
In the wake of the recent stampede at a political rally in Karur, organized by the Tamilaga Vettri Kazhagam (TVK), Tamil Nadu has once again been thrust into controversy over public safety and administrative lapses. The tragic incident, which claimed the lives of at least 40 people, has sparked fierce criticism from opposition parties. They have not only targeted TVK leader Vijay but have also held the ruling DMK government accountable for failing to establish the administrative safeguards necessary to prevent such a disaster. Many argue that this was a tragedy that could have been avoided with proper planning and enforcement, but the state machinery failed to act in time.
Stampede is not an isolated incident in TN. Since the DMK came to power in 2021, Tamil Nadu has witnessed several similar tragedies, seemingly pointing to a larger systemic failure in handling crowd management, public safety, and illicit activities. Each year has seen significant loss of life, yet little seems to have changed in terms of preventive action or accountability.
Timeline of Major Public Safety Failures Since 2021
Kallakurichi School Violence (2022)
In 2022, the state was rocked by violent protests following the mysterious death of a 17-year-old schoolgirl in Kallakurichi. The girl, a student at Sakthi Matriculation Higher Secondary School, allegedly jumped from the third floor of her hostel building.
Her parents suspected foul play and accused the school authorities, but the initial police response was slow and unresponsive. Between 14 and 16 July that year, a series of road blockades and sit-in protests were staged by her family and community. On 17 July, protests escalated into full-blown mob violence, during which the school was vandalized, buses were set ablaze, and property destroyed. Over 108 people were injured, and 278 were arrested. The administration’s failure to anticipate the situation, declare prohibitory orders in advance, or act swiftly on the family’s complaints revealed serious communication breakdowns between the police and district officials.
AR Rahman Concert Stampede (2023)
A year later, in 2023, an AR Rahman concert titled Marakkuma Nenjam in Chennai turned into a logistical nightmare. The concert, held at Adityaram Palace in Paniyur, attracted close to 50,000 people.
However, what was meant to be a musical celebration quickly descended into chaos due to alleged overselling of tickets, poor entry control, and inadequate crowd management. Attendees reported being unable to access the venue despite having valid tickets, while incidents of molestation and children being separated from their families emerged online. The experience left many fans traumatized and highlighted once again the lack of preparedness by both organizers and authorities.
Marakanam Illicit Liquor Tragedy (2023)
The same year, a tragic incident involving the consumption of spurious liquor in Marakanam claimed 12 lives and left dozens hospitalized. Most of the victims were local fishermen who had bought illicit liquor from a local seller. Despite routine crackdowns on illegal alcohol production, enforcement efforts appeared insufficient. Authorities arrested over 50 suspects and seized large quantities of illegal liquor, but the tragedy exposed how easily such dangerous substances remain accessible in vulnerable communities.
Kallakurichi Hooch Tragedy (2024)
The following year, in June 2024, another devastating hooch tragedy struck Tamil Nadu, this time in Kallakurichi district. At least 66 people died, and more than 200 suffered injuries after consuming methanol-laced liquor sold by a known bootlegger. Most of the victims were Dalits and daily wage laborers from Karunapuram, highlighting once again how poverty and lack of regulation combine to create deadly consequences. Hospitals across Kallakurichi, Salem, Villupuram, and Puducherry were overwhelmed. Despite previous incidents, no effective mechanisms had been put in place to detect or prevent such large-scale illicit liquor operations.
Chennai Air Show Stampede (2024)
Just a few months later, in October 2024, Chennai hosted its first air show in over two decades on Marina Beach. While the event was highly publicized and generated tremendous public interest, the organizers were completely unprepared for the scale of the crowd. With over 1.3 million people attending, the city’s infrastructure failed to handle the volume. Though no major stampede occurred, the lack of a structured exit plan led to mass confusion, resulting in five deaths and over 100 hospitalizations due to heat exhaustion, dehydration, and overcrowding. Authorities, including the police and fire services, had coordinated to some extent, but their efforts fell short.
Chief Minister M.K. Stalin acknowledged the failure, admitting that while a stampede was narrowly avoided, many people endured immense hardship trying to exit the venue or return home.
Across these incidents, a consistent pattern emerges lack of foresight, poor planning, inadequate emergency response, and a tendency for authorities to act only after public outrage or loss of life. Despite repeated warnings and previous tragedies, meaningful reforms to prevent recurrence appear to be missing. In each case, officials cite miscommunication, unexpected turnout, or isolated administrative lapses. Yet the overall picture suggests a more troubling reality: systemic neglect of public safety and a failure to take responsibility.
Administrative Failure & Blame Game
What makes the Karur stampede particularly alarming is the political blame game it has triggered. Rather than coming together to address the core issue of safety at mass gatherings, the ruling DMK have turned the tragedy into an opportunity to target one another. This diversion of focus away from accountability and reform has angered the public and diminished trust in governance.
Tamil Nadu’s repeated tragedies whether through preventable stampedes, illicit liquor deaths, or poorly managed public events signal an urgent need for policy overhaul and administrative vigilance. Without concrete steps to enforce safety protocols, regulate large gatherings, and crack down on criminal networks, these events are likely to recur. Unfortunately, for many families, the cost of this inaction has already been unbearably high.
