
The Tamilaga Vettri Kazhagam (TVK) government appears to be following the previous Dravida Munnetra Kazhagam (DMK) regime’s playbook of taking high-profile overseas investment tours, with Chief Minister C. Joseph Vijay reportedly preparing to visit the United Kingdom later this month, as reported in ETVBharat.
According to reports, Vijay is likely to lead a high-level delegation to Britain between September 10 and September 16, after the ongoing Tamil Nadu Assembly session concludes. The visit, however, has not yet been officially announced by the Chief Minister’s Office or the State Government.
The proposed tour is expected to include meetings with industrialists, business leaders and potential investors, with the government pitching Tamil Nadu as a destination for manufacturing, technology and other emerging sectors.
The reported UK visit comes alongside a planned Taiwan trip by Industries, Investment Promotion and Commerce Minister S. Keerthana on September 4. The minister is expected to meet companies in the semiconductor, electronics, artificial intelligence and chip manufacturing sectors.
Taken together, the two proposed overseas missions suggest that the TVK government is adopting a strategy already extensively used by the previous DMK administration: taking ministers and senior officials abroad to court investors and announce investment commitments.
From Stalin’s Foreign Tours To Vijay’s Investment Push
The M.K. Stalin-led DMK government undertook several overseas investment missions between 2021 and 2025.
Stalin travelled to the United Arab Emirates in 2022, Singapore and Japan in 2023, Spain in 2024, the United States in 2024 and Germany and the United Kingdom in 2025. These tours were accompanied by announcements of MoUs and investment commitments running into thousands of crores.
The 2022 UAE visit, for instance, was followed by announcements of investment pacts worth around ₹6,100 crore. The Singapore-Japan tour in 2023 was accompanied by investment agreements worth around ₹1,342 crore.
The Spain visit in 2024 saw the DMK government announce agreements worth approximately ₹3,440 crore, while the 2024 US tour resulted in 19 MoUs involving around ₹7,616 crore.
The final Germany-UK tour in 2025 was followed by the announcement of 33 MoUs worth ₹15,516 crore.
The DMK government subsequently cited these and other agreements while claiming that Tamil Nadu had attracted more than ₹10 lakh crore in investment commitments during its tenure.
But there is an important distinction between signing an MoU and delivering an operational project.
An MoU is a commitment to explore or facilitate an investment. It is not, by itself, proof that the promised factory was built, the money was invested or the jobs were created.
That distinction becomes particularly relevant as the TVK government prepares to replicate the same overseas-investment model.
TVK’s ₹1.5 Trillion Promise
The TVK government has set a target of transforming Tamil Nadu into a $1.5 trillion economy by 2036.
The government has also highlighted its first 100 days, claiming that 104 MoUs were signed involving proposed investments of approximately ₹1,02,514 crore and the potential creation of around 1,21,788 jobs.
But once again, these are proposed investments and projected employment, not necessarily investments already made or jobs already created.
The real test for the TVK government will therefore not be the number of MoUs announced during foreign tours, but how many of those commitments translate into factories, facilities, capital expenditure and actual employment on the ground.
Following The DMK Model
The reported UK trip places Vijay’s government squarely in the footsteps of the DMK when it comes to investment promotion.
The difference, however, is that the TVK government is entering this race while several major projects inherited from the previous government remain stalled, altered or under review.
The government has already announced the dropping of the proposed Parandur greenfield airport, a project that had formed the basis for the proposed Parandur aerotropolis. Several other development proposals initiated under the previous government have also been dropped one after the other.
Against this backdrop, the success of TVK’s overseas investment missions will ultimately be measured not by photographs of meetings with foreign investors or the number of MoUs signed, but by whether companies actually commit capital and execute projects in Tamil Nadu.
For now, Vijay appears ready to take the DMK’s investment-tour template abroad. Whether the promised investments follow him back to Tamil Nadu remains the bigger question.
