to be a global statesman, should he want it. I think he would have to get energetically involved and he would have to be willing to really be an honest broker… I think he has the platform, he has the potential and the diplomatic skills to do it,” Zakaria added.

This is not the first time that Zakaria, who was born in Mumbai, has hailed PM Modi’s leadership. Earlier this year, he mentioned that PM Modi could go down as the “most important Indian Prime Minister” since Jawaharlal Nehru and leave a “very powerful” legacy. Since the start of the Russia-Ukraine war in February 2022, India has maintained its consistent position that allows it to reach out to both sides to find a solution to the conflict through diplomacy and dialogue.

In July this year, Russian President Vladimir Putin thanked Prime Minister Modi for dedicating his “whole life” to strengthen India and also making sincere efforts to find a solution to end the ongoing conflict in Ukraine.

A month later, when he travelled to Kyiv in August – marking the first-ever visit by an Indian Prime Minister to the country since the establishment of bilateral relations in 1992 – PM Modi kept his hand firmly on Ukrainian President Volodymyr Zelensky’s shoulder and underscored the importance of peace and non-violence as guiding principles in India’s approach to global conflicts. In September, Italian Prime Minister Giorgia Meloni joined several world leaders who believe that PM Modi and India can play a role in resolving the conflict in Ukraine.

Earlier this week, while speaking exclusively with the IANS, John Bolton, the US National Security Adviser (NSA) to former President Donald Trump from 2018-2019 and a former US Ambassador to the United Nations, called PM Modi a “strong leader” as India continues its rise as a major global power.

Initiate Probe Against Siddaramaiah In MUDA Case: Petitioner Urges Lokayukta

The complainant in the Mysuru Urban Development Authority (MUDA) scam, Snehamayi Krishna, on Saturday, urged the Lokayukta SP, Mysuru Division to probe accused number one Chief Minister Siddaramaiah. Snehamyi Krishna has made a 25-page submission and also provided information regarding the evidence to be gathered in the case.

He has also provided the questionnaire for the investigating agency. The Lokayutka had grilled Mallikarjuna Swamy and land owner Devaraju, the third and fourth accused in the case. The sleuths have yet to question Siddaramaiah. The Enforcement Directorate (ED) is also investigating the case. Snehamayi Krishna has further demanded that Siddaramaiah be made accountable for provocating people by placing advertisements in newspapers and spending crores, referring indirectly to the scam.

“I urge you to arrest Siddaramaiah for wasting the taxpayers’ money to cover up a scam involving him. If the action is not initiated and Siddaramaiah continues provocations and if there is a disturbance in the society and my family is targeted, I will have to file a complaint against you,” Snehamyi Krishna submitted to the Lokayukta. He added that the court’s orders should not be viewed as biased in the backdrop of Siddaramaiah’s speeches. “Since the office is closed, considering the sensitivity of the matter, the submission to the WhatsApp number of the Mysuru Lokayukta SP and he will personally hand over the hard copy on Oct 14,” he said.

He added that the MUDA will not entertain all requests for de-notification of acquired land and it will approach the court in many cases. “In the case of accused Devaraju, no objections were raised and the land was de-notified. He said that as per the documents submitted to the High Court by Siddaramaiah, the RTC of the land shows that it was acquired, adding that this was concealed as the sale deed and gift deeds are not lawful. “Why the letter of agreement between Mallikarjuna Swamy and land owner Devaraju has not been submitted to the court? The document was not signed by Mallikarjuna Swamy and witnesses. Instead of this, the then Deputy Commissioner had accepted the document. At this point, Siddaramaiah was the Deputy Chief Minister and in-charge minister of Mysuru district,” he said.

He asked why Siddaramaiah had not submitted the second page of the submission made to the Commissioner of Mysuru Urban Development Authority by his wife Parvathy. “The decision of allotment of land in the 50:50 ratio was made by the MUDA. Then, the MUDA was headed by Congress leader Dhruvakumar, appointed by Siddaramaiah,” he stated.

He also alleged that the MUDA meeting was attended by Siddaramaiah’s son Yathindra on March 20, 2021. “Former MUDA Chairman H.V. Rajeev has joined the Congress party and there are allegations that he was welcomed to the Congress party for granting 14 sites to CM Siddaramaiah’s wife,” he said.
