NGO Watchdog Files Complaint Against Child Haven India For Misusing Foreign Funds

The Legal Rights Protection Forum (LRPF) has filed a formal complaint with the Ministry of Home Affairs, accusing Child Haven International (India) of financial misappropriation involving foreign funds. Based in Hyderabad, the organisation has raised serious concerns about the misuse of funds intended for child welfare activities.

The complaint, addressed to the Joint Secretary of the Foreigners-II division at the Ministry of Home Affairs, details allegations that Child Haven International (India) sold a property in Rangareddy District, Telangana, for a fraction of its market value. The property, originally purchased with foreign contributions in 1990, was reportedly sold to M/s Bollineni Casting and Steel Limited for just ₹2.25 crores, despite being valued at approximately ₹30 crores.

The LRPF’s letter, claims that the sale, which took place on June 21, 2023, raises suspicions of collusion and possible fraudulent activity between the society’s office bearers and M/s Bollineni Casting and Steel Limited. The property, which covers 3332 square yards, was later resold to Catalyst Trusteeship Limited in 2024 for the full market value of ₹30 crores, further fueling allegations of financial misconduct.

The LRPF has also expressed concerns that the funds from the initial sale may not have been deposited into the society’s designated FCRA bank account, as required by law, and could have been misused. The organization has called for a special audit and urged the Ministry to refer the case to the Central Bureau of Investigation (CBI) for a thorough investigation.

In light of these allegations, the LRPF has requested that Child Haven International (India)’s FCRA license be suspended until the investigation is complete.

This complaint adds to the growing scrutiny of NGOs and their management of foreign funds, particularly in cases where significant financial discrepancies are reported. The Ministry of Home Affairs is expected to take appropriate action in response to the allegations.
