Minister for Labour & Employment Mansukh Mandaviya on Monday cited the World Economic Forum’s ‘The Future of Jobs Report 2025’ to highlight that India’s unemployment rate is 2 per cent, which is the lowest among G20 nations.

He said that employment generation has taken place across sectors in tandem with India’s rapid economic growth, and underlined the enabling government schemes that have contributed towards the same.

The minister was speaking at an event here, organised for the signing of an MoU between the Ministry of Labour & Employment and ‘Mentor Together’ and ‘Quikr’ for enhancing employment opportunities as well as youth employability on the National Career Service (NCS) Portal.

In his address, Mandaviya said, “The National Career Service (NCS) platform, with nearly 52 lakh registered employers, 5.79 crore job seekers and over 7.22 crore vacancies mobilised, is now evolving to offer not just job listings, but as a one-stop solution for all employment-related services. Currently, there are over 44 lakh active vacancies on the portal.”

“Over the past year, the Ministry has signed MoUs with ten key organisations, including Amazon and Swiggy. These partnerships have already mobilised nearly five lakh vacancies,” the minister added. Highlighting the Government’s renewed focus on youth, Mandaviya recalled that, at the very start of its third term, Prime Minister Narendra Modi had announced a package of five flagship schemes with a total budget of Rs 2 lakh crore to support employment, skilling, and opportunities for 4.1 crore youth.

A key highlight of this package is the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), with an allocation of Rs 99,446 crore, aimed at incentivising the creation of over 3.5 crore jobs in two years, of which 1.92 crore will benefit first-time entrants to the workforce.

Welcoming the collaboration between the Ministry and the two organisations, Mandaviya said that these partnerships would make suitable employment opportunities as well as structured mentoring available to job-seekers, particularly in light of the Pradhan Mantri Viksit Bharat Rozgar Yojana coming into effect in August this year. These collaborations, in turn, will benefit not only the youth but the nation at large, he added.

The partnership with Mentor Together is expected to reach two lakh youth in its first year, including one lakh from NCS and one lakh Pradhan Mantri Viksit Bharat Rozgar Yojana entrants, delivering personalised career mentoring with city- and district-level outreach, so that no jobseeker is left behind. It will also enable first-time job seekers, particularly those from underserved backgrounds, to access personalised guidance from over 24,000 trained professionals.

The MoU renewal with Quikr aims to further strengthen the employment ecosystem by integrating over 1,200 daily job listings across 1200 plus cities from Quikr Jobs into the NCS portal. This collaboration will expand real-time access to job opportunities for millions of seekers, especially from rural and underserved regions, the minister added.

Union Minister of State for Labour and Employment Shobha Karandlaje cited statistics in the Lok Sabha on Monday to show that youth unemployment rates in India were lower than global levels.

The minister cited a report by the International Labour Organisation’s (ILO) Institute for Human Development (IHD) which states that the worldwide youth unemployment rate was 15.6 per cent in 2021. Further, as per World Employment and Social Outlook Trends, 2024 by ILO, globally, in 2023, the youth unemployment rate was 13.3 per cent.

On the other hand, the latest annual Periodic Labour Force Survey (PLFS)shows that unemployment rate for youth of age 15-29 years in India in the year 2023-24 was 10.2 per cent which is lower than global levels.

Further, the Worker Population Ratio (WPR) for youth indicating employment has increased from 31.4 per cent in 2017-18 to 41.7 per cent in 2023-24, the minister pointed out in a written reply in the Lower House.

The unemployment indicator in India at present is the Periodic Labour Force Survey (PLFS) conducted by the Ministry of Statistics and Programme Implementation (MoSPI) since 2017-18. She also cited Employees’ Provident Fund Organization (EPFO) Payroll Data which gives an idea of the level of employment in the formal sector.

More than 1.3 crore net subscribers joined EPFO during 2023-24. Moreover, during September 2017 to August, 2024, more than 7.03 crore net subscribers have joined EPFO, indicating an increase in formalisation of employment, the minister added. “All the labour force indicators are providing evidence of an improved employment scenario in the country,” Shobha Karandlaje said.

In answer to another question, the minister stated that as per the latest annual PLFS reports, the estimated Worker Population Ratio (WPR) and Unemployment Rate (UR) for persons of age 15 years and above indicates that employment has shown an increasing trend while the unemployment rate reflects a decreasing trend over the years.

The KLEMS (K: Capital, L: Labour, E: Energy, M: Materials and S: Services) database published by the Reserve Bank of India (RBI) provides employment estimates at an all-India level. As per the latest data of the database, provisional estimates for 2023-24, employment in the country increased to 64.33 crore in year 2023-24 compared to 47.15 crore in 2014-15. Total increase in employment during 2014-15 to 2023-24 is about 17 crore. She further states that to provide various employment related services to the youth of the country on a single platform, the government of India has launched National Career Service (NCS) portal which includes services like job search & matching, career counselling, vocational guidance, information on skill development courses, internships etc., through the portal.

During the year 2024-25 (as on 15.11.2024), 1.12 crore vacancies were posted on NCS portal and more than 3.53 crore number of vacancies mobilised on the portal since its launch in 2015. Further, the Central government has also launched MY Bharat platform which provides myriad opportunities for youth engagement through various organisations onboarded on the portal with a view to involve them in meaningful activities.

The MY Bharat portal is envisioned as a pivotal, technology-driven facilitator for youth development and youth-led development, with the overarching goal of providing equitable opportunities to empower the youth in realizing their aspirations.

She said that employment generation coupled with improving employability is the priority of the government. The various Ministries are implementing different employment generation schemes like Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETIs), Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM), Pradhan Mantri Mudra Yojana (PMMY). The government has also announced the Prime Minister’s package of 5 schemes and initiatives to facilitate employment, skilling and other opportunities for 4.1 crore youth over a 5-year period with a central outlay of Rs 2 lakh crore in the Budget 2024-25, Karandlaje added.

Tamil Nadu Bharatiya Janata Party President Annamalai, criticized the DMK in Tamil Nadu for misleading the public by falsely comparing electricity rates with other states and misrepresenting the youth unemployment rate in Tamil Nadu.

Regarding this issue, Annamalai criticized the Tamil Nadu government for misleading the public by comparing electricity rates with other states. He highlighted that the DMK, in its election manifesto, promised a monthly electricity bill collection system as its 221st commitment, which he urged the government to fulfill. According to Annamalai, implementing this system would significantly reduce electricity costs for households.

Annamalai said, “What DMK said in its election manifesto promise number ‘221’ is that it is enough to pay electricity once a month. Neighboring states pay electricity bill once a month. Look at the problems if you don’t pay electricity once a month. For example, I use 200 units of electricity in Coimbatore, if I pay electricity bill once a month it is ₹450, if I pay it for two months i.e. this month 200-unit next month 200 unit, when I pay electricity bill once in two months it is ₹1440 for 400 units. If you pay this once a month then this month 450 next month 450 total ₹900 for 200 units. But if you calculate it as 400-unit slab for two months, you have to pay 1440 rupees. 540 as a loss for using just 200 units. Let’s talk about 300 units now, the electricity bill for me is 705 rupees, which is 300 unit this month and 300 unit next month in DMK’s bi-monthly electricity tariff, if you pay for 600 unit means it is ₹2940. So, where is ₹1410 and where is ₹2940 rupees, in this we pay ₹1400 more.

Annamalai, further revealed that 17.5% of young people aged 15 to 29 in the state are unemployed. He emphasized the high rate of unemployment among graduates in Tamil Nadu, comparing it unfavorably to states like Gujarat (6.1%), Karnataka, and Maharashtra (7-8%). Annamalai called on the DMK government to acknowledge the unemployment crisis affecting 17.5 percent of Tamil Nadu’s population.

Annamalai also discussed the BJP’s growth in Tamil Nadu, likening it to nurturing a Chinese bamboo plant. He stressed the importance of patience and persistence in strengthening the BJP’s presence, despite challenges. He mentioned that despite setbacks, the BJP had secured the top position in 8000 booths during the last election, which he interpreted as a sign of growing support and influence in the state.

At a recent gathering of Tamil Nadu state and private university vice-chancellors, Governor Ravi emphasized the need for attracting investments and revamping the education system. The conference, focused on translating higher education textbooks into Tamil, took place at Raj Bhavan, Nilgiris.

Governor Ravi inaugurated the conference on 5 June 2023, highlighting the rapid advancements in technology, particularly since the Second World War. With the increased demand for computer education and the influx of multinational companies into India, the governor stressed the importance of adapting education to align with emerging AI technologies.

Governor Ravi raised concerns about the current job market, where Diploma/ITI polytechnic students often earn higher salaries than engineering graduates. The telling lack of employability among the educated youth was something Governor Ravi pointed out. He also mentioned that to  address this issue, translating existing technical educational material from English to Tamil/mother tongue is a step towards aiding students and also aligns with the education systems of countries like China and Japan, which prioritize education in their respective languages.

The Governor spoke about the National Education Policy 2020 which has given more emphasis than the previous policy to strengthen the curriculum aided by ancient Indian wisdom, heritage, and culture. He said it is a visionary document for comprehensive and multi-dimensional education and preparation of the youth for the future. He also mentioned that the NEP 2020 has given more importance to digital and online education. Encouraging a research environment to increase employability to bridge the gap between skills rather than knowledge alone is vital, the Governor said. The Governor also mentioned that India is home to the top three startups in the world, India is the most digitized country in the world and he believes that India is the future destination for this transformation for countries to relocate their manufacturing. However, he cautioned that foreign investments cannot be attracted merely by requesting or meeting with business people.

“In our state we have to create more and more environment to attract more and more of them. Investors will not come just because we ask them or we go and have talk. They are hard bargainer. In our country there are many states which are doing it. Haryana is having FDI equivalent to our state. We have to create the ecosystem for Global Giants for which essential element is to create competent, appropriately
skilled human resources only then we will avail ourselves of the advantage of this opportunity.” Governor Ravi said.

It is to be noted that Governor RN Ravi has been continuously voicing out about the demerits of the current education system.

However, this speech made by the Governor has been misconstrued as always by the local media, political commentators, and members of the DMK party and government saying that the Governor is accusing the Tamil Nadu Chief Minister of going on foreign trips just for leisure.

Tamil Nadu Finance Minister Thennarasu accused the governor of indirectly criticizing Chief Minister MK Stalin’s recent foreign visit by referring to Governor Ravi’s statement.

“It is not acceptable for the Governor to talk about the Chief Minister’s foreign trip. Our demand is that the governor should not do politics. DMK will not hesitate to fight against the Governor if necessary,” Thangam Thennarasu stated.

He also went on to say, “Prime Minister Modi also travels abroad often, does the Governor criticise any of that? When PM Modi was the Chief Minister of Gujarat, he travelled to several countries seeking investments,”.

Along with him, DMK IT Wing secretary, TRB Rajaa went on to write a long-winding post on Twitter without a basic understanding of what the Governor spoke at the event in the first place.

Following suit, we also spotted self-proclaimed “neutral” political commentator, Sumanth Raman also made the following Twitter post without understanding the context of Governor Ravi’s speech and it seemed as if he was following the narrative set by the DMK members.

The provisional payroll data of EPFO released today highlights that EPFO has added around 15.41 lakh net subscribers during the month of September 2021. For the month of September 2021, the net subscriber additions have increased by 1.81 lakh as compared to the previous month of August 2021 when it was 13.60 lakh.

Out of the total 15.41 lakh net subscribers, around 8.95 lakh new members have been registered under the provisions of EPF & MP Act, 1952 for the first time. Around 6.46 lakh net subscribers exited but rejoined EPFO by changing jobs within the establishments covered under the purview of EPF & MP Act, 1952, thereby opting to continue their membership with EPFO by transferring their funds instead of opting for final withdrawal.

Age-wise comparison of payroll data shows that the age-group of 22-25 years has registered highest number of net enrolments with 4.12 lakh additions during September, 2021. This is followed by age-group of 18-21 with around 3.18 lakh net enrolments. This indicates that many first-time job seekers are joining organised sector workforce in large numbers and have contributed around 47.39 % of total net subscriber additions in September, 2021.

State-wise comparison of payroll figures highlights that the establishments covered in the states of Maharashtra, Haryana, Gujarat, Tamil Nadu and Karnataka are in lead by adding approximately 9.41 lakh subscribers during the month, which is around 61 % of total net payroll addition across all age groups.

Gender-wise analysis indicates that the net share of female enrolment during the month is around 3.27 lakh. Month on month comparison shows that the net addition of female subscribers has increased roughly by 0.60 lakh during in the month of September in comparison to the previous month of August, 2021 when 2.67 lakh net subscribers were added into the payroll. This is largely due to lower female member exits during the month.

Industry-wise payroll data indicates that ‘expert services’ category (consisting of manpower agencies, private security agencies and small contractors etc.) constitutes 41.22% of total subscriber addition during the month. Apart from this, growing trend in net payroll additions has been noted in industries like trading-commercial establishments, engineering products, building & construction, textiles, garment making, hospitals and financing establishments.

The payroll data is provisional since the data generation is a continuous exercise, as updation of employee record is a continuous process. The previous data hence gets updated every month. From the month of May-2018, EPFO has been releasing payroll data covering the period September 2017 onwards.

EPFO is a social security organization responsible for providing a number of social security benefits to the members covered under the purview of EPF & MP Act, 1952. EPFO reaffirms its vision to be an innovation driven social security organisation aiming to ensure uninterrupted service delivery to its stakeholders.

Accenture is set to lay-off 5% of its global employees due to the ongoing COVID-19 crisis.

CEO Julie Sweet has said that despite halting fresh recruitments and cutting subcontractors, the company has had to reduce its workforce owing to the numbers that the pandemic has taken hold.

India has the largest Accenture employee base of over two lakh employees and following the decision to fire 5% staff, at least 10,000 people stand at the risk of losing their jobs. As many as 25,000 people are likely to be shown the pink slip across the world as the US-listed firm has unilaterally decided. Sweet has said that the amount of hours put in by its employees has dropped below 90% for the first time in the last decade. Their performance metrics have been used to target staffs to “transition out” of the company.
