NIA Attaches Property Of Accused In Thanjavur Linked To Hizb-ut-Tahrir Conspiracy Case

The National Investigation Agency (NIA) on 30 June 2025 attached a property in Tamil Nadu belonging to an accused in the Hizb-ut-Tahrir (HuT) conspiracy case, as part of its ongoing investigation into a plot to establish an Islamic Caliphate in India.

The attached property belongs to Bava Bahrudeen alias Mannai Bava, who was arrested earlier in connection with the case. Located at No. 58H, Ashrath Awliya, Manshoor Thaikkal, Gandhiji Road, Thanjavur — in Survey No. 2983 of Ward 6, under the jurisdiction of the Thanjavur Joint I Sub Registrar Office — the property was attached under Section 25 of the Unlawful Activities (Prevention) Act, 1967, according to an official statement issued by the NIA.

Investigators said the land is legally owned by the Hazarat Sams Manssor Peer Avuliya Dargah Trust Board but was allegedly ‘sold’ informally, without formal registration, to Bava Bahrudeen. Since 2015, the premises had been allegedly used by Bahrudeen and his associates for covert activities linked to the banned HuT outfit.

According to the NIA, the accused had been conducting secret indoctrination classes and radicalisation sessions at the location. These sessions included clandestine recruitment activities and propaganda campaigns promoting HuT’s ideology. The site was also used to host “Khilafah Exhibitions” that showcased the military capabilities of several Islamic countries, including Egypt, Iran, Turkey, and Pakistan, the agency said.

The case, registered as RC 01/2024/NIA/CHE, concerns a larger conspiracy by self-styled HuT leaders to propagate the group’s radical ideology and to push for the implementation of a parallel constitution authored by HuT founder Taqi al-Din al-Nabhani. The accused allegedly held secret bayaans (religious lectures) to indoctrinate and recruit youth, seeking to incite them to reject India’s democratic framework and support HuT’s vision of an Islamic Caliphate.

The agency also noted that the accused were attempting to solicit Nusra (military assistance) from forces hostile to India to further their objectives.
