Sister Lucy Kalapurra becomes first nun to argue her own case before Kerala HC challenging her eviction by convent

In a country like India where Islamic terrorists like Ajmal Kasab had legal representation, Sister Lucy Kalapurra in Kerala became the first nun to argue her own case before the court as she could not find one advocate ready to represent her.

Kalapurra without a lawyer attended the virtual hearing at the Kerala High Court and argued her expulsion from the Franciscan Clarist Convent (FCC) in Karakkamala after she accused Bishop Franco Mulakkal of raping a nun

Challenging the congregation’s expulsion order, Kalapurra resolutely said: “I have served the congregation for more than 39 years and I have not done anything wrong. I have not led a life against the values of the Church. They cannot just throw me out. I have faith in the judicial system, so I decided to argue my case as party-in-person.”

“This is my first time appearing before the Court. I had applied for police protection one year ago. The hearing for the same took place recently, and I was granted protection by the Court. There are currently proceedings going on to evict me from the convent. I am challenging this because it is unfair. In that regard, I have filed a complaint before the civil court in 2019 and I have an injunction order in my favour,” a report by Live Law quoted Kalappura as saying.

Sister Lucy who has dedicated her life to Church and teaching was expelled from the convent after she levelled allegations of immorality against the Vicar and the Mother Superior of the Church.

Her request to allow her to continue residing at the convent was declined by the court and the court said police protection can only be granted if she vacates the convent. However, Sister Lucy also made it very clear that she had no place to go if she was forced to vacate the convent.

“I am a woman, a nun fighting for justice. It is important for my nunship that I continue to stay at this convent. I have been a nun for the past 39 years, do not throw me into the streets. I have nowhere else to go,” she argued.

If that was not enough, the court insisted that police protection may not be granted if she continued to reside at the convent, to which sister Kalapurra said the court may withdraw the protection if it deems fit, but may not ask her to vacate the convent.

Sister Lucy Kalapurra became a threat to the Catholic Church when she openly protested against Bishop Franco Mulakkal, who is accused of raping a nun.

A while ago, the supreme appellate authority of the Catholic Church at the Vatican had rejected her appeal against expulsion from her congregation on frivolous charges that include buying a car and publishing poems without permission.

Tamil Nadu Muslim parties clash over the use of a name

Cadres of the Manithaneya Makkal Katchi (MMK) and Tamil Nadu Muslim Munnetra Kazhagam (TMMK) clashed over the use of the name ‘Tamil Nadu Muslim Munnetra Kazhagam’ following a rift between two Muslim leaders of the organizations.

Jawahirulla, the Papanasam MLA and the president of the political party MMK is also a member of the TMMK, another socio-political Muslim non-governmental organization. Hyder Ali, the General Secretary of TMMK was banished from the organization and a resolution against him was passed by the General Committee following differences between the two leaders.

In light of this, the Madras High Court in response to a case filed had imposed an interim ban on Hyder Ali from using the name of Tamil Nadu Muslim Munnetra Kazhagam, its flag and symbols.

Meanwhile, Hyder Ali and his supporters tried to register the abbreviation of Tamil Nadu Muslim Munnetra Kazhagam (TMMK) under the Trade Marks Act, 1999.  They even opened a new office adjacent to the TMMK’s headquarters in Mannadi, Chennai and placed a board with the name ‘TMMK’. Following this, Jawahirulla filed a complaint with the police against Hyder Ali and his men to take down the board.

But the police apparently said that the board cannot be removed as the name was already registered. Later, when members of MMK later went to Hyder Ali’s TMMK office in the night to talk it out, an argument broke out between the two parties and turned into a scuffle. Members of the MMK allegedly broke down the newly erected board by Hyder Ali and ransacked his office.

Police rushed to the spot and chased away both the parties to bring the situation under control. Three people, including a constable, were injured in the incident.

Cadres of the TMMK in different part of Tamil Nadu have been organizing demonstrations condemning the MMK and its chief Jawahirulla.

1 lakh villages and 50 thousand Gram Panchayats become ‘Har Ghar Jal’

jal jeevan mission

To translate the Prime Minister Narendra Modi’s vision of providing clean tap water to every household in the country by 2024, Jal Jeevan Mission, working with speed and scale, has today achieved a milestone of providing tap water supply to every household in 1 lakh villages across India, in a short period of 23 months. At the launch of this ambitious programme, out of 18.94 Crore rural households in country, only 3.23 Crore (17%) had tap water connections. Despite Covid-19 pandemic and lockdown disruptions, Jal Jeevan Mission provided 4.49 Crore tap water connections during 23 months and has also made 50 thousand Gram Panchayats ‘Har Ghar Jal’ by providing tap water supply to every household in these panchayats.

Today tap water supply has reached to 7.72 Crore (40.77%) households. Goa, Telangana, Andaman & Nicobar Islands and Puducherry have achieved 100% tap water supply in rural areas and has become ‘Har Ghar Jal’. Following the principle of Prime Minister’s vision of ‘SabkaSaath, Sabka Vikas, Sabka Vishwas’, the motto of the Mission is that ‘no one is left out’ and every household in a village should be provided with tap water connection. At present, 71 districts, 824 blocks, 50,309 Gram Panchayats and 1,00,275 villages have achieved the target of ‘Har Ghar Jal’.

Announced by the Prime Minister Narendra Modi on 15th August 2019, in a paradigm shift from earlier water supply programmes, Jal Jeevan Mission focuses on water service delivery rather than providing mere water supply infrastructure. Under JJM, aim is to ensure that every household irrespective of its socio-economic condition, has tap water supply. The JJM is built on the principle of ‘no one is left out’ ensuring poorest of the poor, weaker and marginalized sections of society – those unserved so far, get assured potable tap water supply in their homes. Assured availability of drinking water in homes will save the women and young girls of centuries old drudgery faced by them across rural India. It will improve theirhealth, education and socio- economic conditions. Further, tap water connection in every rural home, brings dignity to the people as it bridges the urban–rural gap and brings ‘ease of living’ in accessing safe water.

To achieve this mammoth goal of providing tap water supply to every rural household in a short period of five years, Rs 3.60 lakh Crore have been allocated by the government. In 2020-21 an amount of Rs 11,000 Crore was allocated for the States/ UTs. For 2021-22, i.e. current financial year a four-fold increase in fund allocation has been approved by the Union Minister Jal Shakti, Gajendra Singh Shekhawat, so that there is no dearth of fund requirement to achieve the goal. In just three months, Rs 8,891 Crore has been drawn by the States/UTs based on the fund utilization and requirement proposed under their Annual Action Plans (AAPs).

In 2021-22, Rs 26,940 Crore has been allocated to States as 15th Finance Commission tied grant for water & sanitation to Rural Local Bodies/ PRIs. There is an assured funding of Rs 1,42,084 Crore for the next five years i.e. up to 2025-26. This huge investment in rural areas across the country, will accelerate economic activities and boost rural economy. It will create new employment opportunities in villages.

Jal Jeevan Mission is a ‘bottom up’ approach, where community plays a vital role starting from planning to implementation, management, operation & maintenance. To achieve this, State Government has to undertake support activities like strengthening the Village Water & Sanitation Committee (VWSC)/ Pani Samiti, developing of Village Action Plan for next five years, engaging Implementing State Agencies (ISAs) to handhold & support village communities, and carry out awareness among people. So far 2.67 lakh VWSCs or Pani Samitis have been constituted and 1.84 lakh Village Action Plans have been developed across India.

Under Jal Jeevan Mission, water-scarce areas, quality-affected villages, Aspirational districts, SC/ST majority villages and Saansad Adarsh Gram Yojna (SAGY) villages are prioritized for providing tap water supply. During last 23 months, tap water supply has increased four-fold from 7% to 33% in 117 Aspirational districts. Similarly, more than 97 lakh households have been provided with tap water supply in 61 districts affected by Japanese Encephalitis- Acute Encephalitis Syndrome (JE-IES). 696 SAGY villages and 29,063 SC/ST majority villages have become ‘Har Ghar Jal.’

To ensure safe tap water to children in schools, ashramshalas and anganwadicentres in the country, Prime Minister Narendra Modi announced 100-days campaign, which was launched by the Union Minister Gajendra Singh Shekhawat on 2nd October 2020. As a result, States/ UTs like Haryana, Himachal Pradesh, Punjab, Gujarat, Andhra Pradesh, Goa, Tamil Nadu, Telangana, Andaman & Nicobar Islands have made provision of tap water in all schools, ashramshalas and anganwadicentres. So far, 6,76,789 schools (65.7%) and 6,74,611 (59.8%) anganwadicentre across the country have been provided with potable tap water supply in adequate quantity for drinking and cooking mid-day meals, handwashing and use in toilets. Central Government has asked the States/ UTs to ensure that in few months, provision of safe tap water is made in all remaining schools, ashramshalas and anganwadicentres for better health, improved sanitation and hygiene for children.

Water quality monitoring & surveillance activities are being given top priority, for which anganwadi workers, ASHA workers, members of Self-Help Groups, PRI members, school teachers etc; are being trained so that they can test water samples for contamination by using Field test Kits (FTKs). There are 2,015 laboratories across the country. 195 water laboratories have been NABL accredited with improved infrastructure and trained technicians. State are upgrading water testing laboratories and securing NABL accreditation. These labs are open to public so that they can get their water samples tested at nominal cost.

Jal Jeevan Mission leverages the use of technology to ensure transparency, accountability, proper utilization of funds and service delivery. A robust JJM-IMIS captures physical and financial progress under JJM with a dedicated Dashboard put out in public domain, which can be accessed at https://ejalshakti.gov.in/jjmreport/JJMIndia.aspx A sensor based IoT solution is piloted for measuring and monitoring water supply with respect to quantity, quality and regularity of water supply in villages on a real-time basis. Every water supply asset created is photo geo-tagged. Hydro-geo morphological (HGM) maps are used in planning single village scheme for identifying drinking water sources as well are constructing aquifer recharge structures. Household tap connections provided under Har Ghar Jal programme are linked with Aadhar number of the head of household and more importantly all financial transactions are undertaken through Public Finance Management System (PFMS).

Working in partnership with States, Jal Jeevan Mission is making all efforts to ensure tap water supply of adequate quantity &in prescribed quality on regular and long-term basis to every rural household in India by 2024.

Tehreek-e-Taliban Afghanistan will not be dictated by Pakistan, wants negotiated settlement in Afghanistan

After Tehreek-e-Pakistan killed 11 soldiers and one army captain in Khyber Pakhtunkhwa, the spokesperson for the Tehreek-e-Taliban Afghanistan, Suhail Shaheen, has said that Pakistan “cannot dictate to us or impose its views on us”.

However, it is welcome to help the Taliban arrive at a negotiated settlement in Afghanistan. Shaheen made these remarks during an interview with Geo News on the programme ‘Jirga’ aired late on Sunday night.

When Shaheen was asked how he views the Afghan Taliban’s relations with Pakistan he said, “We want brotherly relations. They are neighbours, a Muslim country, and we have shared values — historical, religious and cultural.”

“They can help us in the peace process but can’t dictate to us or impose their views on us. And this is against international principles,” he added.

He also said that the Taliban’s demand for an Islamic Emirate of Afghanistan is “a legitimate right of the people of Afghanistan”.

“We say nothing about other governments. They should not impose their views,” he said, adding: “This is not in accordance with international principles either.”

When asked if the Taliban accepts the outlawed Tehreek-e-Taliban Pakistan (TTP) or considers them as opponents after the TTP emir swore Bay’ah i.e. allegiance to Afghan Taliban chief Mullah Haibatullah Akhunzada, Shaheen said.  “I do not know of the TTP emir swearing allegiance [to our leader] but I will tell you the policy of the Islamic Emirate. “We will not allow the use of Afghan soil, neither by an individual nor by any group. I have said this in many interviews and I think our position is clear and known to all.”

Then came the question of the Taliban’s relations with India amid reports of meetings between representatives wherever talks were held, he said, “There has been no meeting or contact. We expect India to remain impartial. This is our struggle, the struggle of the people of Afghanistan,”.

Suhail Shaheen then went on to say that governments “come and go” and that the incumbent government “was imposed after occupation” and then said “A negotiated settlement is our policy and there has been no change in this,”.

FM Nirmala Sitharaman waives off import duty for life saving drug to save a TN child from rare disease

Mithra, the hardly 2 year old girl child who has been fighting a rare genetic disorder – Spinal Muscular Dystrophy (SMD) gets a sigh of relief as the import duty on the life saving drug has been lifted following intervention by Finance Minister Nirmala Sitharaman.

SMD causes death of muscles one by one and will ultimately lead to death. An individual with SMD will have trouble in breathing, swallowing and other involuntary activities of the human body.

The treatment that is required to treat this disorder is Zolgensma, a one time gene replacement therapy which costs more than ₹16 crores. Over the past few weeks, her parents had been running from pillar to post trying to raise money for their child.

They had launched several online fundraising campaigns in multiple platforms and had appealed to several leaders. The family had managed to raise the full amount ₹16 crores required for the therapy but the GST and other taxes added up to around ₹6 crores.

BJP National Women’s Wing President Vanathi Srinivasan upon coming to know about the child’s condition and the issue had immediately written to Prime Minister Narendra Modi on June 28 to help save the child. She had phoned Union Finance Minister Nirmala Sitharaman on July 13 who had offered to help with all possible means.

BJP Tamil Nadu President K. Annamalai too had written to the Centre to intervene and waive off the import duty levied on the medicine for the treatment of her disease.

Following the intervention by BJP leaders, Tamil Nadu Chief Minister tweeted a letter to Finance Minister Nirmala Sitharaman to waive off the taxes on the medicines in order to take credit.

On July 14, Finance Minister Nirmala Sitharaman waived off the import duty and other taxes on the life saving drug required for the child’s treatment.
