Complaint filed against Andhra Addl DGP for indulging in hate speech against Hindus

Legal Rights Observatory (LRO), a legal activism non-profit, has filed a complaint against Andhra Pradesh IPS officer PV Sunil Kumar, for indulging in hate speech against Hindus and for peddling divisive communal/caste based politics.

The complaint lists several activities of the IPS officer who is the Additional Director General of Police, (Crime Investigation Department) in Andhra Pradesh Government alleging that he is trying to create enmity between different sections of society with his speeches and through his organization “Ambedkar’s India Mission”.

The complaint notes that the officer is abusing his position by running a private organization named in violation of Section 3 of The Police Forces (Restriction of Rights) Act, 1966.

It also states that he has been provoking people of Scheduled Caste by making hateful statements against Hindu religion, scriptures and Gods on social media platforms.

The complaint points out to the instance on 26th November 2020, on the occasion of India’s Constitution Day, when he appeared on Facebook live through the official page of “Ambedkar’s India Mission” and abused Hindu Religion and Hindu Sacred scriptures like Vedas and Puranas. This link is currently unavailable on Facebook.

In another video that is available on social media, the officer can be seen praising the British rule stating that it was the British who gave them a God to pray and built churches, built hospitals, etc and adds that it was because of them that they are able to study today.

“When we aren’t allowed into Temples, Britishers showed Gave us a Church, When we aren’t allowed to have one God , Britishers showed us a God, When we aren’t allowed to study, Britishers introduced education to us”, he says in that video.

He has also been reportedly advocating for separate gram panchayats for Scheduled Caste (SC) people. In an interview given to the Times of India, he said that he will represent only the SC Mala community and will oppose inclusion of any other caste in SC category list. He also demanded SC status for SCs who have converted to Christianity.

“Being a bureaucrat of prestigious All India Civil Services, he is openly spreading hatred against Hindu religion which is being followed by majority people of the Country thereby hurting the sentiments and trying to incite communal tensions between different religious groups in the state of Andhra Pradesh.”, the complaint reads.

In light of these incidents, the LRO has requested Ajay Kumar Bhalla, Secretary of Union Ministry of Home Affairs, to issue directions to the Andhra Pradesh Police to lodge an FIR against PV Sunil Kumar and conduct a detailed investigation into his finances for revealing links with national and international donors.

The complaint also urged to remove the officer from service pointing out to the recent Madras High Court ruling which states that those who avail reservation benefit, join government service and then change their religion, should be removed from service.
